Modern society, like the use of smart phones, is producing and consuming a large amount of information in daily life as a result of the development of electronic and information and communication technologies. Most of the information we come across is based on visual information, ranging from print media such as newspapers and books to image works and numerous video media. In addition, the act of performing spatial perception such as wayfinding that is happening every day is also based on visual information. In the process of going to the destination in the outdoor space, we can examine the surrounding buildings, the roads, and the environment and walk to there. Inside the building, you can also use the information on the building signage or recognize space through surrounding architectural elements. These procedures are the processed by visual information for a very short period of time which we are not aware of largely, and we can see the importance of vision that occupies the greatest weight in the human cognitive process. Therefore, it can be predicted that when a functional constraint occurs at vision, the procedure of receiving and processing the visual information would be restricted. In other words, activities required in everyday life such as getting directions and walking as well as acquiring knowledge made of character information are restricted. Currently, as of 2015, 252,825 people with visual impairments are living with limitations on the functions of such visuals. If you have visual limitations due to inherited or acquired causes, you will be limited in the amount and quality of experience, your ability to walk, and the opportunity to interact with the environment. This is a very important issue that can impair personal quality of life by limiting the walking as a basic activity of social life beyond the problem of physical accessibility. For these reasons, the purpose of this study is to develop a tactile map as a portable smart device which can overcome the difficulties of the visually impaired and assist the independent walking. Firstly, the basis of the study was established through the examination of the prior research and the literature. And the convenience facilities for the visually impaired such as braille blocks, braille signs, handrails, sound signals, tactile maps installed for the purpose of improving the physical accessibility are investigated. The walking of the visually impaired is combined with orientation as mental activity and physical movement. In other words, in order to walk to the destination, the current position and destination of the visually impaired person are set in the spatial structure while determining the positional relationship, leading to physical movement. It is the tactile map that makes it possible to acquire the spatial information before the walking among the convenience facilities to support the walking of the visually impaired. However, the tactile map is also unable to reconfirm the position and spatial information while walking, so that it is difficult to reset the path and resume walking when a mistake such as a departure from the path or a loss of direction occurs. Therefore, it is required to develop a portable tactile map capable of orientating not only before walking but also on the move. Prior to the development in earnest, we examined the current status of tactile map as the facilities currently installed, analyzed the problems, and examined the improvements. We surveyed the tactile map by selecting public or multi - use buildings in Seoul and Gyeonggi - do. We also surveyed the use of tactile map through questionnaires with users of facilities for the visually impaired. As a result, despite the establishment of the standards, there was a problem that the overall composition of the tactile map, the tactile sign, and the scale were not unified due to the timing of production of the tactile map and the difference of the manufacturers. In addition, there were no blind people using the actual tactile map, and most of them did not know the location of the tactile map and did not know the presence of the tactile map. We also analyzed the problems of current tactile map by observing the process of reading tactile map. As a result, the current tactile map has problems of "insufficient tactile discrimination, limit of the amount of information to be provided, lack of interaction with the user", and those are reducing the usability of the current tactile map to assist the visually impaired Respectively. Based on the analysis of the problem of current tactile map, we developed a prototype smarTactile Map and experimented to verify its effectiveness. It was an experiment to compare the effectiveness of the current tactile map and the smarTactile Map in the process of orienting the locomotion through the tactile map before walking and the walking process where the physical movement was performed. Every reading behavior of tactile map and walking behavior was analyzed respectively. As a result, the time spent completing the mission was significantly shortened by smarTactile Map, and participants of experiment accomplished their walking mission by more precise route. We have confirmed that the three-dimensional provision of information with smarTactile Map, customizable preference, and the possibility to instantly reconfirm the current location in real space are practical benefit to the visually impaired. Although there are limitations of smarTactile Map developed as a prototype due to difficulties in technical implementation and researches to be done in the future, the possibility of smart device has been confirmed, furthermore, we hope to be the basis of research about aiding the visually impaired walk.
