본 연구는 1980년대 이후 본격화된 탈산업화와 노동시장 변동 맥락에서 선진 복지국가들의 실업 관련 제도 변화와 성과를 비교분석하였다. 탈산업화는 고전적 복지국가의 기반이 됐던 경제⋅사회적 환경을 해체했으며, 특히 노동시장 유연화와 이중화, 실업기간과 저임금노동 증가로 기존 현금이전 중심 실업보호 체계의 변화를 요구했다. 지난 30여 년간 주요 복지국가들은 서로 다른 제도 변화로 이에 대응했으며, 서로 다른 성과를 보였다. 따라서 제도 변화와 성과의 국가 간 차이를 분석함으로써, 사회정책 차원의 제도 개혁이 거시적 환경 변화의 대응책이 될 수 있는지, 변화하는 노동시장 환경에서 실업 관련 제도가 성과를 나타내기 위해 어떤 제도적 조합을 선택할 수 있는지 대한 함의를 도출할 수 있다. 이를 위해 유럽 9개국의 실업 관련 제도 변화를 1985∼2014년에 걸쳐 세 단계로 분석하였다. 첫째, 국가별⋅시기별 실업 관련 제도 변화 양상의 질적 비교를 위해 사례교차분석을 통해 제도 변화를 비교하였다. 둘째, 제도 변화의 정도와 방향을 평가하기 위해 실업 관련 제도 변화를 ‘보험’(I), ‘소득보장’(S), ‘활성화’(A)의 세 속성으로 축약하고, 퍼지셋 ...
본 연구는 1980년대 이후 본격화된 탈산업화와 노동시장 변동 맥락에서 선진 복지국가들의 실업 관련 제도 변화와 성과를 비교분석하였다. 탈산업화는 고전적 복지국가의 기반이 됐던 경제⋅사회적 환경을 해체했으며, 특히 노동시장 유연화와 이중화, 실업기간과 저임금노동 증가로 기존 현금이전 중심 실업보호 체계의 변화를 요구했다. 지난 30여 년간 주요 복지국가들은 서로 다른 제도 변화로 이에 대응했으며, 서로 다른 성과를 보였다. 따라서 제도 변화와 성과의 국가 간 차이를 분석함으로써, 사회정책 차원의 제도 개혁이 거시적 환경 변화의 대응책이 될 수 있는지, 변화하는 노동시장 환경에서 실업 관련 제도가 성과를 나타내기 위해 어떤 제도적 조합을 선택할 수 있는지 대한 함의를 도출할 수 있다. 이를 위해 유럽 9개국의 실업 관련 제도 변화를 1985∼2014년에 걸쳐 세 단계로 분석하였다. 첫째, 국가별⋅시기별 실업 관련 제도 변화 양상의 질적 비교를 위해 사례교차분석을 통해 제도 변화를 비교하였다. 둘째, 제도 변화의 정도와 방향을 평가하기 위해 실업 관련 제도 변화를 ‘보험’(I), ‘소득보장’(S), ‘활성화’(A)의 세 속성으로 축약하고, 퍼지셋 이념형 분석을 통해 어떤 변화가 질적⋅경로이탈적 경향으로 나타났는지 파악하였다. 셋째, 제도 변화가 성과로 이어진 경로를 분석하기 위해 실업 관련 제도와 정규직 고용보호, 노동시장 분절, 사회적 파트너의 산업관계 조정이 근로연령대 인구 빈곤 및 노동시장 비활성도(passiveness)에 미친 영향을 퍼지셋 질적 비교분석을 통해 살펴보았다. 분석 결과는 다음과 같다. 실업 관련 제도 변화 양상은 국가에 따라 다양하지만, 기존 제도의 영향 하에서 나타났다. 1985년을 기준으로 볼 때, 사회민주주의 국가들(스웨덴, 덴마크)은 겐트 시스템, 보수주의 국가들(오스트리아, 독일, 프랑스, 네덜란드)은 비스마르크형 사회보험, 자유주의 국가(영국)는 베버리지형 사회보험, 남부유럽 국가들(이탈리아, 스페인)은 제도 지체라는 공통성을 가지고 있었다. 이는 이후의 변화에 영향을 미쳤다. 포괄적이고 관대한 제도를 가지고 있었던 사민주의와 보수주의 국가들에서는 모두 상당한 정도의 ‘긴축’(retrenchment)이 나타났다. 사민주의 국가에서는 실업급여 수급자 전반에 대한 긴축이 나타난 반면, 보수주의 국가에서 긴축은 노동시장 외부자(실업부조 수급자)를 겨냥하였다. 두 유형의 국가들 사이에는 노동시장 이중화 정도, 획득된 권리로서의 사회보험 수급권 인식 등에 차이가 있었기 때문이다. 증가하는 비정형 노동자를 보호하기 위한 실업급여 ‘재조정’(recalibration)은 노동시장과 사회보장의 이중화(dualization) 문제를 보였던 대륙유럽에서 두드러졌다. 그 경향은 실업보험을 중심으로 한 경우(오스트리아, 네덜란드), 실업부조를 중심으로 한 경우(독일), 사회부조를 활용한 경우(프랑스)로 구분된다. 남부유럽 국가들은 지체된 제도로 인해 긴축의 영향력이 적었다는 공통성 속에서 제도의 표류(스페인)를 겪은 경우와 분절성 극복을 위해 실업보험을 확대(이탈리아)한 경우로 구분된다. 영국은 원래 잔여적이었던 실업급여 긴축을 지속하면서 워크페어 형태의 부정적 활성화를 강화하였다. 대부분 국가들이 2000년대 이후 ‘활성화’(activation)를 주요 정책목표로 삼아 적극적 지출 증대 및 급여 조건화 경향을 보였다. 활성화에서는 90년대 혹은 그 이전부터 활성화를 강화한 국가들(스웨덴, 덴마크, 네덜란드, 오스트리아)과 2000년대 이후 강화한 국가들(이탈리아, 스페인, 프랑스) 간 격차를 발견할 수 있다. 종합적으로 보면 기존 복지국가 유형에 따른 변화의 일정한 공통성 위에서 보수주의 유형에서 나타난 재조정의 다양성이나 스페인과 이탈리아의 상이한 변화 등 기존의 유형을 벗어나는 국가별 다양성도 확인된다. 퍼지셋 이념형 분석을 통해 실업 관련 제도 변화의 정도와 방향을 확인한 결과, 9개국 중 5개국에서 질적 변화가 나타났다. 복지국가 유형별로는 사민주의 국가에서는 긴축, 보수주의 국가에서는 활성화가 두드러졌고, 남부유럽과 영국에서는 양적 조정만 나타났다. 노동시장 분절이 적고 실업급여 긴축이 특정 계층을 겨냥하지 않았던 사민주의 국가는 재조정 압력이 적었지만, 기여인상⋅급여인하 개혁과 자발적 가입에 기초한 제도가 맞물려 실업보험의 포괄성이 크게 약화되었다. 보수주의 국가들은 긴축과 이에 대응한 재조정이 서로를 상쇄하여 결과적으로 실업급여의 보호수준이 유지되었다. 대륙유럽 4개국 중 프랑스를 제외한 3개국에서 활성화가 질적으로 확대되어, 전통적 현금이전 중심 체계가 변화하였다. 남부유럽 국가들은 사회적 필요 증가에도 불구하고 제도가 지체되는 전형적인 표류(drift) 양상을 보였다. 전반적으로 가장 두드러진 질적⋅경로이탈적 변화는 활성화 전환으로, 4개국(오스트리아, 독일, 네덜란드, 덴마크)에서 질적으로 확대되었다. 반면 긴축은 사민주의 국가들에서만 두드러졌는데, 대륙유럽에서는 긴축과 재조정이 서로를 상쇄했기 때문이다. 마지막으로 실업 관련 제도 변화가 고용보호, 노동시장 분절, 사회적 파트너의 산업관계 조정과 결합하여 빈곤과 고용측면의 성과로 이어진 경로를 분석하였다. 빈곤 측면에서는 약한 실업보험과 약한 활성화 정책이 필요조건으로 확인되었고, 기준치를 통과하지 못했지만 약한 실업자 소득보장도 필요조건 정도가 높게 나타났다. 이 세 원인조건의 조합은 빈곤의 충분조건으로도 확인됐다. 주변 제도 환경과 무관하게 실업자에 대한 적극적⋅소극적 지원 부재는 빈곤을 초래한다. 빈곤예방의 필요조건은 없었으며, 충분조건으로 ① 낮은 노동시장 분절, 낮은 정규직 고용보호, 강한 활성화 정책, ② 낮은 노동시장 분절, 높은 정규직 고용보호, 강한 사회보험, ③ 높은 사회적 파트너 조정, 높은 정규직 고용보호, 강한 활성화 정책, ④ 높은 정규직 고용보호, 강한 활성화 정책, 강한 실업자 소득보장의 네 조합이 확인되었다. 이 네 조합은 시간에 따른 변화를 보였는데, 오스트리아, 스웨덴, 독일은 전통적 정책 조합인 ②유형에서 활성화와 재조정이 강조된 ③ 또는 ④유형으로 이동하였다. 고용측면에서 필요조건은 나타나지 않았으나, 약한 활성화 정책과 높은 정규직 고용보호가 낮은 고용성과에 대한 필요조건으로서의 일관도가 높았다. 낮은 고용성과의 충분조건으로는 ① 약한 소득보장, 약한 활성화, 높은 정규직 고용보호와 ② 약한 실업보험, 약한 활성화, 낮은 정규직 고용보호가 확인되었다. 이는 노동시장 내부자와 외부자에 대한 보호 격차가 낮은 고용성과의 핵심요인임을 의미한다. 높은 고용성과의 충분조건으로는 ① 낮은 사회적 파트너의 조정, 낮은 정규직 고용보호, ② 낮은 정규직 고용보호, 강한 활성화, 강한 실업자 소득보장, ③ 낮은 정규직 고용보호, 강한 실업자 소득보장, 강한 실업보험, ④ 낮은 노동시장 분절, 강한 실업자 소득보장, 강한 실업보험, ⑤ 높은 사회적 파트너의 조정, 높은 노동시장 분절, 강한 활성화, ⑥ 높은 노동시장 분절, 강한 활성화, 강한 실업자 소득보장이 확인되었다. 높은 고용성과에 대한 제도들의 조합에서도 시간에 따른 변화가 나타났는데, 덴마크, 스웨덴, 오스트리아, 독일이 전통적 조합인 ③과 ④ 유형에서 활성화와 재조정이 강화된 ②, ⑤, ⑥ 유형으로 전환되었다. 이상의 결합인과관계 분석에서 다음과 같은 함의를 도출하였다. 첫째, 실업 관련 제도들만으로 빈곤을 예방하거나 고용성과를 높일 수 있는 것은 아니지만, 그 부재는 부정적 결과로 이어질 가능성이 크다. 둘째, 일반적 인식과 달리 활성화와 고용, 실업급여와 빈곤의 인과관계 뿐 아니라, 제도 조합에 따라 실업급여와 활성화가 동시에 빈곤과 고용 양면에 긍정적으로 작용한다. 셋째, 빈곤예방이나 높은 고용성과를 창출하는 정책 조합은 다양하며, 실업 관련 제도와 주변 제도 환경의 적절한 결합이 요구된다. 넷째, 노동시장 이중화는 부정적 결과의 요인이지만, 2차 노동시장의 규모가 아닌 보호격차가 중요하다. 다섯째, 시간에 따라 빈곤과 고용 성과를 위한 정책 조합 변화가 확인되었다. 안정적 고용과 실업보험 중심 체계에서 실업급여의 재조정 및 활성화를 강화하는 방향으로 점진적인 이행을 보였다. 제도 변화 이론 측면에서 본 연구는 기존 제도 변화 이론들인 단절적 균형(네덜란드, 독일), 제도의 점진적 변화(오스트리아, 덴마크, 스웨덴), 제도의 유지와 회복력(영국, 프랑스, 스페인, 이탈리아)에 해당하는 사례를 모두 보여준다. 또한 제도 변화 내에 긴축과 재조정처럼 서로를 상쇄하는 요소가 동반될 경우 역동적인 변화가 지속될지라도 질적 변화로 나타나지 않을 수 있다는 점을 새롭게 발견하였다. 복지국가 이론 측면에서 본 연구는 공통적인 제도 환경 변화에도 불구하고 국가별 실업 관련 제도의 상당한 차이가 발견되어 자본주의⋅복지국가의 수렴 가설을 기각하였다. 그러나 기존 복지국가 유형별 차이가 공고하게 유지된 것은 아니며, 오히려 유형별 일관성은 약화되고 있다는 점도 확인하였다. 정책적 측면에서 본 연구는 사회정책 프로그램 차원의 변화가 거시적인 경제⋅사회적 환경의 변화에 대응하여 빈곤과 고용 같은 사회적 과제를 달성할 수 있음을 입증하였다. 이것이 모든 사례가 공유하는 실업 관련 제도의 최적조합이 존재한다는 것을 의미하는 것은 아니다. 오히려 각 국가의 제도 환경에 따라 서로 다른 성과창출 경로가 존재하며, 시간에 따른 환경 변화에 사회정책 프로그램을 지속적으로 조정해야 한다는 것을 보여주었다. 또한 많은 대륙유럽 국가에서 실업보험이 그 중요성을 유지하고 있어, 아직까지 탈산업사회의 변화가 사회보험을 주변화 시킨다고 보기 어려움을 확인하였다. 그러나 제도 내적으로는 상당한 변화가 관측되어 앞으로의 변화를 살펴볼 필요가 있다.
본 연구는 1980년대 이후 본격화된 탈산업화와 노동시장 변동 맥락에서 선진 복지국가들의 실업 관련 제도 변화와 성과를 비교분석하였다. 탈산업화는 고전적 복지국가의 기반이 됐던 경제⋅사회적 환경을 해체했으며, 특히 노동시장 유연화와 이중화, 실업기간과 저임금노동 증가로 기존 현금이전 중심 실업보호 체계의 변화를 요구했다. 지난 30여 년간 주요 복지국가들은 서로 다른 제도 변화로 이에 대응했으며, 서로 다른 성과를 보였다. 따라서 제도 변화와 성과의 국가 간 차이를 분석함으로써, 사회정책 차원의 제도 개혁이 거시적 환경 변화의 대응책이 될 수 있는지, 변화하는 노동시장 환경에서 실업 관련 제도가 성과를 나타내기 위해 어떤 제도적 조합을 선택할 수 있는지 대한 함의를 도출할 수 있다. 이를 위해 유럽 9개국의 실업 관련 제도 변화를 1985∼2014년에 걸쳐 세 단계로 분석하였다. 첫째, 국가별⋅시기별 실업 관련 제도 변화 양상의 질적 비교를 위해 사례교차분석을 통해 제도 변화를 비교하였다. 둘째, 제도 변화의 정도와 방향을 평가하기 위해 실업 관련 제도 변화를 ‘보험’(I), ‘소득보장’(S), ‘활성화’(A)의 세 속성으로 축약하고, 퍼지셋 이념형 분석을 통해 어떤 변화가 질적⋅경로이탈적 경향으로 나타났는지 파악하였다. 셋째, 제도 변화가 성과로 이어진 경로를 분석하기 위해 실업 관련 제도와 정규직 고용보호, 노동시장 분절, 사회적 파트너의 산업관계 조정이 근로연령대 인구 빈곤 및 노동시장 비활성도(passiveness)에 미친 영향을 퍼지셋 질적 비교분석을 통해 살펴보았다. 분석 결과는 다음과 같다. 실업 관련 제도 변화 양상은 국가에 따라 다양하지만, 기존 제도의 영향 하에서 나타났다. 1985년을 기준으로 볼 때, 사회민주주의 국가들(스웨덴, 덴마크)은 겐트 시스템, 보수주의 국가들(오스트리아, 독일, 프랑스, 네덜란드)은 비스마르크형 사회보험, 자유주의 국가(영국)는 베버리지형 사회보험, 남부유럽 국가들(이탈리아, 스페인)은 제도 지체라는 공통성을 가지고 있었다. 이는 이후의 변화에 영향을 미쳤다. 포괄적이고 관대한 제도를 가지고 있었던 사민주의와 보수주의 국가들에서는 모두 상당한 정도의 ‘긴축’(retrenchment)이 나타났다. 사민주의 국가에서는 실업급여 수급자 전반에 대한 긴축이 나타난 반면, 보수주의 국가에서 긴축은 노동시장 외부자(실업부조 수급자)를 겨냥하였다. 두 유형의 국가들 사이에는 노동시장 이중화 정도, 획득된 권리로서의 사회보험 수급권 인식 등에 차이가 있었기 때문이다. 증가하는 비정형 노동자를 보호하기 위한 실업급여 ‘재조정’(recalibration)은 노동시장과 사회보장의 이중화(dualization) 문제를 보였던 대륙유럽에서 두드러졌다. 그 경향은 실업보험을 중심으로 한 경우(오스트리아, 네덜란드), 실업부조를 중심으로 한 경우(독일), 사회부조를 활용한 경우(프랑스)로 구분된다. 남부유럽 국가들은 지체된 제도로 인해 긴축의 영향력이 적었다는 공통성 속에서 제도의 표류(스페인)를 겪은 경우와 분절성 극복을 위해 실업보험을 확대(이탈리아)한 경우로 구분된다. 영국은 원래 잔여적이었던 실업급여 긴축을 지속하면서 워크페어 형태의 부정적 활성화를 강화하였다. 대부분 국가들이 2000년대 이후 ‘활성화’(activation)를 주요 정책목표로 삼아 적극적 지출 증대 및 급여 조건화 경향을 보였다. 활성화에서는 90년대 혹은 그 이전부터 활성화를 강화한 국가들(스웨덴, 덴마크, 네덜란드, 오스트리아)과 2000년대 이후 강화한 국가들(이탈리아, 스페인, 프랑스) 간 격차를 발견할 수 있다. 종합적으로 보면 기존 복지국가 유형에 따른 변화의 일정한 공통성 위에서 보수주의 유형에서 나타난 재조정의 다양성이나 스페인과 이탈리아의 상이한 변화 등 기존의 유형을 벗어나는 국가별 다양성도 확인된다. 퍼지셋 이념형 분석을 통해 실업 관련 제도 변화의 정도와 방향을 확인한 결과, 9개국 중 5개국에서 질적 변화가 나타났다. 복지국가 유형별로는 사민주의 국가에서는 긴축, 보수주의 국가에서는 활성화가 두드러졌고, 남부유럽과 영국에서는 양적 조정만 나타났다. 노동시장 분절이 적고 실업급여 긴축이 특정 계층을 겨냥하지 않았던 사민주의 국가는 재조정 압력이 적었지만, 기여인상⋅급여인하 개혁과 자발적 가입에 기초한 제도가 맞물려 실업보험의 포괄성이 크게 약화되었다. 보수주의 국가들은 긴축과 이에 대응한 재조정이 서로를 상쇄하여 결과적으로 실업급여의 보호수준이 유지되었다. 대륙유럽 4개국 중 프랑스를 제외한 3개국에서 활성화가 질적으로 확대되어, 전통적 현금이전 중심 체계가 변화하였다. 남부유럽 국가들은 사회적 필요 증가에도 불구하고 제도가 지체되는 전형적인 표류(drift) 양상을 보였다. 전반적으로 가장 두드러진 질적⋅경로이탈적 변화는 활성화 전환으로, 4개국(오스트리아, 독일, 네덜란드, 덴마크)에서 질적으로 확대되었다. 반면 긴축은 사민주의 국가들에서만 두드러졌는데, 대륙유럽에서는 긴축과 재조정이 서로를 상쇄했기 때문이다. 마지막으로 실업 관련 제도 변화가 고용보호, 노동시장 분절, 사회적 파트너의 산업관계 조정과 결합하여 빈곤과 고용측면의 성과로 이어진 경로를 분석하였다. 빈곤 측면에서는 약한 실업보험과 약한 활성화 정책이 필요조건으로 확인되었고, 기준치를 통과하지 못했지만 약한 실업자 소득보장도 필요조건 정도가 높게 나타났다. 이 세 원인조건의 조합은 빈곤의 충분조건으로도 확인됐다. 주변 제도 환경과 무관하게 실업자에 대한 적극적⋅소극적 지원 부재는 빈곤을 초래한다. 빈곤예방의 필요조건은 없었으며, 충분조건으로 ① 낮은 노동시장 분절, 낮은 정규직 고용보호, 강한 활성화 정책, ② 낮은 노동시장 분절, 높은 정규직 고용보호, 강한 사회보험, ③ 높은 사회적 파트너 조정, 높은 정규직 고용보호, 강한 활성화 정책, ④ 높은 정규직 고용보호, 강한 활성화 정책, 강한 실업자 소득보장의 네 조합이 확인되었다. 이 네 조합은 시간에 따른 변화를 보였는데, 오스트리아, 스웨덴, 독일은 전통적 정책 조합인 ②유형에서 활성화와 재조정이 강조된 ③ 또는 ④유형으로 이동하였다. 고용측면에서 필요조건은 나타나지 않았으나, 약한 활성화 정책과 높은 정규직 고용보호가 낮은 고용성과에 대한 필요조건으로서의 일관도가 높았다. 낮은 고용성과의 충분조건으로는 ① 약한 소득보장, 약한 활성화, 높은 정규직 고용보호와 ② 약한 실업보험, 약한 활성화, 낮은 정규직 고용보호가 확인되었다. 이는 노동시장 내부자와 외부자에 대한 보호 격차가 낮은 고용성과의 핵심요인임을 의미한다. 높은 고용성과의 충분조건으로는 ① 낮은 사회적 파트너의 조정, 낮은 정규직 고용보호, ② 낮은 정규직 고용보호, 강한 활성화, 강한 실업자 소득보장, ③ 낮은 정규직 고용보호, 강한 실업자 소득보장, 강한 실업보험, ④ 낮은 노동시장 분절, 강한 실업자 소득보장, 강한 실업보험, ⑤ 높은 사회적 파트너의 조정, 높은 노동시장 분절, 강한 활성화, ⑥ 높은 노동시장 분절, 강한 활성화, 강한 실업자 소득보장이 확인되었다. 높은 고용성과에 대한 제도들의 조합에서도 시간에 따른 변화가 나타났는데, 덴마크, 스웨덴, 오스트리아, 독일이 전통적 조합인 ③과 ④ 유형에서 활성화와 재조정이 강화된 ②, ⑤, ⑥ 유형으로 전환되었다. 이상의 결합인과관계 분석에서 다음과 같은 함의를 도출하였다. 첫째, 실업 관련 제도들만으로 빈곤을 예방하거나 고용성과를 높일 수 있는 것은 아니지만, 그 부재는 부정적 결과로 이어질 가능성이 크다. 둘째, 일반적 인식과 달리 활성화와 고용, 실업급여와 빈곤의 인과관계 뿐 아니라, 제도 조합에 따라 실업급여와 활성화가 동시에 빈곤과 고용 양면에 긍정적으로 작용한다. 셋째, 빈곤예방이나 높은 고용성과를 창출하는 정책 조합은 다양하며, 실업 관련 제도와 주변 제도 환경의 적절한 결합이 요구된다. 넷째, 노동시장 이중화는 부정적 결과의 요인이지만, 2차 노동시장의 규모가 아닌 보호격차가 중요하다. 다섯째, 시간에 따라 빈곤과 고용 성과를 위한 정책 조합 변화가 확인되었다. 안정적 고용과 실업보험 중심 체계에서 실업급여의 재조정 및 활성화를 강화하는 방향으로 점진적인 이행을 보였다. 제도 변화 이론 측면에서 본 연구는 기존 제도 변화 이론들인 단절적 균형(네덜란드, 독일), 제도의 점진적 변화(오스트리아, 덴마크, 스웨덴), 제도의 유지와 회복력(영국, 프랑스, 스페인, 이탈리아)에 해당하는 사례를 모두 보여준다. 또한 제도 변화 내에 긴축과 재조정처럼 서로를 상쇄하는 요소가 동반될 경우 역동적인 변화가 지속될지라도 질적 변화로 나타나지 않을 수 있다는 점을 새롭게 발견하였다. 복지국가 이론 측면에서 본 연구는 공통적인 제도 환경 변화에도 불구하고 국가별 실업 관련 제도의 상당한 차이가 발견되어 자본주의⋅복지국가의 수렴 가설을 기각하였다. 그러나 기존 복지국가 유형별 차이가 공고하게 유지된 것은 아니며, 오히려 유형별 일관성은 약화되고 있다는 점도 확인하였다. 정책적 측면에서 본 연구는 사회정책 프로그램 차원의 변화가 거시적인 경제⋅사회적 환경의 변화에 대응하여 빈곤과 고용 같은 사회적 과제를 달성할 수 있음을 입증하였다. 이것이 모든 사례가 공유하는 실업 관련 제도의 최적조합이 존재한다는 것을 의미하는 것은 아니다. 오히려 각 국가의 제도 환경에 따라 서로 다른 성과창출 경로가 존재하며, 시간에 따른 환경 변화에 사회정책 프로그램을 지속적으로 조정해야 한다는 것을 보여주었다. 또한 많은 대륙유럽 국가에서 실업보험이 그 중요성을 유지하고 있어, 아직까지 탈산업사회의 변화가 사회보험을 주변화 시킨다고 보기 어려움을 확인하였다. 그러나 제도 내적으로는 상당한 변화가 관측되어 앞으로의 변화를 살펴볼 필요가 있다.

This study explores the change and performance of unemployment protection systems of nine European countries in post-industrial labour markets. Post-industrialization is widely known to have eroded social foundations of the classic welfare state that is based on standard employment relationships. As such, advanced welfare states were required to reform unemployment protection systems in order to cope with institutional environmental change. This study aims to compare different changes of unemployment protection between countries and also to analyse how various institutional configurations can achieve results in poverty alleviation and employment promotion. Along with conventional cross-case analysis, Fuzzy-set Ideal Type Analysis(fs/ITA) and Fuzzy-Set Qualitative Comparative Analysis(fs/QCA) are used to evaluate the degrees and direction of institutional changes in addition to their performance. In the first step of the analysis, the trajectory of legal unemployment protection reform in each country is explored with regards to ‘retrenchment’, ‘recalibration’, and ‘activation’. The trajectories of changes have been different country-by-country, but are influenced by inherited institutions. In 1985, the Ghent system in social democratic countries (SE, DK), Bismarckian social insurance in conservative countries (AT, DE, FR, NL), Beveridgean national insurance in a liberal country (UK), and lagged unemployment insurance in Southern Europe (IT, ES) were basic institutional settings for unemployment benefits. This has decided each reform’s trajectories to some extent. Retrenchment of UI has been substantial in social democratic and conservative states, which have inherited relatively comprehensive and generous UI. Retrenchment in conservative countries has targeted labour market outsiders, especially UA recipients, in contrast to the overall retrenchment in social democratic countries. This distinction is influenced by a different degree in labour market segmentation, as well as the difference in awareness of social insurance benefits as acquired rights. Recalibration of the unemployment benefit rights has been noticeable in continental Europe, in which there was considerable dualization in the labour market and in social security. The ways in which recalibration can be divided into three patterns are categorized as such: recalibration by extending UI (AT, NL); recalibration by UA (DE); recalibration by SA (FR). Southern European countries have shown different reform trajectories on the basic commonality of ineffective retrenchment due to lagging UI systems. UI has been extended to alleviate the fragmentation of social protection within Italy, while reform in Spain has been led to institutional drift. In the UK, the residual UI has been retrenched more and the conditionality of UB has been grown considerably. Many countries have increased activation spending, or at least taken it as a primary policy goal. The degree of substantial change, however, was considerably different between the first movers before the 90’s (SE, DK, NL and ambiguously AT) and the newcomers (IT, ES, FR) after the 2000’s. In the second step of this analysis, the examination of which countries and institutional spheres induced qualitative shifts of their unemployment protection systems is conducted, using fs/ITA with following three institutional properties: comprehensiveness of UI, income security for the unemployed, and activation. Path-departing reforms have been carried out in the direction of retrenchment in social democratic countries and towards activation in conservative countries, with only path-dependent adjustments being dominant in the UK, Spain, and Italy. The comprehensiveness of UI has been remarkably reduced in social democratic countries. One of the reasons is due to recalibration in Sweden and Denmark not being noticeable due to a lack of need in coping with dualization. Voluntary coverage of the Ghent system is another reason, since it has amplified the retrenchment effect of the parametric adjustments, such as through contribution increases or tightening of entitlement. In conservative countries, except Germany, the importance of UI has been maintained because recalibration has been offset against retrenchment. Activation, in contrast, has been qualitatively expanded, except for in France. In Southern Europe, Both countries correspond to typical institutional drift. Activation, taken as a whole, is the most obvious qualitative change in most countries; it has been expanded in four among the five path-departed countries. Retrenchment is prominent in only social democratic countries because they have been offset by the recalibration in conservative countries. In the third step, the performance of institutional changes is analyzed using fs/QCA. For the causal relationship model of poverty alleviation or employment promotion, EPL of regular contracts, proportions of atypical employment, and degrees of coordination by social partners, are included as the causal conditions with the three properties of the unemployment protection systems. Analysis results imply the following outcomes. First, although unemployment protection systems do not assure poverty alleviation or employment promotion by themselves, it is extremely difficult to prevent poverty without them. Second, contrary to widespread recognition, activation is important for not only employment promotion but also poverty alleviation; similarly, UB has a positive effect on both poverty prevention and employment promotion. Third, positive outcomes in poverty and employment cannot be achieved by just unemployment protection systems; institutional complementarities are requested among institutions for unemployment protection, labour market regulation, and social partners’ coordination. Fourth, labour market segmentation is an obstacle of positive outcomes, but the disparities of social protection is important rather than the size of the secondary labour market. In other words, it is possible to cope with labour market dualization with passive and active labour market policies, at least in terms of working-age poverty and employment. Fifth, it is verified that causal combinations to alleviate poverty and promote employment have been changed for the last several decades. Changes have headed activation- and recalibration-based systems from EPL- and UI-based systems. This study has dealt with various types of institutional changes. Institutional resilience (UK, FR, IT, ES), punctual equilibrium (NL, ambiguously DE), and evolutional changes (AT, DK, SE) can be supported by this research. Furthermore, it is established that path-breaking changes are not achieved in spite of continuous institutional changes when offsetting revisions, such as when retrenchment and recalibration coincide with each other. In terms of the welfare state theory, this study opposes the convergence thesis of the welfare state or capitalism models by verifying the continuous diversity of the unemployment protection systems despite the analogous changes of the labour markets and industrial relations. Classic typology of the welfare states, however, is not completely stable, but rather, the typical characteristics of the welfare state models have been weakened. This study demonstrates that the reforms in social policy programs can cope with the macroscopic socioeconomic changes while achieving policy targets. This, nevertheless, does not mean that there is one optimal policy mix in unemployment protection for every case. Rather, this study shows that there are various paths for policy performance according to the policy environment. A country, therefore, needs to adjust its policy mix with the passing of time. Moreover, it has been established that social insurance has not been marginalized yet, but has remained important even in the post-industrial labour markets, especially in continental Europe. Considerable changes, however, have been detected in the unemployment insurance systems.
