One of the most noticeable changes in population in the Seoul metropolitan area may be Seoul's population outflow. In particular, despite the government's expanded public housing policy, residential mobility among newly married couples in the Seoul metropolitan area is becoming noticeable. This phenomenon has continued in recent years, and the released population has been moved to neighbor areas such as Gyeonggi Province and Incheon, which have a significant impact on the establishment of residential policies of each local government in the Seoul metropolitan area. Therefore, this study examines the distribution characteristics of newlyweds in areas where they are mainly located in Seoul metropolitan area, and analyzes economic characteristics that affect the selection of locations and housing types to develop the improvement and implications of the current public housing policy for newlyweds.
According to the analysis, apartment residents were the largest in the Seoul metropolitan area, but the high housing prices of Seoul and the supply of new housing sites of Gyeonggi Province led to more people living in the row housings in Seoul. 82.9% of newlyweds in Jeonse were subject to public housing policies, and most of them were burdened with heavy housing costs of around 30% of RIR. Newlyweds with insufficient accumulated assets have been pushed out to suburbs due to high housing prices. The specific details of each variable showed that, first, the higher the income, the more likely it is to live in apartments in Gyeonggi Province than apartments in Seoul. In Seoul, the high housing prices and lack of new supply leave as only option to choose row housings rather than apartments. Also, in Gyeonggi Province, it is possible to select apartments with a lot of new supplies through the development of large-scale housing sites. Second, it was found that is more probable higher amounts of loans in all other alternatives than apartments in Seoul. It is estimated that this is due to the relatively high accumulation assets or support from parents and relatives of apartment residents compared to the deposit amount. Finally, the more likely it is to use a Government-supported loan as residents in Seoul, so it’s expected that the housing financial support for newlyweds in Seoul should be expanded.
The implications of this study are : In terms of housing supply, it is necessary to expand the supply of affordable public rental housing for newlyweds. To ease the burden of housing costs for newlyweds, the large-scale supply of such public housing is needed through the development of housing sites in the Seoul metropolitan area. In terms of improvement of the system, it is necessary to diversify the residential criteria for public and private construction houses. The newlyweds need convenient and economic access to find housings, according to their income level and whether they are using a government-supported loan or not. In Seoul, it is necessary to establish an additional support policy for the stabilization of newlyweds through a strategic approach to prevent the outflow of the population of newlyweds with housing problems.
