With the rapid changes in manufacturing environment with Information and Communication Technology, SMEs (Small and Medium Enterprise) need an agility to adopt ICT (Information and Communications Technology) to overcome their lagging global competitors from the perspective of smart manufacturing with increases in flexibility, productivity, quality, on time delivery and customer satisfaction. Globally, in terms of smart factory adoption, Germany is leading with industrie 4.0 slogan in the worldwide since 2011. In Korea, since June of 2014, SMEs started to adopt the initial level of smart factory with government's positive support from bare ground with manual operation, and no data collection and analysis. And as of Dec. 2016, 2,800 of SMEs adopted smart factory systems. Two words, smart factory and smart manufacturing will be mentioned hereafter with the same meaning. They are leading innovators with an excellent post implementation feedback from recent survey in 2017. However SMEs may need to think, whether or not they are doing the right things and doing it the right way to address best practice for SMEs, who were so long outside from ICT benefit and had financial difficulties unlike other competitive global SMEs and domestic big companies having already advanced information systems (MES, ERP, SCM, and PLM), and shop floor automation for data collection and control using robots etc. So, to bring the right approach from the beginning it may need to assess current smart factory level of SMEs, who are looking for their first smart factory adoption or next level advancement and realize the most effective smart factory implementation. In general, SMEs' innovation effort and globally competition strategy are not reasonable or realized due to not only low level of ICT environment, at their shop floor but less optimized in view of manufacturing process. And they have been much dependent on their big partner companies for many years with vertical and inappropriate business relationship since 1970s'. Recently many SMEs are eager to acknowledge their situations seriously, to understand current smart manufacturing levels and try to improve their smart manufacturing levels to gain more productive results and business reliabilities based on ROI (Return On Investment) basically. In order to provide the practical assessment model based on 160 SMEs' performance analysis in 2016 with feedbacks from smart factory professional consultants about creating a check list for assessment model, it reviewed manufacturing companies and models in Germany and US in view of smart manufacturing readiness and maturity assessment. The new model shows calculated results about Smart Factory Maturity Level (SFML) including newly categorized domains and extended factors for the reasonable assessment in improving up manufacturing SMEs in Korea. The smart factory maturity of SMEs in Korea is defined roughly in 5 levels (No ICT, Basic, Mid-1, Mid-2, and Advanced) designed by Korea Smart Factory Foundation (KOSF). Those levels are differentiated depending on the maturity of SMEs' smart factory implementation in favor of generally evaluating whether what business systems (MES, ERP, PLM, and SCM) are adopted, functions, system integration and machine control, but not evaluating process, integration, data collection and its utilization rate, organization, security, and Overall Equipment Effectiveness (OEE), which must be evaluated for smart manufacturing. Therefore this dissertation proposes a new smart factory assessment model, which comprises of 6 domains, Organization, System, Process, Integration, Equipment and Data. For the justification, It analyzed several factors including satisfaction, productivity, on time delivery, cost saving etc after smart factory implementation of SMEs. And It collected the feedbacks from smart factory experts about reasonable approaches of smart factory assessment and adjusted with various information. Eventually the maturity of smart factory and Government strategy to promote SMEs' manufacturing performance efficiently is more important than ever, with advanced controls and real time data analysis in view of rapidly changing manufacturing facilities using sensors and robotics etc. Furthermore, strategical approach and implementation for smart manufacturing is more becoming complex and various with all connected machines. Therefore, SMEs need to stay at high level of competency to make smart decision and investment for the greatest benefit from their business situation as always. In Korea, Ministry of Trade, Industry and Energy (MOTIE) announced recently that 30,000 SMEs will be ready for smart factory system by 2025. Having SMEs recognize their smart level of before & after manufacturing innovation is very important in acquiring their global competency and improving credibility. The proposed assessment model in this dissertation will be very helpful in supporting SMEs' efficient smart factory system implementation and in improving their stable production providing reliable products to their customers and quality evaluation, and in advancing for stepwise improvement from basic to most advanced level, which will be eventually Cyber Physical System with Artificial Intelligence and Predictive Analytics.
