The purpose of this dissertation is to analyze how the disputes between Northeast Asian (NEA) countries in the Post Cold War era (1990–2010) have not escalated into war, paying special attention to the effects of economic development on disputes from an empirical standpoint. Based on the case study and its empirical results, this study traces how the states dealt with their disputes so that they did not grow into war.
Despite potential sources of conflict, NEA countries have experienced rapid growth and expanding cooperation in the economic sphere. Some people refer to their relationship as the “Paradox of Asia” because the relationship displays politico-military conflicts and economic interdependence at the same time (Manning 1993).
Despite the increase in trade interdependence and economic development among the countries, how can the conflicts between them be understood? Why have the disputes or conflicts not escalated into war even though they posses potential sources or factors of conflict which could lead to war? What is the underlying cause that makes the regional order peaceful enough not to experience a war?
This study attempts to find out some possible answers to these questions and identify the fundamental factor which has contained the disputes. For the purposes of this study, “capitalist peace theory” is adopted as the theoretical framework. Through a theoretical review of the effects of economic development on conflicts, the study tries to clarify the relationship between economic development and political disputes in NEA countries. This study also benefits from empirical analysis and case studies. It investigates the 20 years following the Cold War, and the region composed of South and North Koreas, China, Japan, Taiwan, and the United States.
Chapter two includes an overview of the theoretical debates around capitalist peace theory and examines the applicability of the theory to NEA. According to this theory, capitalism, as an economic system, can prevent disputes or wars among countries, and have an influence on the international order (Weede 2004; Muller 2010). Capitalist peace can have three roles; the first is signaling within a capitalist economic system. Peace through capitalism, especially in countries with a market economy, is possible because some capitalist elements have a role in sending signals throughout the course of negotiations (Gartzke, Li and Boehmer 2001, Gartzke 2007). The second role is that of contracts maintaining economic agreements between actors that can serve to make peace between countries (Mousseau 2000; 2009; 2010a; 2010b; 2013). The last role of the capitalist peace is in the realm of private assets; the capitalist economic system and the private portion of the government finance can promote peace among nations (McDonald 2009, 2010).
Chapter 3 details the hypotheses and the variables used for empirical research. Based on the preceding chapter, Chapter 4 presents an empirical study of the effects of economic development on NEA countries and their disputes. GDP and “GDP* contiguity” are selected as the variables showing economic development, and trade and FDI are selected as measures of economic openness. The dependent variable is disputes. In addition, the study looks at the democratic levels of the states, major powers, alliance, and relative national powers. One of the results of statistical analysis shows that the economic development of neighboring countries can prevent disputes. This means that capitalist peace can apply to some parts of NEA.
Chapter 5 describes how the economic development of neighboring countries prevents conflicts and traces the process in which the disputes have not turned into a war. The cases include the dispute between China and Taiwan in 2000, the dispute between China and Japan over the Senkaku/Diaoyu Islands in 2010, and the dispute between the two Koreas in 2010. These case studies present an in-depth analysis not only of how economic development prevents disputes, but also of the effect of other variables on dispute.
In sum, based on the results of the statistical analysis and the three case studies, this study confirms that the economic development of NEA countries has worked to contain disputes among them. Further, this study verifies that the capitalist peace theory has some applicability for the study of dynamic relations of NEA countries. In particular, this study distinguishes itself from earlier studies as it is (1) the first statistical study looking at the effects of economic development on disputes among NEA countries, (2) it is the first study to apply the capitalist peace theory as a practical theory to the region, and (3) it is significant in that it shows how the macroeconomic characteristics of Korea, China, and Japan have influenced the formation of regional order. Finally, based on the findings of this study, the deterring power of economic development on disputes can be seen as a stepping stone for further research investigating the correlation between developing peace and maintaining peace between countries.
