This thesis is the study on 42 Korean governors of the Japanese Government-General of Korea during the period of Japanese Colonialism. After the establishment of Residency-General and Japanese Government-General of Korea, Japan appointed the officials of Korean Empire in order to keep supply and demand of administrative officers necessary for the control of Joseon and to prevent confusion of domination policy. The objective was to turn Korean bureaucrats who cooperated with the annexation into the agents of colonization, and in the long term, to nurture pro-Japanese bureaucrats who actively performed the colonial government. The Korean governors who were appointed during the military reign were pro-Japanese, and they either showed a favorable impression of Japan's modern civilization through the oversea studying in Japan or were friendly towards Japan. The governors assigned to the cultural governance were either assimilated to Imperial Japan's modern civilization or replaced by those with executive abilities who cooperated with Japan's annexation of Korea. The governors, appointed during the reign of genocide, focused on their experience and executive abilities as professional bureaucrats. It can be divided into two classes: those who accumulated practical administrative experience from the bottom due to low educational background, and those with good educational background who graduated from Imperial University and passed the high civil service examination. The governors who were first appointed had varying age group from 36 to 66, and had been in official life for more than 20 years. Most of them were appointed as a governor around the age of 50. Among the 42 Korean governors, the most conspicuous feature was that 20 of them had studied abroad, accounting for 47.6% of the total. The figure considered the graduates of Imperial University of Tokyo or Meiji University, including dropouts and other high school graduates, and two of whom graduated from Military Academy in Japan, and one who studied in the US. In addition, those who graduated from private Japanese school or foreign school constituted 21.4%, and four (9.5%) passed the civil service examination conducted by Japan, as well as those from other Chinese classics or institution. Six of nine consecutive Korean governors during the military reign were appointed after the annexation during their service as Korean Empire governors, while the other three were selected among the bureaucrats of the Japanese Government-General of Korea. During the cultural governance, 13 candidates were appointed the governors after being Parliamentary councillors, and during the reign of genocide, 19 out of 20 candidates, except for Yoo Hong-sun who served as a governor of Gangwon province, used to be Parliamentary councillors. Most of these governors were already commissioned before the annexation and were promoted relatively quickly, while their incumbency varied from two months to 14 years with the average of two years and four months. One person served as a governor by changing the region at least once to at most three times. 26 out of 42 governors were elected to Jungchuwon Cham-Eui before or after retirement. Exceptionally, Lee Jin-ho and Um Chang-sup served as directors of the education and management bureau as Koreans, while Lee Jin-ho, Park Sang-jun and Park Jung-yang served as nominated members of Japanese Imperial Parliament after retirement. The Korean governors, who were assigned during the military reign, actively cooperated with the suppression of loyal troops before the annexation. Moreover, they took the initiative in pacification activities, induced to surrender, and maneuvered into conciliation. After the March First Independence Movement, they issued a warning and formed organizations including Chasunghwe and Chachedan to prevent the spread of disturbance within the jurisdiction. Furthermore, they promoted the appropriateness of the annexation through lectures, conferences, and contributions, and highly admired the colonial administrative policy and colonization of Japan. During the period of cultural governance, the Korean governors participated in the audit of Oriental Development Company to take the lead in the colonization business and served as board members or executive members of committees related to financial policy and economy. Since the early 1920s, they also got involved in Japanization, such as by establishing Joseon Educational Association, to undermine educational movements and to drag Koreans, who started Millip University Establishment movement and educational group, down within the system. In addition, they actively cooperated with the colonial policy of Japan by participating as trustees and directors of various government groups of the Japanese Government-General of Korea, including Iljinhoe, Kukmin Association(國民協會) and Dongminhoe(同民會). Even after the retirement, Korean governors were elected to Jungchuwon Cham-Eui to actively set forth their opinions on the advice of the Governor-General of Korea, and participated in Jungchuwon research association to report the situation of their research to the governor-general and to reflect on colony administration. During the Sino-Japanese War, they held the lecture in support of the war. Furthermore, they visited Japanese soldiers on the front of manchu area by organizing Huabei Imperial Troop Wimundan(北支皇軍慰問團) and Huabei Inspection Team(北支視察團), and actively engaged in surveillance activities for stabilization of wartime mobilization and control. As ‘conscription system’ was put into force in 1943 due to the expansion and prolonged war, the Korean governors started to promote conscription by emphasizing that Koreans were also Japanese loyal subjects, and joined the organizations for conscription to serve as the members of preparation and executive committees. In addition, they participated in National Spiritual Mobilization Federation to hold a symposium to promote the volunteer system and also stressed that the implementation of conscription was beneficial to Koreans. Besides, they participated as executive directors and trustees of extra-governmental body and private cooperation organization of the Japanese Government-General of Korea, such as National Total Joseon Federation and Joseon Battle Patriotic Association, to carry out aggressive war mobilizing human and material resources. Since the liberation on August 15, 1945, seven governors were remitted to the Special Investigation Committee of Antinational Activists under the Law on Punishment of Antinational Activities(反民族行爲處罰法) in August 1948, and 13 governors had already passed away before the establishment of the special committee. They were released early in the spring of 1950 or on bail and were discharged before the Korean war or were kidnapped to North Korean during the war. Considering the authority and position of the governor in local administration such as judicial and administrative powers, the governor was the head officer of all administrative actions regarding mobilization at least at the province. As the governor in charge of the wartime mobilization duties and administrative actions of the Japanese colonial era, cooperating with Japanese imperialism was the decisive action incomparable to prominent civilians.
