Recently, the government has begun to push forward a new public R&D model to cope with huge social challenges such as low economic growth, aging, social polarization, deteriorating environmental problems, and global climate change. The new public R&D model seeks to improve quality of life, sustainable development, and inclusive growth as policy goals. This is an extension of the goal of the public R&D from economic growth toward solving social problems. Until now, the government has pursued public R & D for economic growth centered on industry-academia-research, but now it is aiming at a different public R&D model. The government intends to build a structure of social innovation beyond simple technological innovation by actively engaging civil society for the effectiveness of R&D that is aimed at social goals. This paper analyzes the ‘R&D Program for Societal Challenge’ that the government is pursuing as a representative example of the new public R & D. Through this, this paper aims to formulate a public R&D model oriented toward social goals from the viewpoint of social innovation, and examine changes in the role of the state. It has been confirmed that the ‘R & D Program for Societal Challenge’ and the new public R&D model have the features of social innovation as follows: First, the new public R&D model pursues social value through innovation. The ‘R&D Program for Societal Challenge’, which is exemplified in this paper, finds the performance standard of innovation in achieving social goals and sees technology development as a means to solve social problems. For this purpose, this study conducted R&D planning from in integrated perspective taking into account social acceptability. Meanwhile, the social goals have been diversified according to the policy agendas such as the environment for sustainable development, the improvement of the quality of life of the people, and the inclusive growth. The research has been divided into areas of living environment, disaster and safety, and solving social disparities. The results of R&D varied according to the goals pursued, such as public innovation, market innovation, and social economy innovation. Second, in the new public R&D model, the composition of the actors varied according to the target. In relation to ‘the R&D Program for Societal Challenge’, joint learning was carried out between experts and users based on the participation of civil society including science and technology. Efforts have been made to construct a network centered on actors, which are essential in the process to solve social problems for each goal. As for public innovation, collaboration between technology supply departments and demand departments was emphasized in order to improve the practicality of the developed technology. Therefore, there were activities of various actors in the government sector such as government departments, municipalities, policy enforcement agencies, policy research institutions as well as actors in the private sector in the network. As for market innovation, a network including citizens, social economic organizations and social ventures, including technology developers, was established, and a social innovation system was set up so that the entire process from technology development to delivery of products and services would be smooth. On the other hand, the network of healthcare professionals was also important when it came to healthcare system innovation. Third, as for the new public R&D model, living lab was conducted for citizen-led innovation during R&D. As a policy instrument, living lab was actively involved in the planning of R&D, the development of prototypes, and the evaluation of products in the form of a partnership of public-private-civil society. Through living lab, there was a continuous interaction with civil society, which is the end user of products, to enhance the effectiveness of R&D. On the other hand, the ‘R&D Program for Societal Challenge’ has been adjusted according to the role of the state, and the characteristics of social innovation has been clarified according to the following two factors: First, the state used meta governance to balance the efficiency and democracy of innovation in public R&D. For public innovation, efficiency was underscored for the goals of the related ministries; and for market innovation, governance methods were diversified with emphasis on autonomy and democracy. Efficiency is a concept that contain not only the effectiveness of policy, but also the practicality of public R&D according to the participation of civil society. Democracy refers to the diversity of joint decision-making and problem-solving according to the participation of civil society. Second, the state has variously constructed the way of delivering innovative services as a public R&D policy instrument. As for the public sector, relevant ministries actively used the results of public procurement as a policy instrument and carried out innovation. Regarding the market area, social ventures and companies interested in solving social problems have sought to develop new business models to spread products and services. Especially, in the case of products and services for solving social disparities, the state used social economic organizations such as social enterprises or cooperatives as a delivery system of innovative services. The achievements of R&D were directly delivered to the socially disadvantaged, thus ensuring the effectiveness of problem solving. As a result, this approach has resulted in social economy innovation, and has expanded the structure of social innovation beyond the public sector and the market toward the social economy sector. Regarding the ‘R&D Program for Societal Challenge’, the characteristics of the social innovation structure varied depending on the type of social innovation network. In order to clarify how and why differences appear, this paper subdivided the business model into four broad categories based on the ‘method of operation of meta governess’ and the ‘scope of innovation according to goals’. The ‘R&D Program for Societal Challenge’ is divided into state-led innovation that emphasizes efficiency for public innovation according to project goals and market-driven innovation that emphasizes democracy to solve social problems with new ideas. Depending on the scope of innovation, innovation can be divided into context-specific niche innovation that produces specific products or services or targets specific regions, and system innovation that seeks innovation of the entire field. Based on this distinction, this paper conceptualized four types of innovation: state-led system innovation, state-led niche innovation, market-driven system innovation, and market-driven niche innovation. The results of the analysis show that the state plays diverse roles and reinforces the characteristics of social innovation according to the four social innovation structures formed in the R&D process. As an actor, the state played the role of complementing the actors’ capacity and coordinating the conflicts between actors so that R&D could achieve social goals. In addition, the state as a structure has designed the governance and related systems to solve social goals, and has played a role of modifying and supplementing the system centered on problems. This can be interpreted that the state has performed the adaptation and coordination of system to secure the permanence of social innovation network activities from the viewpoint of network. The state, conceptualized as a network state, was managing the network in an effective and flexible way by using meta governance to solve various social problems. The network state set goals for solving social problems and designed governance in various ways. And the network state operated the network in collaboration with the actors to find the best way to solve the problems and to sustain the impacts.

Second, in the new public R&D model, the composition of the actors varied according to the target. In relation to ‘the R&D Program for Societal Challenge’, joint learning was carried out between experts and users based on the participation of civil society including science and technology. Efforts have been made to construct a network centered on actors, which are essential in the process to solve social problems for each goal. As for public innovation, collaboration between technology supply departments and demand departments was emphasized in order to improve the practicality of the developed technology. Therefore, there were activities of various actors in the government sector such as government departments, municipalities, policy enforcement agencies, policy research institutions as well as actors in the private sector in the network. As for market innovation, a network including citizens, social economic organizations and social ventures, including technology developers, was established, and a social innovation system was set up so that the entire process from technology development to delivery of products and services would be smooth. On the other hand, the network of healthcare professionals was also important when it came to healthcare system innovation. Third, as for the new public R&D model, living lab was conducted for citizen-led innovation during R&D. As a policy instrument, living lab was actively involved in the planning of R&D, the development of prototypes, and the evaluation of products in the form of a partnership of public-private-civil society. Through living lab, there was a continuous interaction with civil society, which is the end user of products, to enhance the effectiveness of R&D. On the other hand, the ‘R&D Program for Societal Challenge’ has been adjusted according to the role of the state, and the characteristics of social innovation has been clarified according to the following two factors: First, the state used meta governance to balance the efficiency and democracy of innovation in public R&D. For public innovation, efficiency was underscored for the goals of the related ministries; and for market innovation, governance methods were diversified with emphasis on autonomy and democracy. Efficiency is a concept that contain not only the effectiveness of policy, but also the practicality of public R&D according to the participation of civil society. Democracy refers to the diversity of joint decision-making and problem-solving according to the participation of civil society. Second, the state has variously constructed the way of delivering innovative services as a public R&D policy instrument. As for the public sector, relevant ministries actively used the results of public procurement as a policy instrument and carried out innovation. Regarding the market area, social ventures and companies interested in solving social problems have sought to develop new business models to spread products and services. Especially, in the case of products and services for solving social disparities, the state used social economic organizations such as social enterprises or cooperatives as a delivery system of innovative services. The achievements of R&D were directly delivered to the socially disadvantaged, thus ensuring the effectiveness of problem solving. As a result, this approach has resulted in social economy innovation, and has expanded the structure of social innovation beyond the public sector and the market toward the social economy sector. Regarding the ‘R&D Program for Societal Challenge’, the characteristics of the social innovation structure varied depending on the type of social innovation network. In order to clarify how and why differences appear, this paper subdivided the business model into four broad categories based on the ‘method of operation of meta governess’ and the ‘scope of innovation according to goals’. The ‘R&D Program for Societal Challenge’ is divided into state-led innovation that emphasizes efficiency for public innovation according to project goals and market-driven innovation that emphasizes democracy to solve social problems with new ideas. Depending on the scope of innovation, innovation can be divided into context-specific niche innovation that produces specific products or services or targets specific regions, and system innovation that seeks innovation of the entire field. Based on this distinction, this paper conceptualized four types of innovation: state-led system innovation, state-led niche innovation, market-driven system innovation, and market-driven niche innovation. The results of the analysis show that the state plays diverse roles and reinforces the characteristics of social innovation according to the four social innovation structures formed in the R&D process. As an actor, the state played the role of complementing the actors’ capacity and coordinating the conflicts between actors so that R&D could achieve social goals. In addition, the state as a structure has designed the governance and related systems to solve social goals, and has played a role of modifying and supplementing the system centered on problems. This can be interpreted that the state has performed the adaptation and coordination of system to secure the permanence of social innovation network activities from the viewpoint of network. The state, conceptualized as a network state, was managing the network in an effective and flexible way by using meta governance to solve various social problems. The network state set goals for solving social problems and designed governance in various ways. And the network state operated the network in collaboration with the actors to find the best way to solve the problems and to sustain the impacts.
