Traditional Chinese Medicine(TCM) in Taiwan and Korean Medicine(KM) in Korea. have similar socio-economic environment and traditional medicine system such as education, licensing, services. Therefore, TCM systems in Taiwan can provide useful empirical evidence for the development of KM policies. Nevertheless, there has not yet been in-depth studies about TCM systems in Taiwan. This study aims to compare the education, license and health insurance systems of TCM in Taiwan and that of KM in Korea in detail. In order to obtain information about traditional medicine in Taiwan and Korea, literatures related to the legal systems and the health insurance system were searched for and the websites of relevant organizations were investigated. In order to find out how this information is actually being applied, the author visited relevant organizations and interviewed experts. Finally, based on this information, the education, licensing, and health insurance systems of traditional medicine in two countries were compared and some implications were derived. The following commonalities between TCM in Taiwan and KM in Korea were observed : individuals must graduate from a college (or professional graduate school) with a relevant major to qualify as a traditional medicine doctor; traditional medicine practices are allowed only to traditional medicine professionals and are restricted by the interpretation of license rights in both countries; traditional medical services are included in a single insurance system for the whole country; doctors are paid by a fee-for-service system. Differences in Taiwan compared to Korea are as follows: The college education period in TCM is 7 years, which is 1 year longer than that of Korea; there also is an education course combinding Chinese and Western Medicine, and western medical doctors can perform acupuncture if they receive the proper training. Doctors with a dual license can do both Chinese and Western medical practices, but they should selected one profession and only the pratices that belong to their profession can be covered by insurance; And there are other payment systems in addition to the fee-for-service system; global budget payment system, payment system combining pay-for-performance and bundled payment. In Taiwan inpatients in TCM institutions are not covered by the insurance, but instead, there is a very broad range of coverage for TCM herbal preparations. This study shows a less dichotomized medical system needs to be introduced in Korea, which can decrease conflict between Korean and western medical docters. And a discussion about the introduction of new payment systems and broadening of coverage for KM is needed in order to develope the current health insurance system in Korea.
