Today, as the move of a new industry focusing on multi-dimensional value of farming villages beyond the current structure of agriculture, farm tourism draws attention. In particular, since farm tourism is performed in various types of its operation, its economic performance is only emphasized. As a result, in terms of the responsibilities and roles of members for social achievements and redistribution of incomes, a conflict emerges as a new issue of rural society. Therefore, this study was conducted by focusing on social economic concepts like community spirit improvement and return of profits in community as key factors for successful farm tourism.
Previous studies on farm tourism and social economy were analyzed to find the social economic meaning and factors of farm tourism which has yet to be defined theoretically. Social economy in farm tour is a complicated type of local promotion based on social network (solidarity and cooperation) to obtain environmental and economic effects, which focuses on socio-cultural value of farm tour on the basis of residents' voluntary participation.
Based on the analysis, this researcher had in-depth interviews on the basis of the best cases of each operation type of farm tour in order to find social economic factors in main development steps and the relations between social economic factors and commercial & public achievements. This is aimed at suggesting a sustainable promotion plan of farm tourism based on social value.
The main results of this study are presented as follows: First, as the common social economic factors of each operation type of farm tour, there were 12 items: two items of leader's competency (an interest in new trials or markets and the ability to attract a central or local government's project), four items of business strategy (preliminary market survey and thorough preparation, security of excellent product competitiveness, security of possible demands and sales paths, and establishment of business plan and long-term strategy), one item of operation management (initial fund-raising and size), four items of business environment (convenience of tour information acquisition, establishment of a variety of infrastructure, the number of experience programs, and smooth performance and professionalism of programs), and one item of policy support (budget support for expanding basic infrastructure). The factors that show a difference were personal type of 'the location adjacent to the metropolitan area' and common community type of 'accounting (operating budget management) transparency’.
Secondly, the social economic factors and main characteristics of each development step were analyzed. As a result, in exploration step, the social economic factors were leader's competency (the ability to attract a central or local government's project, experience of private company and management, and whether to have skills and professionalism in current work type), business strategy (preliminary market survey and thorough preparation), and operation management (initial fund-raising and size). In the content aspect in this step, leaders who experienced management or had a high level of skills in their own field are able to attract a central or local government's project and raise initial funds through preparation in multiple ways and then to establish business operation infrastructure.
In establishment step, the social economic factors were business strategy (security of possible demands and sales paths, and establishment of business plan and long-term strategy), business environment (establishment of a variety of infrastructure, the number of experience programs, and smooth performance and professionalism of programs), and policy support (budget support for expanding basic infrastructure). In this step, through the budget support of a central or local government for the expansion of basic infrastructure, it is possible to prepare experience facilities and receive support of professional planning and consulting skills that consulting firms, central and local governments and enterprises have. Therefore, it is possible to develop various tour contents like high-quality experience programs, food, and processing service and thereby to secure possible demands and sales paths.
In development step, the social economic factors were operation management (establishment of operation rules and income distribution criteria, establishment of systematic management organization, and smooth communication between members), and business environment (convenience of tour information acquisition). In this step, in order for the expansion of additional business environment and systemization of operation management, it is possible to secure visitors' convenience of acquiring tour information and find a variety of practice plans to manage more complicated organizational structure systematically.
