This study is to examine in a exploratory method the process of community building family-school-community local welfare community based on interaction among participants. The data of this research is from the researcher's intentional intervention as a family volunteer worker in W-dong, P-gu, Suwon City, Gyeonggi Province for about three years. It tried to suggest the stages of the process focusing on prevention of juvenile problems, and the changing process.
To achieve the research purposes, this research conducted in-depth interviews to participants, kept the diary of participatory process, and qualitatively analyzed the collected data using the modified grounded theory suggested by Ginosida (木下康仁). This research suggested the process of community building family-school-community local welfare community stage by stage, and examined elements promoting or blocking the process. It divided participatory subjects into family, school, and neighborhood, and examined the changing process, and suggested the role each subject should play, and the strategy each subject may adopt.
The process of establishing such a community can be explained by clasifiying it into four upper structures and 11 lower structures. The findings of the analysis are as follows.
First, the stage of 'level of potential participants and their preparation' is the stage before external institution is involved in. Potential participants lack awareness of social participation due to passive attitude of each individual on spcial participation, excessive involvement of parents, insufficient desire of schools for social participation, passive attitude on juvenile problem, and indifference on such problems of local residents. Then, an external professional organization intervened, and they were given opportunities of social participation, and joined the family volunteer service team. To find and grow leaders, the social worker approaches active members and share values with them.
The second stage is that of 'initial participation and allocation of roles'. In this stage, The family volunteer service team was not sufficiently active, tended to be dependent on the external organization, and was egoistic to juvenile problem. There were not sufficient neighborhood networks, and they were passive. Some members withdrew from the team, and other people newly joined the team. Then, many members began to become active. Team members became familiar to each other, the roles of members were allocated, and they became to have sense of responsibility. Some rules were made naturally, and the leader of the family service team began to exercise the leadership. Receiving education provided by the special organization, team members developed sense of neighborhood, and showed interest in juvenile problem. The team visited districts, diagnosed problems, chose as issue juvenile problem in the neighborhood, and established action plans for the family volunteer service team.
The third is the stage of 'activity start and network expansion'. In this stage, while members did volunteer services to prevent various juvenile problems, some conflicts with schools took place, and solved the conflicts through communication. Such a conflict had negative effect on team members such as reduction on trust in other institution and lowering of their willingness. But, it also had positive effects in the sense that the team could grow and became and consolidated through the experience. In its activities, some conflicts took place among members, but a sense of community developed as well. The team spirit, closeness, and trust to each other, sense of belonging, consideration on others, and affection to each other were generated. The birth and growth of the sense of community served as the element to overcome crises. Their continuous participation in various activities increased their attention to family, school, and neighborhood, and tey developed spontaneity, and escaped from dependency on a cooperative organization. In addition, the family volunteer service team expanded its networks with external institutions and groups, while promoting cooperative projects with them.
The forth is the stage of 'change and maintenance'. In this stage, the family volunteer service team grew with various activities. The family did mutually positive communications, and developed consensus. School members developed sense of ownership, and local residents cooperated in the project to prevent juvenile problems, and helped one another. The team members developed pride as a member of the team, satisfaction with their service, sense of achievement, and pride from recognition of their activities by the outside people. But, some limits of the team activities such as limits in participation and not sufficient budget were also revealed. In order to overcome such limits, the team prepared the fund by asking some NGOs and public organizations to donate, and the team membership was expanded from D Middle School to the local residents. such an expansion of membership helped members to develop a vision on neighborhood, and form small meetings. They wanted to enlarge the family voluntary service team.
In addition, this research classified the participatory subjects of the local welfare community into family, school, and neighborhood, and examined their roles. Since the community this research deals with is bottom-up style local welfare community which was initiated by intentional intervention of a specialist, it is also important to devise strategies the specialist should act on.
Family must be interested in the neighborhood, and be aware of the fact that adolescents are closely related with the neighborhood. family members should not assume the attitude of onlookers for juvenile problems because they have not been damaged.
