This paper conducted an in-depth analysis on non-tariff barriers in China’s cosmetics market. It is also a comparative analysis on non-tariff barriers in four other countries that include: Europe, Korea, Japan, and the U.S. which have major market shares in China’s cosmetics market. Non-tariff barriers, called technical barriers to trade (TBT), exist in the cosmetics market. The barriers in China on testing, certification, and labeling are relatively high compared the other countries involved in the study. In the markets of the five major countries (Korea, China, Europe, the U.S., and Japan), China has the largest amount of non-tariff barriers in comparison to countries in Europe and the U.S. According to the findings of this study, non-tariff barriers are more impactful than tariff barriers in the cosmetics trade industry. The results can be interpreted in a manner to show that the tariffs have a direct effect on the profits and losses in the industry. Non-tariff barriers are standardized by each individual country. Therefore one could expect that the amount of non-tariff barriers in developed countries with high technical levels are would be higher. In contrast, the non-tariff barrier level is higher and centered around developing countries with relatively low maturity and experience in the cosmetics market. This study divides the non-tariff barrier-easing plans and roles into two directions, export manufacturers and FTA negotiations. As for the manufacturers of the exports, this study develops a strategy that could significantly reduce the amount of cost and time required for executing non-tariff barriers upon exporting to other countries. As for FTA negotiations, this study presents strategies and predictions directed towards negotiations by dividing the negotiations into two distinct areas: testing / certification and labelling.
