Adoption of Pay-for-Performance system is rapidly increasing in both Korea and China. In the late 90's, Korea had experienced the IMF economic crisis and began to impose a Pay-for-Performance system. Currently, the implementation of performance bonuses is already spreading nationwide. On the other hand, China only started the incentive schemes only after joining the WTO in 2004 but has been developing since 2010. However, there is a growing suspicion regarding the positive effects of such system on the overall performance of the company as its original intention. This is a relevant issue considering that the Pay-for-Performance could highly affect that motivation of workers, which is directly proportional to job performance. Therefore, the purpose of this study is to analyze the effect of Pay-for-Performance on motivation. Before that, there was a lot of research about the effects of Pay-for-Performance on job satisfaction and organizational commitment, but the research on motivation is limited. So, this study has a high theoretical value. In addition, this paper also examined how the effects of incentives on motivation under different social and cultural backgrounds are compared through comparative studies between Korea and China. This study sets the following hypotheses based on the expectation theory and equity theory: ‘The Pay-for-Performance system will have positive effects on the motivation of workers.’ ‘The higher fairness of human resources evaluation results to higher positive effects on the motivation of workers.’ ‘The greater the perception of organizational support, the greater positive effects on the motivation of workers’. In order to measure these hypotheses, we surveyed employees in both Korea and China for 27 days from April 1 to 27, 2017. The recovered valid sample is a total of 260 responses. Among them, the sample sizes of Korea and China are 110 and 150, respectively. The empirical results of this study are as follows: First, the implementation of Pay-for-Performance does not seem to be effective in enhancing the motivation effect of workers. Second, the higher the proportion of Pay-for-Performance, the higher the motivation effect of workers. The higher the proportion of individual incentive and group performance, the more motivational effect is improved. Third, we found that the higher the employ evaluation fairness and organizational support perception, the greater the motivation effect of workers. On the other hand, as a result of regression analysis of Korean and Chinese samples, it is found that the Pay-for-Performance system does not affect the motivation of workers. In addition, distribution fairness in the Chinese sample is significant at 1% level of motivation, but not in the Korean sample. Procedural justice was found to be important in enhancing motivational effects in both countries. Finally, the recognition of organizational support was found to be equally important for enhancing the motivation effect in the sample of both countries.
