Although modern aviation technology is pursuing the automation, the key to safe navigation is up to the person's hand until the end. The fatigue management of pilot among such creation of environment for safe navigation is treated as important. ICAO, FAA and EASA are amending the regulations with interest to the fatigue management system of pilot since 2009. In our country, the Safety of Aircraft Operation Act was revised on March 30, 2017 and the act will be applied on March 30, 2019. But in our country, the fatigue management of pilot has been rarely studied, in particular the fatigue risk management of military and government agencies operating aircrafts has not been well studied so far. Therefore, this study was tried to contribute to the establishment of directionality for the fatigue reduction of pilot of private and governmental organ by the diagnosis of problems about the fatigue risk management systems of civil aviation and agencies operating the aircrafts. By the results of this study it showed the problems in the legal inadequacy and operation of working hours in our country, for these this study claimed as follows: Firstly, for the civil aviation the regulations for time difference adaptation, attendance time, flight departure time, number of take-off and landing and provision of in-flight rest facilities shall be reinforced, and for the governmental organ the regulations for standby time in peacetime, operational execution time, operation time and provision of rest facilities in the barracks shall be reinforced. Secondly, for the governmental organ it may be difficult to follow the civil regulations as is mainly in terms of that the unplanned flight is made rather than the planned flight. For the situation in which the governmental organ's flight is most commonly used, the departure time is unclear and even the flight time is also unpredictable. Also, in the case of emergency departure, it is bound to feel the greatest burden due to the saving lives or fire suppression etc. Of course, its temporal aspect can not be compared with the civil aviation including long flight, but it must be hard to deny that there are many flying times. As discussed, the number of operable pilots per firefighting helicopter in our country is 3.6 people; it is very likely that the fatigue will increase in an emergency. For this reason, the pilot's working hour for emergency departure of the governmental organ required the adjustment. Ultimately, it requires the personnel reinforcement. Thirdly, the fatigue management shall be made in the short and long term. If the reinforcement of working hours or personnel is the environment of basic fatigue management, the mental counseling, periodic management of stress hormones and various physical measurements before and after work through the internist shall be applied for both civil and organ. However, an air accident results in very huge damages to human and property, and it is an important issue that makes it difficult to cope with emergencies.
