As the economic growth in the 1980s led to the change of consumption culture and consequently sparked people's needs to enjoy culture and arts to spend their leisure time, the government took supportive measures to satisfy the needs. In 1979, 95 culture and arts centers were established, and there was an increase in the number of these centers every year from then on. In 2016, there were 299 culture and arts centers. But problems with the management of culture and arts centers began to surface with the lapse of time, and a lot of studies were conducted to rectify the situation. According to the results of a survey on the state of performing arts released every year by the Ministry of Culture, Sports and Tourism and Korea Arts Management Service that is a foundation, the record of dance art was lower than that of other genres. The purpose of this study was, therefore, to examine the operating state of culture and arts centers in an effort to seek how to vitalize dance performances. This study largely dealt with five different areas: the manpower circumstances of performance facilities, the general situations of performance facilities, the state of operating performance halls, the budget operation of performance facilities and the performance record of the field of dance in performance halls. And region, operator and year were selected as demographic variables to make a comparative analysis of the trend in the changes of the variables. SPSS 21.0 was used to perform computational processing. The findings of the study were as follows: First, as for the manpower circumstances of the performance facilities, the numbers of workers in charge of administrative support, performance business, performance hall operation and stage techniques were larger in the regions of Seoul and Gyeonggi/ Incheon, and the rates of employees in charge of administrative support were relatively higher in the regions of Gangwon and Chungcheong. The rates of workers in charge of performance business were higher in Seoul and Gyeonggi/Incheon, and the rates of workers in charge of performance hall operation and stage techniques were larger in Gyeonggi/Incheon and Gyeongsang Province. Second, concerning the general situations of the performance facilities, the rate of using a ticket sales system stood at 53.5 percent overall on average, and that varied from region to region. The rate of adopting a membership system stood at a mean of 46 percent overall, and that differed according to region. Third, there were differences in the total number of performance days in the performance halls according to region, year and operator, and the rate of operating performance programs stood at 37.7 percent on average. Fourth, regarding the state of budget operation, total sales were higher in the private facilities than in the public ones, and the admission receipts were highest in the region of Seoul. Fifth, as to the performance record of the field of dance in the performance halls, the total yearly number of dance performance cases was a mean of 2.6. The total annual number of performance cases for special purposes was 0.8, and that of rental hall performance cases was 1.8. In regard to the number of performance days, the total number of performance days was a mean of 3.3. The total number of performance days for special purposes was 1.2, and that of rental hall performance days was 2.2. The total annual frequency of dance performances was a mean of 3.9. That of performances for special purposes was 1.6, and that of rental hall performances was 2.3. Concerning the rate of paying audience in the area of dance, it stood at a mean of 15.2 percent, and was highest in Seoul. Given the findings of the study, there are some suggestions: First, a manual on how to secure more professionals needs to be prepared because the administrative staff of the performance facilities was in reverse proportion to the personnel in charge of performance business. Second, the introduction of a sales system is required to improve the accessibility of local residents, and how to apply a different membership system to each genre should be considered to attract more consumers of performing arts. Third, human resources who will be responsible for performance business should be secured to increase the rate of operating the performance facilities. Fourth, the public sector will need to introduce or apply the operating methods of the private sector in part in order to raise the rate of return. Fifth, the number of dance performance days and the frequency of dance performances were lower than the number of dance performance cases. It implies that dance performances are given just on a temporary basis. Performance facilities that are tailored to the specificity of the genre of dance are necessary, and careful performance planning and assistance from the government are both required to ensure the continuity of dance performances.
