The purpose of this study was to explore third-person effect when young people use webtoons, the internet-based comics. And this study examined that third-person effect support the regulations for webtoon. A total of 240 middle and high school students participated in the survey. The results showed that third-person effect increases in the connection with social distance. The respondents perceive that Webtoons give more negative impact on the average adults than themselves, more negative impact on the peer friends than the average adults, and more negative impact on children and younger adolescents than the peer friends. Attitudes toward webtoons such as content evaluation of webtoons and intention to use webtoons continuously are variables that predicted the biased perception of using webtoons. The more negatively they think about Webtoons, the more they perceive the webtoons have a greater negative impact on adults, peers, children and younger youth than themselves. However, the demographic characteristics, audience characteristics, and time and frequency of using webtoons did not affect the third-person effects. In addition, third person biased perception based on social distance was a predictive variable for the support of Webtoon regulatory such as review reinforcement of webtoon content. And it is confirmed that the more negative the content of the Webtoon, the stronger the content review and the more comprehensive regulation. On the other hand, the middle and highschool students to continue to use Webtoon did not support review reinforcement or overall regulation. The cognitive prejudice that adolescents and children younger than themselves will be affected by negative webtoons has also been found to influence the regulatory support of webtoons.
