Methods: This was a descriptive case report study investigating the effect of nurses' competence and work environment on the quality of nursing care. The participants were nurses who had more than one year of ICU experience in secondary or tertiary hospitals. After obtaining IRB approval, data were collected from April 11 to May 10, 2016, using an online questionnaire and convenience sampling method. The collected data were analyzed using descriptive statistics, difference test, correlation analysis, and regression analysis using SPSS 23.0. Results: The mean competence score of the ICU nurses was 603.11 points. The scores for the four sub-categories were as follows: 145.57 for knowledge, 146.07 for technical ability, 160.02 for attitude and value, and 151.45 for experience. The mean work environment score was 71.04 points. The scores for the five sub-categories were as follows: 20.15 for nurses’ participation in hospital administration work; 24.22 for the basis for good-quality care; 10.29 for the nurse manager’s competency, leadership, and support for nurses; 8.21 for sufficient staffing and financial resources; and 8.17 for nurse–doctor cooperation. The mean score of the quality of nursing care was 2.47 points. There was a significant difference in the general competence of nurses in the ICU according to age, education, work experience as a nurse, and ICU work experience. There was a significant difference in nurses’ work environment according to age, work experience as a nurse, and ICU work experience. The quality of nursing care differed significantly according to age and work experience. In addition, the competence and work environment of the ICU nurses were significantly correlated with the quality of nursing care, and the work environment were found to affect the quality of nursing care. Conclusion: In this study, both competence and work environment of the ICU nurse were important factors in improving the quality of ICU nursing care. However, the work environment had a greater effect on the quality of nursing care than the competence of ICU nurses. Therefore, it is necessary to make efforts to improve the competence of ICU nurses as well as the work environment.
