본 논문은 인적자원 관리 프로세스를 위험범주로 정의하였고, 위험범주의 항목으로는 PMI(Project Management Institute)의 PMBOK(Project Management Body of Knowledge) 가이드 6판의 지식영역별 프로젝트관리 프로세스를 참고하여 인적자원관리 프로세스인 자원관리계획, 자원산정, 자원 확보, 팀 개발, 팀 관리, 자원통제를 위험범주로 채택하였다.
실증연구를 위해 연구방법으로 델파이(Delphi)기법과 계층화분석과정(AHP) 방법을 채택하였다. 델파이 기법을 적용하여 프로젝트 관리자 또는 리더로 종 사중인 전문가 11명을 대상으로 1, 2차 조사가 진행되었고 프로젝트 인적자 원관리의 프로세스 기반으로 위험요인을 총 17개를 최종 도출하였다. 이 과정에서 위험범주가 6개에서 5개로 통폐합되었으며, 변경된 위험범주는 기획, 자 원확보, 팀 개발, 팀 관리, 자원통제이다.
계층분석과정(AHP)방법을 적용하여 프로젝트 관리자 또는 리더로 종사중인 전문가 33명으로부터 위험범주별로 도출된 위험요인의 일관성 검증, 상대적 중요도와 종합분석을 통하여 프로젝트 인적자원관리에 대한 위험요인의 우선 순위를 도출하였다.

To identify risk factors that may arise on the basis of human resource management process in risk identification, which is a planning stage in project progress. Most of the previous studies on human resource management focused on outsourcing, contracting, communication, leadership, risk factors, and development of evaluation indicators. In other words, the research on the risk factors based on the human resource management process in the project is not enough, and this is one of the reasons why the researcher made the empirical study.
This paper defined the human resource management process as a risk category. In addition, the risk categories of resource management plan, resource calculating, securing resource, team development, team management, and resource control in the process of human resource management were adopted based on the project management process by knowledge factors of Project Management Body of Knowledge (PMBOK) guide of the PMI (Project Management Institute) 6th edition. For the empirical study, Delphi method and AHP method were adopted as research methods. The first and second surveys were conducted for 11 experts who were working as project managers or leaders using the Delphi method. Finally, 17 risk factors were derived based on the process of project human resource management. In this process, risk categories were merged from 6 to 5, and the changed risk categories are planning, securing resources, team development, team management, and resource control.
Priority of risk factors for project human resource management was derived through the verification of consistency, relative importance and comprehensive analysis of risk factors derived from risk categories from 33 experts working as project managers or leaders by applying hierarchical analysis process (AHP).
The three most important factors based on 17 identified risk factors of the project human resource management process through empirical studies are 'Team management error due to lack of communication skill of PM and team leader' in the team management process, 'Errors in planning due to lack of precise scope of project identification', in the planning process, 'Error in team development due to PM and team leader' s work and technical underestimation of team development process’ in the team development process.
