This study examined the development scheme of the small and midium-sized enterprises(SMEs) financial support polices in Korea. To this end, prior studies analyzing policies for supporting the SMEs were referred to, but they were designed to analyze problems in financial support rather than effects from support and suggest improvement measures. As a result of this study, the problems with the financial support policy for the SMEs were shown below. First, there are often overlapping the polices of the SMEs financial support system. In Korea, the size of small and medium-sized businesses' policy financing is very high compared to advanced countries, but the level of duplicate support is seen as serious. With a small number of the SMEs receiving the benefits more than 50 times to the average. The purpose of the formation of each fund is different, but overlapping projects between funds are taking place through the establishment of the operation plan of the responsible departments. Second, it is a matter of easy evaluation standards and partial support for specific industries. The reality of the current financial support ecosystem is that competitive the SMEs and it's owners can be disadvantaged depending on the situation of the entire industry. According to evaluation standards, only the upper limit based on sales volume of each industry is set and the limit is not accurately calculated. Under these conditions, current funding is providing policy support that is close to a line-up on a first-come, first-served basis. Third, the financial information of the SMEs is less reliable. To ease the burden of the SMEs, limiting the scope of external audits to companies larger than a certain size resulted in the government providing incentives for accounting distortion to the SMEs. The government reducing tax revenues and reducing the reliability of financial data for the SMEs in the private financial market. This creates an asymmetry of information, and the SMEs incur relatively higher interest costs or lower loans than large companies. In addition, problems caused by poor follow-up management, consistency of policy and financial support, serious moral hazard problems such as the prevalence of low and low-income people are emerging. Fourth, it is necessary to enhance the sense of responsibility of the beneficiary company and its management. To enhance business ethics of the SMEs, continuous education should be provided through all channels, including online and offline. To enhance ethical awareness of management and employees, and social monitoring of corporate ethics should be conducted. As such, the government's financial support policies for the SMEs will be gradually improved and developed to form social consensus, laying the foundation for the government, large businesses, the SMEs and it's owners to live together by forming a sound financial ecosystem. The limitations of this research are that it analyzed the financial support policies of the SMEs in Korea based on the literature research. Further supplementation through future surveys and empirical analysis is expected to overcome the limitations of this study if the empirical case is supplemented by the feedback proposed in this study.
