최근 기후변화의 영향으로 인해 수문빈도해석 분야에서 비정상성에 대한 관심이 고조되고 있다. 시간에 따라 변화하는 수문자료의 통계적 특성을 고려하기 위한 방법으로 비정상성 지점빈도해석에 대해서는 많은 연구들이 수행된 반면, 지역빈도해석의 경우 비정상성의 적용이 몇 가지 종류의 비정상성 홍수지수모형에 한정되어 있다. 또한 기존의 비정상성 홍수지수모형은 표본통계량을 지점조정요소로 사용하고 있으며, 이는 설계수문량의 부정확한 산정을 유발할 수 있는 것으로 알려져 있다. 본 논문의 목적은 미지의 매개변수를 지점조정요소로 사용하는 비정상성 모분포 홍수지수모형을 개발하는 것이다. 비정상성 모분포 홍수지수모형에서 각 지점 자료의 모분포는 정상성 또는 비정상성 generalized extreme value (GEV) 분포형으로 가정할 수 있다. 정상성 GEV 분포형 및 다양한 비정상성 GEV 분포형 중 각 지점의 모분포로 가정할 수 있는 최적의 분포형을 결정하기 위해 모형선정방법으로 널리 사용되고 있는 Akaike information criterion (AIC), corrected AIC (AICc), Bayesian information criterion (BIC), likelihood ratio test (LRT)의 성능을 Monte Carlo 모의실험을 통해 비교하였으며, 성능평가를 위해 다양한 표본크기 및 적정모형선정비율을 고려하였다. 그 결과, 정상성 GEV 분포형에 대해서는 BIC가 가장 좋은 성능을 보였으며, 비정상성 GEV 분포형의 경우 상대적으로 표본크기가 작을 때 AIC가 가장 좋은 성능을 보였다. 표본크기가 큰 경우 비정상성 GEV 분포형의 종류에 따라 가장 좋은 성능을 보이는 모형선정방법이 다른 것으로 나타났다. 우리나라 연 최대치 강우자료에 모형선정방법들을 적용함으로써 모의실험 결과를 평가하였으며, 지점자료에 대한 최적 GEV 분포형을 선정하기 위한 가이드라인을 제시하였다. 비정상성 모분포 홍수지수모형은 비정상성 GEV 분포형을 모분포 홍수지수모형에 적용함으로써 개발되었으며, Monte Carlo 모의실험을 통해 비정상성 모분포 홍수지수모형의 성능을 기존 모형들 (정상성 지점빈도해석, 비정상성 지점빈도해석, 정상성 모분포 홍수지수모형, 비정상성 홍수지수모형)의 성능과 비교하였다. 4가지의 비정상성 GEV 조건에 대해 자료의 경향성을 고려한 5개의 가상지역을 구성하였으며, 상대평균제곱근오차 (relative root mean square error)와 상대편차(relative bias)의 지역평균값을 통해 각 모형의 성능을 비교 평가하였다. 모의실험 결과를 통해 비정상성 모분포 홍수지수모형에서는 매개변수 및 설계수문량의 과소산정문제가 해결된 반면, 기존의 비정상성 홍수지수모형에서는 이러한 과소산정문제가 여전히 존재함을 확인하였다. 상대평균제곱근오차의 지역평균값을 기준으로 모형의 성능을 평가한 결과, 지역 내 모든 지점이 위치매개변수에 비정상성을 고려한 GEV 분포형을 가지는 지역에 대해서는 지역성장곡선에 비정상성을 고려한 비정상성 홍수지수모형이 전반적으로 가장 좋은 성능을 보였다. 경향성의 부호 또는 비정상성 GEV 분포형의 종류가 혼합된 지역의 경우, 비정상성 모분포 홍수지수모형이 상대적으로 큰 표본크기에서 가장 좋은 성능을 보였으며, 작은 표본크기에서는 정상성 모분포 홍수지수모형이 가장 좋은 성능을 보였다. 우리나라의 5개 대표지역에 대한 비정상성 모분포 홍수지수모형의 적용성을 검토하였다. 비정상성 모분포 홍수지수모형을 통해 설계수문량을 산정하고 기존의 비정상성 모형을 통해 산정된 결과와 비교하였다. 또한 비정상성 모분포 홍수지수모형의 성능을 평가하기 위해 실제 자료 기반의 모의실험을 수행하였다. 그 결과, 동질한 것으로 판단된 지역에서 비정상성 모분포 홍수지수모형이 가장 좋은 성능을 보였다.

In recent years, nonstationarity has been a topic of interest in hydrological frequency analysis due to the impact of anthropogenic climate change. To consider the time-varying statistical characteristics of hydrological data, many studies have been conducted on nonstationary at-site frequency analysis (NS-AFA). In regional frequency analysis (RFA), however, the application of nonstationarity is limited to several types of nonstationary index flood (NS-IF) models. The existing NS-IF models use the sample statistics as the site-specific scaling factor, which may lead to inaccurate quantile estimates. The main objective of this study is to propose the nonstationary population index flood (NS-PIF) model which uses unknown parameters as the site-specific scaling factor. In the NS-PIF model, the at-site population distribution can be assumed to be stationary or nonstationary generalized extreme value (GEV) distribution models. To determine an optimum at-site population distribution among the stationary GEV (ST-GEV) and several nonstationary GEV (NS-GEV) distribution models, the performances of the model selection methods such as the Akaike information criterion (AIC), the corrected AIC (AICc), the Bayesian information criterion (BIC), and the likelihood ratio test (LRT) were evaluated using Monte Carlo simulations. Proper model selection ratios and sample sizes were taken into account when evaluating the performances of the model selection methods. The results showed that the BIC performed best for the ST-GEV distribution model. In the case of the NS-GEV models, the AIC outperformed the other three methods for relatively small sample sizes. For large sample sizes, the best method depended on the type of NS-GEV distribution model. Based on the simulation results a simple guideline was presented to select an optimum GEV distribution model for at-site data. An NS-PIF model was developed by applying the NS-GEV distribution to the PIF model. Using Monte Carlo simulations, the performance of the NS-PIF model was compared to those of other existing models, including stationary AFA (ST-AFA), NS-AFA, stationary PIF (ST-PIF), and NS-IF. Five synthetic regions considering data trends were designed for four NS-GEV cases. The employed models were applied to these regions. To evaluate the model performance, the regional average values of the relative root-mean-square error and relative bias were calculated. The simulation results showed that the underestimation problems were solved in the NS-PIF model while the NS-IF models still have the problems. When evaluating based on the regional average value of the relative root-mean-square error, the NS-IF model with time-independent index flood and time-dependent regional growth curve (NS-IF 1) generally performed best in regions where all sites had the NS-GEV distribution with the time-dependent location parameter. In the case of regions where the types of GEV distributions and/or the trend signs were mixed, the NS-PIF model performed best for large sample sizes, while the ST-PIF performed best for small sample sizes. The applicability of the NS-PIF model was examined using annual maximum daily rainfall data. For five representative regions in South Korea, design rainfalls were estimated using the NS-PIF model and compared with those of other existing nonstationary models. In addition, Monte Carlo simulation based on actual data was conducted to evaluate the performance of the NS-PIF model. The results showed that the NS-PIF model performed best for homogeneous regions.
