To achieve this objective, this study discusses the theoretical discussion of regional cultural industries for sustainable development of cities in a more systematic and comprehensive manner.
This chapter first examines the theoretical discussion of small and medium cities that seek to improve the quality of life of regional people as a good city to live in. Furthermore, it examines the sustainable development of cities and their relationship to culture. It also recognizes that culture and civilization are important for sustainable urban development. Through this, this study will consider theoretical discussions that emphasize the promotion of cultural diversity. Finally, as an economic system for sustainable development of cities, the regional culture industry includes theoretical discussion that respects the core value of regional cultural resources and achieves ecologically balanced economic development.
Through these discussions, this study presents the analysis framework for empirical research of regional cultural industries for sustainable development of cities as four: the enhancement of the value and recognition of tangible and intangible cultural heritages, the status and support policy for the regional cultural industry ecosystem, the promotion of cultural rights and cultural diversity, and the promotion of creative talents.
This study selects the target cities of domestic and foreign case studies as Kanazawa, Sasayama in Japan, Hangzhou and Suzhou in China, Icheon and Daegu City in Korea in order to examine cases of revitalizing the local cultural industry and applies these analysis frame. Regional cultural industries that are realized in the regional context are distinguished by the type of regional culture industry model for sustainable development of cities, as they represent different types depending on the value of local cultural assets and environmental factors around them. In this chapter, the analysis framework above is used to examine the measures for revitalizing the regional culture industry of each case city, and to present the implications of drawing up measures for promoting the local cultural industry for sustainable development of the city.
Chapter 4 analyzes the status of the regional culture industry in Jinju city's folk arts sector, the scale of the cultural industry and the status of public support. In this chapter, the general status including historical and cultural background of Jinju area, the background and type of transfer of regional cultural assets, cultural and industrial status and art activities are reviewed, and the status of Jinju City's cultural industry support policy is analyzed to present the implications of Jinju's cultural and industrial policy analysis. Through this research, this study intends to demonstrate that the government should not pursue such policies because measures to foster cultural industries in metropolitan and metropolitan areas, such as the creation of a cluster of cultural industries in small cities with a population of less than 500,000, could result in the creation of a regional economy in danger or waste of resources.
Based on the above discussion, the study puts forward the Living Culture and Arts, Performance Arts-centered model in the basic direction of promoting regional culture industry for sustainable development in Jinju City. The plan for revitalizing the cultural industry based on the Living Culture and Arts, Performance Arts-centered model is presented with the systematic record and management of cultural heritages, the establishment of an ecosystem of performing arts-based cultural industries, the distribution of cultural and arts education centered on living culture, and the establishment of a public education system for fostering professional and artistic personnel. Finally, the policy directions for promoting the regional culture industry in small cities are presented to enhance cultural practice, establish a regional cultural ecosystem, introduce a policy for encouraging cooperation among citizens and to organize a talent training program.
This was to demonstrate through this study that this policy approach to creating an atmosphere in which various experiments and creative challenges are respected is necessary for sustainable development of cities.
