The real estate investment markets are significantly growing, centered on Seoul office investments. Nonetheless, the price index, which is the basis of investment decisions, has not been developed. Even though the methodology of real estate price index calculation is established, efforts for the price index development are insufficient because it is difficult to obtain enough transaction cases. If the areas for real estate trading are specified in further details, then these problems become more serious. Faced with similar problems, MIT/CRE developed a a two-stage frequency conversion procedure. This model consists of a 2-stage repeated trading model in which if the amount of quarterly trading cases is insufficient, the price change rate is obtained by summing up the trading cases of the four quarters, and then converted to the quarterly profitability using the pseudoinverse matrix (2-stage repeated trading model). This study aims to construct the Seoul Offices Price Index, which is difficult to estimate due to the difficulty of acquiring actual transaction data associated with a low transaction frequency, using a two-stage frequency conversion procedure developed by MIT/CRE. For the actual trading data used in the index calculation, pairs of repeated trading at some point could not secured, making it difficult to apply the conventional repeated trading model to them. however, in use of the proposed a two-stage frequency conversion procedure, it is possible to obtain a repeated trading pair for every analysis time point, so that a quarterly price index can be calculated. The estimated price index reflects the price fluctuations of the 4 quarters of consolidated data and is expected to be practically applicable. This study is significant in that the 2-stage estimation model proved that even if a limited number of transaction cases are used, it can produce a sufficiently stable price index. The second step of the a two-stage frequency conversion procedure plays a mere mechanical role of converting the four-quarter returns to the quarterly returns. Thus, to construct an index, there is no reason to stick to the repeated sale model in the first stage. In this study, we proposed a 2-stage estimation model which use hedonic model in first stage, instead of the repeated sale model(2-stage hedonic model). This model has advantages of using all secured cases of transactions in calculating the price index. The 2-stage repeated trading model excludes data without repeated trading pairs, posing problems of lowering the index's representation or reliability in case of a small number of cases of transactions. The price index, estimated by the proposed model, well reflected the price fluctuations of 4 quarters of integrated data. We thus confirmed the expandability of the 2-stage estimation model, and expect to develop price indices based on diverse models in the future. Lastly, we examined whether the a 2-stage frequency conversion procedure could complement the limitations of indices calculated by the existing repeated trading model or the hedonic model. In case of Thinly-Traded market the indices, calculated by the existing repeated trading model or the hedonic model, lower their reliability, creating the problem of increasing an index change range due to errors. The 2-stage frequency conversion procedure can improve the reliability of indices by summing up 4 quarters of cases of transaction. Thus, the price indices, calculated by the 2-stage frequency conversion procedure, are expected to offer better comparative indices such as MSE and first-order auto-regression coefficient. The analysis revealed this: price indices, calculated by the 2-stage frequency conversion procedure, offered lower MSE values and higher first-order auto-regression coefficient in all of 2-stage repeated sale index and 2-stage hedonic index compared to the existing repeated sale indices or hedonic indices. This suggested that the indices' statistical reliability based on the proposed model improved. In conclusion, the 2-stage frequency conversion procedure proved to be a useful methodology to calculate reliable price indices in markets with Thinly-Traded market like Seoul Office Markets.
