The global cloud market is rapidly growing at an average annual rate of 17%, as the convergence demand to achieve IT integration, deployment, and reduction of operating costs through cloud computing continues. The global cloud market is expected to grow rapidly from US$ 83.6 billion in 2014 to US$ 188.2 billion in 2019 (an average of 16.9% per annum), while the domestic cloud market is expected to grow from US$ 540 million in 2014 to US$ 1.2 billion in 2019 (an average of 17.7% per annum). Recognizing these advantages of cloud services, developed countries are working to upgrade and enhance their cloud-based industries in order to secure leadership in the rapidly growing cloud services market. However in Korea, with the exception of only a small number of cloud service providers, cloud computing is being vastly overlooked and this new opportunity is going to waste. Therefore the Korean government has established policies to foster cloud computing, which includes enacting laws and creating guidelines on the use of commercial cloud services by public agencies. However, despite the government's policy initiative to promote the use of cloud services, they are hardly being used by the public, and the virtuous cycle ecosystem needed for conversion to the private sector is very weak. In this study, we explored the characteristics of cloud computing and analyzed how they impact the conversion of Public Information Systems to commercial cloud services. We investigated the characteristics of cloud computing by researching cloud technology data, and domestic and foreign trends. Furthermore to analyze the conversion intention itself, rather than using existing theories on accepting or adopting technologies, we designed a research model and set up a hypothesis based on the Push-Pull-Mooring model. The Push-Pull-Mooring has been generally used to describe human migration from an anthropogeography standpoint. Technical fitness, organizational fitness, economic efficiency, environment and institutional support were designated as Pull Factors, while IT resource management cost, system quality, flexibility, information security, and dependency were designated as Push Factors. Alternative appeal and dissatisfaction were designated as the parameters. Conversion cost and top management support were designated as Mooring Factors and verified the regulatory effect. For analysis of actual proof, employees in domestic public institutions were surveyed and the questionnaire data collected from 336 persons was used for statistical analysis. AMOS and SPSS were used for analysis equipment. Each hypothesis has been validated using a structural equation model, and the results of the analysis showed that organizational fitness and economic efficiency impact the attractiveness of the alternative, while system quality, flexibility, and information security influence the dissatisfaction. Both the attractiveness of the alternative and dissatisfaction were found to affect the intent to convert. The regulatory effect of the CEO's support was found to be significant, but the regulatory effect of conversion costs was not so apparent. This study provides implications as a reference for future use when public information systems are converted to commercial cloud services. The limitations of the research and potential directions for future research were also discussed.
