다문화가정의 역사가 20여 년이 지난 현재까지도 결혼이주여성들은 자녀를 완전한 한국아이로 키울 것인지, 아니면 자신의 모국문화와 언어를 함께 가르칠 것인지에 대한 양가적 상황에 대한 갈등을 겪기도 한다. 다문화가정의 다양한 문제를 해소하는 방안으로 가정 내 이중언어 사용과 교육이 절실히 필요한 시점이다. 그리하여 본 연구는 이중언어교육 경험이 다문화가정의 가족구성원에 미치는 긍정적 효과성과 이중언어 교육 경험에서 오는 어려움에 대한 연구결과는 관련기관의 이중언어교육 사업, 중앙정부 및 지자체의 이중언어교육 정책 수립시에 활용될 수 있을 것이다.
경북지역 다문화가정 자녀의 이중언어 교육경험에 대한 본 연구에 대한 결과는 긍정적인 측면과 문제점(이중언어 교육의 어려움 포함)으로 구분하여 다음과 같이 요약할 수 있다. 다문화가정 자녀의 이중언어 교육경험에 대한 긍정적 측면은 대략 여섯가지로 정리 할 수 있다. 첫째, 가족 간 소통과 친밀감 향상 둘째, 자신감 및 자긍심 향상 셋째, 자녀의 진로 및 진학에 기여 넷째, 엄마나라 언어와 문화이해 및 가족 간의 소통 기여 다섯째, 자녀의 학교생활에 긍정적 영향 여섯째, 자녀의 복합 정체성 형성이 긍정적 효과가 나타났다. 한편 다문화가정 자녀의 이중언어 교육경험에 대한 문제점(이중언어 교육의 어려운점 포함)으로는 대략 네 가지로 요약 할 수 있다. 첫째, 이중언어 교육의 인식 부재 및 교육방법의 어려움 둘째, 이중언어 강사의 전문성 부족 셋째, 학교에서의 이중언어교육의 필요성과 체계적인 교육적 지원 부재 넷째, 전문적인 이중언어 교재 및 교구의 부족이 이중언어 교육의 어려움으로 나타났다.
이상과 같은 연구결과를 토대로 다문화가정 자녀의 이중언어 교육과 역량을 제고하고 활성화하기 위하여 다음과 같은 네 가지 실천적 방안을 제시하고자 한다. 첫째, 이중언어 교육의 필요성과 중요성을 교육하는 여성가족부와 교육부의 공동지침서 발간 둘째, 정부 및 지자체 차원에서의 전문성을 갖춘 이중언어 강사의 양성 셋째, 학교 공교육의 일환으로 이중언어 교육 추진 및 글로벌 인재 양성 정책에 부합되는 현실적 지원 넷째, 이중언어 교육에 적합한 다양한 국가의 교재와 교구의 개발 및 보급 이상 네 가지가 실천적 방안이라 할 수 있겠다.

The phenomenon of international migration following the rise of neoliberalism has changed people’s lives in a variety of ways. South Korea began to see an increase in such migration flows in the 2000s, and marriage migration in particular, as many women started migrating for marriage and became members of their native husbands’ families. These trends resulted in the formation of a new type of family, i.e., “multicultural family.”
However, female marriage migrants have also faced practical difficulties arising within their families once these individuals from different ethnic, cultural, and linguistic backgrounds have become members of traditional families that uphold patriarchal values. They have suffered serious problems, such as difficulty adjusting to their new family, a lack of both fluency in Korean and understanding of Korean culture, and role overload as parent raising their children. For those women who migrated for marriage but are unprepared to raise children, childbirth and parenting have also posed serious obstacles to settling down in their early stages of post-migration.
Even 20 years after the history of the multicultural family began, female marriage migrants are still conflicted about whether to raise their children to be completely Korean natives or to teach their children their culture and language of origin. Recent studies have found that using and teaching a child more than one language can be a beneficial way to resolve a wide range of multicultural family problems. Based on these findings, this study takes a phenomenological approach to examining the positive effects of bilingual learning experience on children in multicultural families and a variety of difficulties that children in multicultural families encounter when experiencing bilingual education.
The results of this study found can be largely divided into the positive effects that the bilingual learning experience of children in multicultural families in the Gyeongsangbuk-do region has on the other family members, and the difficulties (negative aspects or problems) that those multicultural families face when teaching their children two languages. First, the bilingual learning experience of children in multicultural families in Gyeongsangbuk-do was found to have a variety of positive effects on the other family members: First, bilingual education helped improve communication and intimacy among the family members. Second, it also helped improve the self-confidence and self-esteem of all of the family members. Third, it helped the children navigate future career paths and prepare them for school. Fourth, bilingual education contributed to the children’s better understanding of their mothers’languageandcultureoforigin.Fifth,itpositivelyimpactedtheschoollivesofchildreninmulticulturalfamilies.Lastly,italsohadapositiveimpactintheshapingofthecomplexidentitiesofchildreninmulticulturalfamilies.
However, bilingual education also revealed a variety of negative problems or difficulties, as well as the above-described positive aspects. First, the parents had a lack of awareness of bilingual education and had difficulty understanding how to teach their children. Second, schools and other institutions suffered serious shortages of professional instructions in providing bilingual education. Third, currently elementary and middle schools in the Gyeongsangbuk-do provide only limited bilingual education and their systemic support is severely insufficient. Fourth, the lack of specialized bilingual educational materials and tools also led to difficulty teaching children multiple languages at home or school.
Based on the results listed above, this study intends to suggest four practical solutions to improve and promote bilingual education and linguistic capabilities in children in multicultural families. First, the Ministry of Gender Equality and Family and the Ministry of Education, government departments responsible for encouraging bilingual education and promoting its importance, should join their forces to publish general guidelines for bilingual education. Second, the government and local self-governing bodies should foster qualified and professional bilingual instructors. Third, bilingual education should be implemented as part of public education and practical support should be provided, which upholds the government policy of fostering global talent. Fourth, the government should make it an urgent task to develop and distribute a wide array of educational materials and tools suitable for bilingual education.
The experience of bilingual education in children in multicultural families is not only essential to the children’s personal growth and family communication, but it is also of great significance in that bilingual education can foster human resources that will help strengthen the country’s competitiveness in this global age. The central government and local self-governing bodies should redouble their policy efforts to provide support so that bilingualism will not end up being a mere “language used by the mother” or “language only used at home.”
