This research is to explore how the PyeongChang Music Festival & School, one of the most popular classical music festivals in Korea, can attract local residents into audiences as a festival based on local community. Although the PyeongChang Music Festival & School basically serves as a global festival, it is imperative that the festival take place properly in the region. For this, the music festival has made efforts to approach the local community through its own community outreach programs. Nevertheless, the most important problems the festival still remained are its cultural heterogeneity as the classical music to the local residents, and its psychological distance to the venue of the festival. Accordingly, the researcher has summarized the changes in festival procedures and major achievements since the PyeongChang Music Festival & School first held in Yongpyong Resort in 2004. The festival has shown world-class performances over the past 14 years, contributed to the development of local cultures and arts in Gangwon Province, which lacks cultural and artistic infrastructure, and established itself as the nation's premier classical music festival. Particularly, as part of the Culture Olympics project to host the 2018 PyeongChang Winter Olympics, it has hosted the PyeongChang Winter Music Festival since December 2016 featuring a collaboration with various genres of music and the Special Overseas Concerts were held in November and December 2017. With the hosting of the Olympics, reputation and interest of the music festival become higher, and status and brand value as a performing art festival is already recognized both at home and abroad. However, it has various obstacles to develop with local residents and local community because of its natural characteristics of the classical music and the local festival. In addition, the Alpensia Resort, where the major concerts of the festival are held, is less accessible from the local areas. Besides the fact that major concerts are composed of classical music only, usually chamber music, most of the local residents have little interest and experience in classical music/ classical music halls, which makes feel far more unfamiliar and distant. In fact, the participation rate of the local residents in the festival was not high. Accordingly, the researcher has attempted to make a theoretical study of the effects and influences of local festivals on the community. In practice, with reference to “Cultural Capital” of Pierre Bourdieu, the researcher has identified the necessity of studying who the audience is and why they do not come to the music festival. I have also suggested that artistic tastes are related to hierarchical structure of the society. At the same time, the indexing of the local community effects is applied in accordance with ‘the social impacts of the arts’. The survey was conducted with 200 local residents of Hoenggye, and it shows the recognition, satisfaction, contribution, and intention of festival participation, and program preference of local residents. With the result, the researcher focuses on the relationship between music festival and local residents. In addition, the researcher has collected and analyzed various opinions on how to invigorate local festivals effectively through in-depth interviews with experts. As a result, the prior task to boost participation of local audiences for the PyeongChang Music Festival & School is to develop various outreach concerts for local areas to reduce cultural and psychological distance of local residences in classical music. It’s also a key point that PyeongChang Music Festival & School has to secure regionality. It is suggested that specific and systematic planning is required while attempting to approach diverse contributions to regional development through the music system, along with developing new programs for local residents.
