Not only is the age when they first commit a crime getting lower, but their crimes are increasingly collective and as ferocious as adult crimes. Every time when such juvenile crimes happen, the government makes a lot of measures including a special crackdown session. They are, however, difficult to achieve effectiveness. One of strong measures is to review the idea of lowering the age of criminal responsibility. Even though times have changed, the tendency of being tolerant to juvenile crimes unlike adult ones remains. Juvenile crimes happen in large numbers, but people tend to find their causes in external factors such as the characteristics of immature and unstable adolescence and the family and social environments instead of personal internal factors.
