To make the implication incarnated, the study at first examined the reality of senior welfare facilities, and came up with some sustainable countermeasures. Materials are collected out of personnel and/or staff members within. From Mar. 2 to May 31 in 2016, approximately 810 feedbacks are selected of all 852 questionnaires that is taken from 219 different facilities nationwide. This investigation consists of four factors: ①ethical leadership as an independent variable, ②organizational climate as a parameter, ③financial transparency as a dependent variable, ④management period, number of staffs, religion & local area as a control variable. It is noteworthy that measurement tool was applied for a statistical accuracy on the one hand, while as observational and confirmational analysis for structure model was introduced to intensify academic reliability by means of SPSS 21.0 and AMOS 21.0 program. The comprehensive survey was carried out of two models: Study matrix [Ⅰ] is to examine how the organizational climate and chief manager’s ethical leadership impact on financial transparency, while study matrix [Ⅱ] is to look into how sub-factors of ethical leadership and its organizational climate impact on financial clarity. As an result, in study matrix [Ⅰ] & [Ⅱ], 9 hypothesis as an direct effect was finally selected of all 23. While as an indirect effect, 1 case was found in study matrix [Ⅰ], and 3 cases in study matrix [Ⅱ] respectively. The 4 findings in detail are seen below. First is a direct effect of ethical leadership on organizational climate: With study matrix [Ⅰ], the ‘upper dormancy factor-centered ethical leadership’ significantly affected on organizational climate recording 72% in explanatory power. In study matrix [Ⅱ], however, the result of sub-potential factor reflected that morality-seeking indicated 52% of impact on supervision, 30.4% on autonomy, 39.9% on compensation respectively. Control-seeking gave 26.3% of impact on duty allocation, social responsibility seeking affected 27.4% on supervision. It means that sub-factor of ethical leadership has deeply affected on organizational climate. Second is how the direct effect of organization climate impact on financial clarity. With study matrix [Ⅰ], organizational climate has deeply affected on financial management along with 60.2% in explanatory power and its statistical meaning. In study matrix [Ⅱ], super-vision as a subfactor of organizational climate affected 41.9% positively on financial transparency, 35.2% on autonomy in terms of direct effect. However, compensation showed 21.7% of negative impact on financial administration, and decreased the financial reliability. Third is how the direct effect of ethical leadership on financial clarity. As a result, any direct effect between two elements was not found in both; study matrix [Ⅰ] & [Ⅱ]. It means that a chief manager’s leadership has no direct impact on financial transparency, for the chief manager’s power actually has either no impact in financial management or due to statistically strong impact of parameter. Fourth is about an investigation of mediation effect by means of Sobel-Test. The study matrix [Ⅰ] reflects that organizational climate as a mediation factor has statistically significant impact on both ethical leadership and financial clarity with 41.7% in explanatory power. In the survey of study matrix [Ⅱ], three paths of four has found as statistically significant, while one path was statistically adequate but found negative and finally denied. The study found two major points: ①Most workers in senior welfare center valued the financial transparency most. Though ethical leadership does not directly impact on financial administration, it still work indirectly when it goes with healthy organizational atmosphere. So as to speak, the ethical leadership significantly impact on organizational climate, and the organizational culture directly on clean operation in finance. To improve it, some countermeasures were recommended in two dimensions. On practical level, it needs a new ethical leadership for chief managers to practice on a regular basis. And it also asks us to prepare systematic management, reasonable standard for financial transparency, and spontaneous open to the public. On policy dimension, it needs to a introducing Social Welfare Associations, and qualified program and/or training to make autonomy rooted. As another alternative, sanction by official certification system is also available.
