유네스코(UNESCO)가 2013년에 발표한 보고서에서 “창조산업은 현재 세계경제 속에서 성장속도가 매우 빠른 산업 중 하나로서 수익창출, 취업, 수출면에서도 화려한 두각을 나타내고 있다”라고 밝혔다. 창조산업에서 디자인기술은 막강한 힘을 발휘하고 있으며 개인의 창의력과 기량, 천부적 자질을 가장 잘 구현해낼 수 있는 도구가 된다. 그 무엇과도 대체할 수 없는 이러한 독보적인 기술은 기업 발전의 원동력이되었고 지적재산권의 개발과 보호를 통해 부와 일자리를 창출해낸다. 인류문명이 발전하는 과정에서 매 순간마다 인간의 제반활동과 디자인은 필수불가결한 관계를 맺어왔다. 디자인기술과 사회발전은 밀접한 관련이 있어 상호 상승효과를 일으키는데, 특정 시대의 경제, 기술, 문화를 반영하기도 하고 특히, 우수한 디자인은 사회의 발전을 촉진하기도 한다. 오늘날의 디자인은 어느 곳에나 존재하며 경제사회 발전과 긴밀한 관련이 있으므로 그 의미가 더 크다. 각 국가뿐만 아니라 대기업들도 디자인에 대한 각별한 관심을 보이며 디자인을 중요한 전략적 도구로 삼고 있다. 따라서 국가 및 기업의 디자인 발전 과정과 영향을 주는 요인에 대한 연구는 매우 중요하다. 각 국가나 기업들 간의 디자인에 대한 특징, 발전 패러다임, 공통점 및 차이점을 비교분석하는 것은 상당한 학술적 가치와 함축적인 의미가 있다. 본 연구에서 한국과 중국, 이 두 나라의 디자인을 비교분석하는 이유는 한국은 대표적인 신흥공업국이고 중국은 대표적인 개발도상국이며 양국이 비슷한 문화권에 속해 있어 디자인 발전 과정에서 나타나는 유사점과 차이점이 모두 존재하기 때문이다. 본 연구에서는 전통적 디자인 역사에 관한 연구와는 달리 디자인의 발전과정을 역사적으로 살펴보면서도 시대, 사회, 인문, 경제변화 및 역사적 사건과 연관 지어 연구를 진행할 것이다. 이를 통해 디자인산업 역사의 논리적 법칙과 발전 추세를 잘 구현해내고자 한다. 또한 경제, 과학기술, 문화교육, 사회, 역사에 대한 이해를 디자인 행위의 이해와 결합하여 창조산업 발전의 연구 방법에 따라 경제적, 문화적, 과학적, 지적재산권이 4가지 요소로 나눠 각각이 디자인산업에 미친 영향을 연구할 것이다. 분석연구를 진행하기에 앞서 한·중 양국의 디자인 발전 과정을 다음과 같이 4단계로 나누었다. 한국은 맹아기(1945∼1976), 발전기(1976∼1988), 성숙기(1988∼1999), 부흥기(1999∼현재)로 나뉘고, 중국은 모색기(1978∼1987), 발전기(1988∼1994), 성숙기(1995∼2000), 부흥기(2001∼현재)로 나뉜다. 본 연구에서는 양국의 디자인 발전과정을 종합분석한 후 앞서 서술한 4가지 요소가 디자인산업 발전에 어떠한 영향을 미치는지를 분석하고 그 경로와 정도가 다르다는 것을 밝히고 있다. 경제적 요소에는 소득효과, 대체효과, 인적자본효과, 업계경쟁구조, 국제적 추세 및 정부추진 효과라는 6대 경로가 있다. 이 경로는 수요, 공급, 업종, 시장을 포함한다. 문화적 요소에는 본토문화, 외래문화, 이 두 가지 문화의 결합, 지역사회(커뮤니티) 지향효과라는 4가지 영향 효과가 있다. 그러나 과학기술, 지적재산권 보호 이 두 가지 요소의 영향력이 더 직접적이고 두 나라에 미친 영향도 대체로 비슷하다. 따라서 한·중 양국의 디자인산업 발전과정에서 나타나는 차이점은 주로 경제적·문화적 요소에서 나타난다. 구체적으로 설명해자면, 디자인 발전과정에서 한국은 ‘모방가공-정부추진-시장주도’ 순(順)인 역피라미드 형태로 세 단계에 걸쳐 발전했고, 중국은 ‘내수증가-모방가공-정부추진-시장주도’ 순(順)인 피라미드 형태로 네 단계에 걸쳐 발전했다. 디자인 발전 초기에 한국과 중국은 각각 외부적 공급요인과 내부적 내수요인으로 인해 발전이 촉진되었다. 이처럼 양국은 초기 원동력이 달랐기 때문에 디자인의 발전 방식도 다르고 심지어 모든 디자인산업의 발전 과정 중 지속적이면서도 큰 영향이 되고 있다. 경제적·문화적 요소 측면에서 보면 외부요인과 외래문화의 영향이 한국의 경우에는 매우 두드러지지만 중국의 경우에는 그리 크지 않다. 따라서 중국 외자기업은 기업 수, 기업 종사자, 자본 규모 할 것 없이 중국 국내 기업과는 비교할 바 못되며 외래문화 또한 본토문화 만큼의 영향력이 크지 않다. 이외에도 양국 디자인산업의 개방 정도와 산업 구조 및 정부 추진력에서도 매우 큰 차이를 보이고 있다. 따라서 중국은 한국의 디자인산업 발전 경험을 귀한 본보기로 삼아 교훈을 얻어야 할 것이다. 이를 위해 다음과 같은 3가지 정책을 제시하고자 한다. 첫째, 중국은 디자인산업의 대외 개방을 강화하여 시장주도형 국가 디자인산업 체계를 점진적으로 구축해나가야 한다. 중국 정부는 디자인과 디자인산업의 발전 촉진을 위한 일련의 정책과 조치를 마련했을 뿐 아니라 전문조직과 기관도 설치했지만 한국과 같이 디자인을 국가 전략(Korea design,Design power)으로까지 발전시키진 않았기 때문에 중국의 대외개방이 한국처럼 활발하게 이루어지지 못했다. 이외에도 일부 업종의 독과점으로 인해 디자인의 시장주도 효과가 충분히 발휘되지 못했다. 따라서 중국은 디자인산업 교육의 국제화정책을 포함한 대외개방 정책 실시를 한층 더 강화하고 이를 기본 국책으로 견지해야 할 필요가 있다. 둘째, 중국은 디자인산업 영역의 산업 구조를 한층 더 최적화하고 기업의 기술 혁신 및 브랜드 전략을 촉진시켜 경제성장과 국가 경쟁력을 높이기 위한 디자인산업의 잠재력을 이끌어내야 한다. 디자인은 혁신과 국가 경쟁력에 있어 관건이 되는 소프트 파워 중 하나로서 사회 시스템과 자원배분을 가장 능률적으로 활용할 수 있으면서도 문화 확립과 지역간 소통을 이끌 수 있는 매우 유력한 조치이다. 현재, 중국은 국가적 측면의 디자인 정책 결핍, 디자인 능력과 관련 업계의 낮은 발전 수준, 통합 시스템 및 역량 미(未)형성, 비교적 낮은 수준의 디자인 산업화 및 경제적 효율 등의 문제가 있으므로 이에 상응하는 조치가 필요하다. 디자인 산업 양성과 상공업계 디자인 혁신 능력을 강화하고 디자인 자원을 활성화하여 디자인 관련 교육 수준과 디자인 규모 경제 및 산업화를 제고시킬 뿐만 아니라 공공 서비스 분야에서 디자인적 사고 전략이 그 역할을 다 할 수 있도록 대대적인 노력을 기울여야 한다. 하지만 이를 실현하기 위해서는 발전 전략에 최적화된 국가 디자인 정책을 제정하고 산업구조 조정과 기업의 과학기술 혁신과 브랜드전략을 촉진해야 할 것이다. 이를 통해 알 수 있듯, 산업구조의 최적화와 기업의 과학기술 혁신은 향후 중국의 디자인산업 정책에 큰 영향을 줄 것이다. 셋째, 중국은 ‘디자인흥국(디자인으로 국가를 부흥시킨다)’ 전략을 실시하고 ‘국가 디자인발전원’을 설립하여 중국 창조산업을 촉진해야 한다. 중국은 한국의 사례를 본보기로 삼아야 한다. 한국 디자인진흥원은 한국정부의 전면적 지원과 전략적 정책으로 세워졌다. 진흥원은 여러 활동을 통해 디자인에 대한 한국 국민들의 인식을 제고시켜 창조산업에 매우 중요한 역할을 하고 있다. 한국 디자인진흥원은 전략적 핵심 디자인기관을 설립하기 위해 국가적 디자인 인프라와 전문적인 데이터베이스를 구축하여 디자인 정보 교류에 기초가 되는 장(場)을 제공하였다. 이는 기업 투자 확대 및 디자인 연구 개발 업무 촉진, 디자인산업의 기초 개발 추진, 소비자의 소비문화 및 기업 경쟁력 제고를 통해 새로운 국가 이미지와 브랜드 가치를 창출함으로써 동아시아를 주도하는 국가 발전 전략 계획을 세우기 위함이다. 따라서 중국 또한 ‘디자인흥국’을 국가의 중요한 전략으로 삼아야 한다. 디자인의 주요 경쟁력은 주로 사회 생산력, 혁신 원동력, 문화 소프트 파워, 국가 경쟁력에서 나타난다. 중국이 디자인 대국(大國)에서 디자인 강국이 되려면 가장 기본적인 것부터 노력해야 한다. 국가 디자인 전략은 국가의 미래 발전 방향과 우리가 이루고자 하는 국가의 전략적 문제와 긴밀히 연결되어 있다. 중국의 문화와 국가 정신을 더욱 확대하려면 세계적인 안목과 과학적 방법이 필요하다. 본 연구에서 제시한 의견이 중국 디자인산업의 빠른 발전에 도움이 되고 세계 디자인 발전에 크게 기여하길 바란다.

The report released by the UNESCO in 2013 points out: “The creative economy is one of the most rapidly growing sectors of the global economy. It is also a highly transformative one in terms of income generation, job creation and export earnings.” Playing an important role in creative industry, design art can most reflect individual creativity, skills and talent. It is such non-substitutable skill that serves as the driving engine for enterprise development, and brings profits and jobs through the development and protection of intellectual property rights. Throughout the entire development process of mankind, critical thinking and design become an important part. Closely linked with social development with mutual complementation, design techniques reflects the elements in economy, technology and culture of an a country on one hand, and premium design can promote social progress and development on the other hand. Nowadays, due to its increasingly intimate relationship with economic and social development, design becomes more usual than ever. With extraordinary emphases on design, all countries and large-size enterprises take design as major strategic means. Accordingly, to study the design evolution and contributing factors of countries and enterprises is of crucial significance and analyze and compare the characteristics, modes of development, common ground and differences among countries or enterprises makes some academic and policy-based sense. As such, we choose two representative countries to conduct the analysis, South Korea and China, because South Korea is a representative newly industrialized country while China is the world’s largest development country, and moreover they share the same cultural root and system. There are many similarities and differences in design in the two countries. In terms of research methodologies, this paper differs from the traditional study on the history and evolution of design. In addition, it goes one step further by exploring various social, economic, cultural and historical factors that influence the development of design, in order to understand the overall development process and capture its patterns. Thus, in this paper, we employ a multi-factor approach and study the effects of four groups of factors: economic factors, cultural factors, scientific and technological factors, and factors related to protection of property rights. Before the analysis, it makes sense to identify South Korea’s and China’s design development in four stages, respectively: South Korea has experienced embryo (1945-1976), development (1976-1988), maturation (1988-1999) and effloresce (1999-present), while China experienced exploration (1978-1987), development (1988-1994), maturation (1995-2000) and effloresce (2001-present). Examining their effects, we find that all of the four groups of factors have exerted impact in each stage, although the channels and their magnitudes differ across stages. For economic factors, the effects are reflected in the following six channels: income effect, substitution effect, human capital effect, structure of industrial competition, international trend of development, and effect of government promotion. For cultural factors, the effects are reflected in the following four channels: native culture, foreign culture, combination of native and foreign culture, and community-oriented culture. As for the other two factors, since their impacts are more direct, there is little difference between South Korea and China. As a result, their differences in design development lie in economic and social factors. More specifically, in the development process of design, we find that South Korea has experienced an inverted pyramid pattern of “imitation processing – government promotion – market-based system”, while China experienced an inverted pyramid pattern of “pull by domestic demand – imitation processing – government promotion – market-based system.” It is straightforward to notice that South Korea (China) replies on external (internal) forces for its initial design development. Moreover, the impact of these different driving forces has persisted throughout the entire process. For the effects of economic and cultural factors, external forces or foreign culture stand out as vitally important. However, the same cannot be said for China, as the number of foreign enterprises, its number of employees and the sales turnover are far less than domestic counterparts, and the impact of foreign culture on design is far inferior to that of native culture. Moreover, the two countries have also demonstrated significant differences in the degree of openness to outside, structure of industrial competition and the effects of government promotion for design. Through our detailed analysis, we believe that South Korea’s practice in design industry can generate some useful implications for China. We summarize them into the following three suggestions: First, China should further open up its design industries, and gradually establish a market-based national system of design. In recent years, the Chinese government has made many attempts in promoting the development and globalization of the design sector by formulating industrial policies and setting up professional organizations and associations. Despite these attempts, unlike Korea’s practice (“Korea design, Design Power”), design has not become a national strategy in China, and its degree of openness to the outside world is still inferior. Moreover, there is a widespread phenomenon of certain monopoly in the design sector which has resulted in market failure. Therefore, we believe that further opening up and globalization in designs should be one basic national policy for China. Second, China should further optimize its industrial structure in designs, and promote product innovations and firm branding, in order to give design’s full play into China’s economic growth and boost its competitiveness. It is well known that design is a key in pushing for innovation and enhancing competitiveness for a country, and it also helps to efficiently allocation resources in its economy. It is a deniable fact that China has yet had national-level design policies and a unified design system, design capability is weak, industrial development is immature, and economic efficiency is low. Thus, China should further optimize its industrial structure in designs, promote product innovations, establish firm brands, improve the quality of design education, and expand economic scales of the design industry. It is also a highly transformative one in terms of income generation, job creation and export earnings.” Playing an important role in creative industry, design art can most reflect individual creativity, skills and talent. It is such non-substitutable skill that serves as the driving engine for enterprise development, and brings profits and jobs through the development and protection of intellectual property rights. Throughout the entire development process of mankind, critical thinking and design become an important part. Closely linked with social development with mutual complementation, design techniques reflects the elements in economy, technology and culture of an a country on one hand, and premium design can promote social progress and development on the other hand. Nowadays, due to its increasingly intimate relationship with economic and social development, design becomes more usual than ever. With extraordinary emphases on design, all countries and large-size enterprises take design as major strategic means. Accordingly, to study the design evolution and contributing factors of countries and enterprises is of crucial significance and analyze and compare the characteristics, modes of development, common ground and differences among countries or enterprises makes some academic and policy-based sense. As such, we choose two representative countries to conduct the analysis, South Korea and China, because South Korea is a representative newly industrialized country while China is the world’s largest development country, and moreover they share the same cultural root and system. There are many similarities and differences in design in the two countries. In terms of research methodologies, this paper differs from the traditional study on the history and evolution of design. In addition, it goes one step further by exploring various social, economic, cultural and historical factors that influence the development of design, in order to understand the overall development process and capture its patterns. Thus, in this paper, we employ a multi-factor approach and study the effects of four groups of factors: economic factors, cultural factors, scientific and technological factors, and factors related to protection of property rights. Before the analysis, it makes sense to identify South Korea’s and China’s design development in four stages, respectively: South Korea has experienced embryo (1945-1976), development (1976-1988), maturation (1988-1999) and effloresce (1999-present), while China experienced exploration (1978-1987), development (1988-1994), maturation (1995-2000) and effloresce (2001-present). Examining their effects, we find that all of the four groups of factors have exerted impact in each stage, although the channels and their magnitudes differ across stages. For economic factors, the effects are reflected in the following six channels: income effect, substitution effect, human capital effect, structure of industrial competition, international trend of development, and effect of government promotion. For cultural factors, the effects are reflected in the following four channels: native culture, foreign culture, combination of native and foreign culture, and community-oriented culture. As for the other two factors, since their impacts are more direct, there is little difference between South Korea and China. As a result, their differences in design development lie in economic and social factors. More specifically, in the development process of design, we find that South Korea has experienced an inverted pyramid pattern of “imitation processing – government promotion – market-based system”, while China experienced an inverted pyramid pattern of “pull by domestic demand – imitation processing – government promotion – market-based system.” It is straightforward to notice that South Korea (China) replies on external (internal) forces for its initial design development. Moreover, the impact of these different driving forces has persisted throughout the entire process. For the effects of economic and cultural factors, external forces or foreign culture stand out as vitally important. However, the same cannot be said for China, as the number of foreign enterprises, its number of employees and the sales turnover are far less than domestic counterparts, and the impact of foreign culture on design is far inferior to that of native culture. Moreover, the two countries have also demonstrated significant differences in the degree of openness to outside, structure of industrial competition and the effects of government promotion for design. Through our detailed analysis, we believe that South Korea’s practice in design industry can generate some useful implications for China. We summarize them into the following three suggestions: First, China should further open up its design industries, and gradually establish a market-based national system of design. In recent years, the Chinese government has made many attempts in promoting the development and globalization of the design sector by formulating industrial policies and setting up professional organizations and associations. Despite these attempts, unlike Korea’s practice (“Korea design, Design Power”), design has not become a national strategy in China, and its degree of openness to the outside world is still inferior. Moreover, there is a widespread phenomenon of certain monopoly in the design sector which has resulted in market failure. Therefore, we believe that further opening up and globalization in designs should be one basic national policy for China.
