Objectives: This study was to examine the effects of community characteristics on the smoking rates and to provide with policy makers a basis for health policy needed to improve smoking policy level for the community.
Methods: This study employed secondary data analysis whose units of analysis were 253 administrative districts. Research data were derived from the 2013 Community Health Survey and National Statistics portal. The data were analyzed by using SPSS 18.0 ver as for chi-square test, T-test, correlation, multiple regression analysis.
Results: Multiple linear regression analyses showed that variances in community smoking rates were accounted for by variances in socioeconomic and environmental characteristics, mental health indicators and smoking policy level. However, degree and pattern of the explanation were different between rural and urban areas. For urban areas socioeconomic and environment characteristics were the most influential, whereas for the rural the community mental health characteristics have the greatest impact on. Policy scale of antismoking perceived by residents was identified as a factor in explaining variance of community smoking rates in only urban areas.
Conclusions: It is necessary that the establishment of health policies should be taking into account the socioeconomic and environmental characteristics in order to reduce smoking rates.
