Among various types of renewable energy, Solar energy is the one that shows a steep growth in electric power source. Moreover, such cluster is intensively implemented in developed countries. Thus, the research has particularly analyzed a solar energy cluster which is the most suitable for the conditions in South Korea. As a matter of fact, South Korea lacks a solar energy cluster that is successfully implemented. Therefore, the research has suggested the institutional foundation through a comparison between the Solarvalley Central Germany that is successfully constructed and South Korea solar energy cluster that is being constructed. Employing the Michael porter’s diamond model as an analysis tool, both Solarvalley Central Germany and South Korea solar energy cluster has conducted an investigation from 4 different perspectives. These perspectives are following; ‘Factor conditions’, ‘Demand condition’, ‘Related and supporting industries’, ‘Firm strategy, structure and rivalry’ From ‘factor conditions’ perspective, the research has discovered that South Korea solar energy cluster is relatively in a shortage of systematic development programs for human resources compared to German solar valley. In regard to ‘demand condition’ perspective, there has been a distinct difference in policy lay-out between German: FIT(Feed-in Tariff) and South Korea: RPS(Renewable Portfolio Standard). However, in ‘related and supporting industries’ perspective, the research has confirmed that there exists an analogous policy aimed at organizing consultative body and incentives. As to ‘firm strategy, structure and rivalry’, PV(Photovoltaics) cell R&D investment is regarded as main means of the usage.
