본 연구의 목적은 육아종합지원센터의 서비스에 대한 이용자들의 중요도와 만족도를 알아보고 분석해 보는데 있다. 이로써 육아종합지원센터가 영유아와 가정, 지역 사회와 함께 만들어가는 포괄적인 육아지원 전문기관으로서 역할과 이용자들에게 폭넓은 서비스를 제공 할 수 있도록 도모 하고자 한다. 본 연구에서는 육아종합지원센터 서비스에 대한 이용자의 IPA(중요도-만족도) 분석을 목적으로 전라북도 시, 군에 소재한 J, H, I, G, 육아종합지원센터를 이용하는 보육교직원 605명과 부모 331명을 대상으로 설문조사를 실시하였다. 설문지는 선행연구인 여경하(2014)의 연구에서 사용한 도구를 참고로 수정·보완하였고, IPA 매트릭스 방법을 활용한 최종희(2016)의 연구도구 를 참고하여 본 연구에 적용하였다. 연구내용으로 육아종합지원센터 서비스에 대한 부모와 보육교직원의 이용현황 및 IPA(중요도-만족도)는 어떠한지를 분석하였다. 본 연구 결과는 다음과 같다. 첫째, 육아종합지원센터 서비스 이용에 따른 분석 결과로 보육교직원의 서비스 이용방법은 ‘홈페이지/전화(on-line)’, ‘교육 및 행사’ 순으로, ‘웹사이트 검색 또는 링크’를 통해 이용하고 있는 것으로 나타났다. 이용횟수는 ‘월 1-2회’ 이용하고 있으며, 주로 이용한 서비스는 ‘교육(표준보육과정 및 안전교육 등)’으로 나타났다. 부모의 육아종합지원센터 서비스 이용방법으로는 ‘방문(off-line)’, ‘홈페이지/전화(on-line)’ 순이며, ‘월 1-2회’ 이용하고, 주로 이용한 서비스는 ‘놀이실 이용(실내놀이터, 육아나눔터 등)’으로 나타났다. 둘째, 육아종합지원센터 서비스 제공에 대한 이용 현황 분석 결과로 보육교직원의 정보제공 서비스에서는 ‘보육교직원 교육’, 상담서비스에서는 ‘평가인증 관련 상담’, 교육서비스에서는 ‘안전 및 아동학대예방 교육’, 보육컨설팅 서비스에서는 ‘평가인증(지표교육 및 현장컨설팅)’과 ‘보육과정(보육계획 및 보육일지, 보육활동)’, 대체교사행사 등 에서는 ‘대체교사 지원’ 서비스의 이용횟수가 가장 높게 나타났다. 부모의 육아종합지원센터 서비스 제공에 대한 이용 현황 분석 결과는 부모의 정보제공 서비스에서 ‘놀이실 이용(실내놀이터, 육아나눔터 등)’, 이용횟수에서는 ‘장난감도서관 이용(대여)’, 상담서비스에서는 ‘어린이집 이용 및 보육정보 문의’, 육아지원 서비스에서는 ‘장난감 대 여’ 서비스의 이용횟수가 높게 나타났다. 셋째, 보육교직원의 인구사회학적 변인에 따라 육아종합지원센터 서비스의 중요도와 만족도의 차이가 있는지 알아본 결과, 보육교직원의 연령과 어린이집 유형, 결혼유무, 급여에 따른 중요도 인식에서 통계적으로 유의한 차이가 없는 것으로 나타났다. 하지만 보육교직원의 직위에 따른 육아종합지원센터 서비스 중요도 인식 차이에서는 원장 및 기타 직위를 가진 응답자가 보육교사보다 육아종합지원센터 서비스를 더 중요하게 인식하고 있는 것으로 나타났다. 보육교직원의 학력에 따른 서비스 중요도 인식 차이는 대학원졸 이상의 학력을 가진 교사가 서비스를 더 중요하게 인식하고 있으며, 자격증에 따라서도 보육교사 1급, 유치원 1급, 2급 정교사 및 기타의 자격증을 가진 보육교직원이 중요하게 인식하고 있으며, 교사가 맡고 있는 영유아의 연령에 따른 서비스 중요도 인식 차이는 0∼2세, 3세, 5세 연령대를 맡고 있는 교사 가 서비스를 더 중요하게 인식하고 있는 것으로 나타났다. 서비스의 만족도 차이에서는 보육교직원의 연령에 따라 35세∼39세에서 만족도가 높게 나타났으며, 직위에 따른 만족도는 원장 및 기타 교사가 더 만족하고 있는 것으로 나타났다. 자격증에 따른 만족도 인식은 보육교사 1급, 유치원 1급, 2급 정교사가 더 만족하고 있으며, 근무경력에 따른 만족도는 8년 이상의 경력을 가진 보육교직원이 높게 나타났으며, 맡고 있는 영유아의 연령에는 차이는 없는 것으로 나타났다. 월 평균 봉급수준에는 250만원 이상인 보육교직원이 더 만족하고 있는 것으로 나타났다. 넷째, 부모의 인구사회학적 변인에 따른 육아종합지원센터 서비스의 중요도와 만족도의 인식차이를 분석해 본 결과, 중요도 인식 차이 분석은 부모의 인구사회학적인 변인(연령, 성별, 자녀수, 자녀 연령, 맞벌이 여부, 월평균 소득)에 따라 차이는 없는 것으로 나타났다. 서비스의 만족도 차이 분석에서는 부모의 연령에 따라 35세∼39세 미만 부모가 만족하고 있는 것으로 나타났으며, 부모의 성별, 자녀수, 맞벌이, 월평균 소득에서 만족도 인식 차이는 없는 것으로 나타났다. 다섯째, 육아종합지원센터 서비스에 대한 IPA(중요도-만족도) 차이 분석결과 보육교직원, 부모 모두 서비스의 중요도가 만족도보다 더 높은 것으로 나타났다. 이는 현재 육아종합지원센터에서 진행하는 서비스에 중요도를 인식하고 있음을 알 수 있다. 보육교직원을 대상으로 한 육아종합지원센터의 정보제공 서비스, 상담 서비스, 교육 서비스, 보육컨설팅 서비스, 대체교사행사 등 서비스에 대한 중요도와 만족도의 상대적 차이를 분석하기 위해 IPA 매트릭스 방법을 활용한 결과는 다음과 같다. 정보제공 서비스 9개 항목 중 평가인증 관련 서비스가 가장 높은 중요도와 가장 높은 만족도를 나타냈으며, 장난감도서관 이용(기관 대여) 서비스가 가장 낮은 중요도와 가장 낮은 만족도를 나타내고 있다. 상담서비스 5개 항목 중 평가인증 관련 상담 서비스가 가장 높은 중요도와 가장 높은 만족도를 나타내고 있으며, 인사·노무 관련 상담서비스가 가장 낮은 중요도와 가장 낮은 만족도를 나타내고 있다. 교육서비스 9개 항목 중 평가인증 교육서비스가 가장 높은 중요도와 가장 높은 만족도를 나타내고 있으며, 어린이집 부모모니터링 교육서비스가 가장 낮은 중요도와 가장 낮은 만족도를 나타내고 있다. 보육컨설팅 서비스 5개 항목 중 평가인증(지표교육및 현장컨설팅) 서비스가 가장 높은 중요도와 가장 높은 만족도를 나타내고 있으며, 재무회계(인사, 노무, 회계 등) 서비스가 가장 낮은 중요도와 가장 낮은 만족도를 나타내고 있다. 대체교사 행사 등 4개 항목 중 대체교사 지원 서비스가 가장 높은 중요도와 가장 높은 만족도를 나타내고 있으며, 부모모 니터링사업 서비스가 가장 낮은 중요도와 가장 낮은 만족도를 나타내고 있다. 부모를 대상으로 한 정보제공서비스, 상담서비스, 육아지원서비스의 중요도와 만족도의 상대적 차이를 분석하기 위해 IPA 매트릭스 방법을 활용한 결과는 다음과 같다. 정보제공서비스 12개 항목 중 놀이실 이용(실내놀이터, 육아나눔터 등) 서비스가 가장 높은 중요도와 가장 높은 만족도를 나타내고 있으며, 지역사회 전문기관 안내(유사 기관 등)가 가장 낮은 중요도와 가장 낮 은 만족도를 나타냈다. 상담서비스 5개 항목 중 양육 상담서비스가 가장 높은 중요도와 가장 높은 만족도를 나타냈으며, 시간제보육 등 센터 이용 관련 상담서비스가 가장 낮은 만족도를 나타났다. 육아지원서비스 6개 항목 중 놀이실 이용(실내놀이터, 육아나눔터 등) 서비스가 가장 높은 중요도와 가장 높은 만족도를 나타내고 있으며, 시간제보육 서비스가 가장 낮은 중요도와 가장 낮은 만족도로 나타났다. 이상과 같이 육아종합지원센터 서비스에 대한 보육교직원과 부모의 중요도와 만족도를 비교 연구한 결과, 대체적으로 보육교직원과 부모 모두 서비스의 중요도가 만족도보다 더 높은 것으로 나타나고 있음을 알 수 있다. 반면, 보육교직원은 장난감도서관 이용(기관 대여), 인사·노무 관련 상담, 어린이집 부모모니터링 교육, 재무회계(인사, 노무, 회계 등), 부모모니터링 사업에서, 부모는 지역사회 전문기관 안내(유사 기관 등), 시간제보육 등 센터 이용 관련 상담, 시간제보육에서, 중요도와 만족도가 모두 낮게 나타나고 있는 분석 결과에 따라 본 연구의 내용을 토대로 서비스의 질적 향상을 도모할 필요가 있음을 시사한다.

The purpose of this study is to find out and analyze importance and satisfaction of service users of central support center for childcare. This is intended to help central support center for childcare become a comprehensive and professional childcare institution made by children, families and local community and provide wide range of services to users. For the purpose of performing Importance-Performance Analysis (IPA) on the service users of central support center for childcare, this study conducted a questionnaire on 605 childcare teachers and 331 parents at J, H, I and G central support center for childcare located in cities and districts of Jeollabuk-do Province. The questionnaire was made by modifying and supplementing a tool used in a previous study by Gyeongha Yeo (2014) and referring to a study tool of Jonghee Choi(2016) based on the IPA matrix method. Service usage and IPA of parents and childcare teachers at central support center for childcare were analyzed. The results of this study are as follows. First, as a result of analyzing service usage of central support center for childcare, childcare teachers were found to use services through ‘website / phone call(online)’, ‘education and event’ and ‘website search or link’. Frequency of use was ‘1-2 times a month’, and primary service used was ‘education (standard childcare curriculum and safety education, etc.)’. Parents were found to use services through ‘visiting (offline)’ and ‘website / phone call (online)’. Frequency of use was ‘1-2 times a month’, and primary service used was ‘playroom (indoor playroom, childcare sharing center, etc.)’. Second, as a result of analyzing current usage of services provided by central support centers for childcare, Highest frequency of service use of childcare teachers was shown by ‘education of childcare teachers’ for information provision service, ‘counseling related to evaluation certification’ for counseling service, ‘education on safety and child abuse prevention’ for education service, ‘evaluation certification (indicator education and field consulting)’ and ‘childcare process (childcare plan, diary and activity) for childcare consulting service, and ‘support of substitute teachers’ for substitute teacher and event service. Highest frequency of service use of parents was shown by ‘use of playroom (indoor playroom, childcare sharing center, etc.)’ for information provision service, ‘use (rental) of toy library’ for number of uses, ‘inquiry on use of daycare center and childcare information’ for counseling service, and ‘rental of toy’ for childcare support service. Third, as a result of examining the differences in importance and performance of services at central support center for childcare according to sociodemographic variables of childcare teachers, there was no statistically significant difference in the awareness of importance according to age of childcare teachers, type of daycare center, marriage and wage. However, in terms of the difference in the awareness of importance of services at central support center for childcare according to job position of childcare teachers, respondents who have positions as directors of centers and other positions were found to regard services at central support center for childcare to be more important compared to childcare teachers. As for the difference in the awareness of importance of services at central support center for childcare according to educational background of childcare teachers, teachers with educational background of graduate school or above were found to regard services to be more important. In terms of licenses, childcare teachers with licenses such as 1st level childcare teacher license, 1st and 2nd level preschool teacher licenses and other licenses were found to regard services as important. As for the difference in the awareness of importance of services according to age of children taken care by teachers, teachers responsible for taking care of children aged 0~2 years, 3 years and 5 years regarded services to be more important. For the difference in service performance, high performance was shown by childcare teachers aged 35~39 years. As for performance according to job position, directors of centers and other teachers showed higher performance. There was no difference in the awareness of service performance at central support center for childcare according to type of daycare center at which childcare teachers are working, educational background and marital status. As for the awareness of performance according to licenses, teachers with licenses such as 1st level childcare teacher license and 1st and 2nd level preschool teacher licenses showed higher performance. According to work experience, childcare teachers with 8 years of experience or longer showed high performance, and no difference was found according to age of children taken care of. For average monthly wage, childcare teachers with wage of 2.5 million Korean won or above showed higher performance. Fourth, as a result of analyzing the differences in the awareness of importance and performance about services at central support center for childcare according to sociodemographic variables of parents, there was no difference in the awareness of importance according to sociodemographic variables (age, sex, number of children, age of child, double income, average monthly income). In the analysis of the difference in service performance, parents aged 35~39 years showed high performance. There was no difference in the awareness of performance according to sex, number of children, double income and average monthly income of parents. The purpose of this study is to find out and analyze importance and satisfaction of service users of central support center for childcare. This is intended to help central support center for childcare become a comprehensive and professional childcare institution made by children, families and local community and provide wide range of services to users. For the purpose of performing Importance-Performance Analysis (IPA) on the service users of central support center for childcare, this study conducted a questionnaire on 605 childcare teachers and 331 parents at J, H, I and G central support center for childcare located in cities and districts of Jeollabuk-do Province. The questionnaire was made by modifying and supplementing a tool used in a previous study by Gyeongha Yeo (2014) and referring to a study tool of Jonghee Choi(2016) based on the IPA matrix method. Service usage and IPA of parents and childcare teachers at central support center for childcare were analyzed. The results of this study are as follows. First, as a result of analyzing service usage of central support center for childcare, childcare teachers were found to use services through ‘website / phone call(online)’, ‘education and event’ and ‘website search or link’. Frequency of use was ‘1-2 times a month’, and primary service used was ‘education (standard childcare curriculum and safety education, etc.)’. Parents were found to use services through ‘visiting (offline)’ and ‘website / phone call (online)’. Frequency of use was ‘1-2 times a month’, and primary service used was ‘playroom (indoor playroom, childcare sharing center, etc.)’. Second, as a result of analyzing current usage of services provided by central support centers for childcare, Highest frequency of service use of childcare teachers was shown by ‘education of childcare teachers’ for information provision service, ‘counseling related to evaluation certification’ for counseling service, ‘education on safety and child abuse prevention’ for education service, ‘evaluation certification (indicator education and field consulting)’ and ‘childcare process (childcare plan, diary and activity) for childcare consulting service, and ‘support of substitute teachers’ for substitute teacher and event service. Highest frequency of service use of parents was shown by ‘use of playroom (indoor playroom, childcare sharing center, etc.)’ for information provision service, ‘use (rental) of toy library’ for number of uses, ‘inquiry on use of daycare center and childcare information’ for counseling service, and ‘rental of toy’ for childcare support service. Third, as a result of examining the differences in importance and performance of services at central support center for childcare according to sociodemographic variables of childcare teachers, there was no statistically significant difference in the awareness of importance according to age of childcare teachers, type of daycare center, marriage and wage. However, in terms of the difference in the awareness of importance of services at central support center for childcare according to job position of childcare teachers, respondents who have positions as directors of centers and other positions were found to regard services at central support center for childcare to be more important compared to childcare teachers. As for the difference in the awareness of importance of services at central support center for childcare according to educational background of childcare teachers, teachers with educational background of graduate school or above were found to regard services to be more important. In terms of licenses, childcare teachers with licenses such as 1st level childcare teacher license, 1st and 2nd level preschool teacher licenses and other licenses were found to regard services as important. As for the difference in the awareness of importance of services according to age of children taken care by teachers, teachers responsible for taking care of children aged 0~2 years, 3 years and 5 years regarded services to be more important. For the difference in service performance, high performance was shown by childcare teachers aged 35~39 years. As for performance according to job position, directors of centers and other teachers showed higher performance. There was no difference in the awareness of service performance at central support center for childcare according to type of daycare center at which childcare teachers are working, educational background and marital status. As for the awareness of performance according to licenses, teachers with licenses such as 1st level childcare teacher license and 1st and 2nd level preschool teacher licenses showed higher performance. According to work experience, childcare teachers with 8 years of experience or longer showed high performance, and no difference was found according to age of children taken care of. For average monthly wage, childcare teachers with wage of 2.5 million Korean won or above showed higher performance. Fourth, as a result of analyzing the differences in the awareness of importance and performance about services at central support center for childcare according to sociodemographic variables of parents, there was no difference in the awareness of importance according to sociodemographic variables (age, sex, number of children, age of child, double income, average monthly income). In the analysis of the difference in service performance, parents aged 35~39 years showed high performance. There was no difference in the awareness of performance according to sex, number of children, double income and average monthly income of parents.
