In modern society, social confusion is made as various social problems are manifested. Lowered age of criminals adds to its seriousness. One of the reasons that this moral hazard is prevalent in society as a whole is the absence of personality education. In the end, as the people realize the seriousness of social problems and they voice to demand for the preparation of national measures, the Personality Education Promotion Act was passed by National Congress on December 20, 2014 and has been enforced since July 21, 2015. The Personality Education Promotion Act emphasizes the importance of personality of youths. Since this law forces personality education at the level of nation, local governments and schools, related government agencies have to establish and implement the comprehensive personality education plan every five years. Therefore, the necessity of youth organization activity is being reexamined. The government recognizes that public education alone has limitations in cultivating talented people with creative personalities that lead to national development, and is carrying out creative experiential activities, personality and career education and free-semester system, and each enforcement plan includes active utilization of youth organization activities. It is because the government recognizes youth organization activity as a supplementary mechanism for personality education. Accordingly, in this study, we examine whether youth organization activity has an effect on personality education and use it as basic data to activate youth organization activities by verifying the effect of youth organization activity on personality changes, identifying the status of youth organization activities through a survey and comparing difference in personality changes according to the types of youth organization activities. In this study, three youth groups (Korea Scout Association, Korean Youth Association and Sea Explorer of Korea) were selected among youth organizations established for the purpose of youth development considering the membership size and duration of operation. A participating group was made up with the students who belonged to those organizations which were organized and operated in the school, and a control group was made with students in the same school who did not participate in youth organization activities. Both of participating group and control group were made up with 141 middle school students. They had pre-test and post-test with 6 month interval. In addition, a survey was administered. Out of 589 answers collected from pre- and post-test (98.16%), excluding 25 insincere or unreliable answers, 564 answers were used for final analysis. In this study, the research tool developed by Korean Educational Development Institute (KEDI) (Hyun Joo and et al. 2014) was used. The collected data were analyzed using the SPSS ver.23.0 program and frequency analysis, crossover analysis, t-test, and covariance analysis (ANCOVA) were used. Major results of this study are as follows. First, when looking at the current status of youth organizations according to general characteristics, it was found that the most youths joined the organization for themselves (53.2%, n=75) followed by with recommendation of friends (33.3%, n=47). In the reason to join the organization, there was no significant difference according to gender, grade or organization. This indicates that most youths are often self-enrolled rather than subscribed by others regardless of gender, grade, or type of organization. When asking control group why they did not join an organization, the most frequent answer was ‘because they did not know about it’ (32.6%, n=46) followed by ‘because they did not like to join’ (29.8%, n=42). These results are inconsistent with the previous study by Kim Sung-gyu (2004), in which the reasons were specified as financial burden, lack of time, and desire for other development activities. In this study, answers related to financial burden and opposition of parents were about 10-15%. The implication here is that economic difficulties and the opposition of the parents did not play an important role in joining a youth organization. Second, as a result of examining whether there is any difference in experience by gender, grade, and type of organization, the difference according to gender was not statistically significant while there was significant difference according to grade and type of organization. By organization type, in the case of Korea Scout Association, those who less than 1 year experience were the most as 23 (48.9%). In Korea Youth Association, those who had from 1 to 3 years’ experience were the most as 28 (59.65), and in the Sea Explorer of Korea those who less than 1 year experience were the most as 26 (55.3%). This means that the youths who participated in the activities of the Korea Scout Association and the Sea Explorer of Korea participated in the youth organization activity for a relatively shorter period of time than those who participated in the Korea Youth Association. Third, it was found that youths were generally satisfied with youth organization activities. The highest answer was ‘Very much satisfied’ as 68 (48.2%), followed by ‘Satisfied’ as 55 (39.0%). Therefore, it was confirmed that about 90% of respondents were satisfied with youth organization activities. Despite the high satisfaction level of youth organization activities among youths, youth organization activities are not activated. It is thought that we need to think about the improvement of the situation. Fourth, the analysis of the effects of the youth organization activity program on the characters shows that the program made statistically significant effects on all of the sub-domains of character, self-esteem, sincerity, consideration, communication, responsibility, courtesy, self-control, honesty, courage, wisdom, justice and citizenship. This means that youths who participated in youth organization activities showed higher scores in all sub-domains of personality than youths who did not participate in youth organization activities. Fifth, when analyzing difference in the effect of youth organization activities on the personality according to type, it was found that Korea Scout Association made statistically significant effects on self-esteem, consideration, communication, honesty, courage and citizenship. The Korea Youth Association made statistically significant effects on wisdom, and the Sea Explorer of Korea made statistically significant effects on all areas except self-esteem and justice. Based on the results of this study, it is thought that the government should provide more active and systematic support and investment in order to educate the personality of the youths for the future of the nation. To this end, government agencies, schools, and youth organizations should collaborate and cooperate to activate youth organization activities.
