In Korea, welfare demand is increasing due to low fertility and rapid aging, but the public welfare delivery system is not actively responding to rapidly increasing welfare demand. The local government maintains a passive system that only provides welfare benefits, which does not improve the sense of the citizens' welfare services as compared to the welfare budget increase. In order to solve the inefficiency and ineffectiveness of the public welfare delivery system, the government improved the delivery method of welfare services every time, but the blind spot in welfare service was not mitigated and confidence in the public welfare policy did not make much progress. In order to solve these problems, the government is converting the delivery method of welfare administration into visiting welfare service. Up-Myeon-Dong is a public delivery system with optimal conditions to provide the deepest welfare services to the local residents. By utilizing these advantages, Visiting welfare services have the implication of expanding and shifting from Up-Myeon-Dong to the main welfare center. To achieve this goal, a customized welfare team dedicated to welfare policy will be installed in all Ups-Myeons-Dongs. However, in order to find welfare blind spot and provide integrated welfare services, it is necessary to identify how the welfare of Up-Myeon-Dong is operating and to diagnose how to enhance the work efficiency. In order to accomplish this goal, this study empirically analyzed the factors affecting the effectiveness of welfare service for public servants in Up-Myeon-Dong
The results of this study are summarized as follows. First, the effectiveness of the welfare service to be visited is significantly correlated with the income level of the region, participation of local residents, degree of financial support, degree of administrative support, adequacy of human resources expertise of human resources, degree of support of private welfare and linkage within administrative agencies.
Second, the effectiveness of the welfare service is analyzed by the degree of income of the local area, the participation of the residents, financial support, administrative support, expertise of the human resources, linkage within the administrative agency, and linkage between administration and private sector.
Third, the factors affecting the effectiveness of welfare services are somewhat different between city and county. In other words, the effectiveness of welfare services in both city and county areas was found to have a significant impact on the expertise of the workforce, the degree of linkage within administrative agencies, and the degree of linkage between public sector and the private sector. In addition to these variables, the county district has a significant effect on the effectiveness of the welfare service.
Fourth, the importance of work were found to have a significant moderating effect on the degree of administrative support, degree of private welfare support, and degree of linkage between administrative and private sectors. In conclusion, in order for a welfare service to be successfully established, the expertise of human resources should be guaranteed, and the financial support of administrative agencies should be expanded.
Based on the results of this analysis, this study suggests that systematic professional education and placement of specialists in customized teams are necessary. In addition, this study proposes that the financial support for the customized welfare team of Up-Myeon-Dong should be expanded and the management manual should be developed to enhance the responsibility and consistency of the welfare administration.
