도시철도사고에서 발생하는 사고의 비중이 높은 것은 운전종사자의 기기취급부주의와, 인적오류에 의한 사고가 발생되었다는 점에서 중대한 문제를 가지고 있다. 도시철도는 전기, 차량, 신호, 통신, 궤도 와 함께 종합적으로 축적된 시스템으로 도시철도의 장점인 대량의 수송과 신속함으로 인한 사고가 발생될 때 대형사고로 이어질 수 있어 매우 심각한 상황으로 발생할 수 있다. 도시철도사고는 크게 본다면 기계 신뢰도와 관련된 기계적 요인과 현업직무 수행자의 신뢰도와 관련된 인적 요인에 의한 영향을 받는데 도시철도기술의 발전으로 도시철도시스템이 자동화시스템으로 교체되면서 기계적 요인에 의한 도시철도사고는 계속적으로 줄어하고 있는 추세이다. 첨단기술력이 도시철도의 기술적으로 안전성을 높였지만 정보처리의 문제점해결을 위하여 의사결정에 관한여 인적오류로 인한 도시철도사고의 가능성으로는 상대적으로 높아졌다고 볼 수 있다. 본 논문에서는 도시철도사고의 중요한 부분을 차지하고 있는 도시철도종사자의 인적오류 가운데 도시철도운전업무 종사자의 인적오류 예방에 대한한 대안을 제시하고자 한다. 도시철도 운전업무 중 실제 발생한 사고와 발생하지 않은 아차사고, 도시철도의 환경적요인, 조직적요인, 업무스트레스 유발요인, 인적요인, 현업직무요인의 경험에 대한 연관성을 유지하기 위해 3개기관의 운전업무에 종사하고 있는 운전직무종사자를 대상으로 설문조사를 시행하여 응답자에 대한 설문지를 분석하였다. 본 논문에서는 6개의 사고유발요인과 철도사고와 어떻게 상호연계성이 있는지 대하여 비교․분석하여 인적오류 감축을 위한 연구를 시행하였으며 이를 요약하면 다음과 같다. 첫째, 인적요인 개선을 위하여 도시철도 운전업무 종사자의 운전업무에 대한 부담감을 해소하고, 운전 업무을 위해서는 충분한 휴양관리와 심리적 안정을 위한 방안이 마련되어야 할 것이다. 둘째, 운전직무요인 개선을 위하여 운전규정관련 및 매뉴얼에 대하여 현실성에 맞는 기준을 재정립하며 유사한 항목들은 통합과 ․개정을 통하여 현실에 맞는 조건을 추가적으로 체계 및 제도를 수립하고, 승무적합성검사와 출무점검표를 체계화하고 단순하며 간단한 방안과 개선을 수립해야한다. 셋째, 환경적요인 개선을 위하여 운전업무가 실질적으로 이루어지고 있는 운전실의 각종 기기 배치 및 운전설비를 개념부터 시작하여 완성품까지 인간공학적으로 기준을 정하고, 운전직무종사자의 지원시스템과 정상적인 기능을 유지하기 위하여 안전관리체계기준을 수립 하고, 운전직무종사자가 운행 하는 과정에서 휴대폰 및 업무이외의 것을 사용하지 않도록 엄격한 관리방안을 마련하여야 할 것이다. 넷째, 조직적요인 개선을 위하여 도시철도 운전업무 종사자의 직무교육과 현장교육의 질을 높일 수 있도록 훈련과 함께 제도를 개선하며, 철도운전 종사자의 조직적인 방안과 관리를 수립해야한다. 이를 위하여 철도사고 및 예방을 위하여 효과를 높이기 위해서는 집중력이 필요할 것이다. 이어서 도시철도사고의 원인으로 높게 나타나는 인적오류와 관련하여 상기의 SPSS 분석 결과에 따라 높게 도출된 요인에 우선적으로 사업을 추진해야할 것이다. 본 연구의 목적은 도시철도 운전업무 종사자의 인적오류를 최소화하고, 각종 제도적 개선, 운전기기취급 및 설비의 개선, 운전실 공간의 환경 개선, 교육체계의 개선 등을 통하여, 운전업무 종사자의 직무능력을 향상시켜 인적오류 유발요인으로 발생할 수 있는 철도사고 및 운행장애를 예방함으로써 인적오류를 감축하는데 연구의 의의가 있다.

High rate of urban railway accidents is associated with careless handling of devices by operators and human errors. Urban railway is a system that combines electricity, vehicle, signal, communication and track. Though urban railway has advantages like mass transportation and speediness, they can actually lead to large-scale accidents resulting in extremely serious situations. In large, urban railway accidents are affected by mechanical factors related to reliability of machines and human factors related to reliability of hands-on workers. With the advancement of urban railway technologies, the urban railway system is being replaced by an automated system to continually reduce urban railway accidents due to mechanical factors. Advanced technologies have increased technological safety of urban railway, the possibility of urban railway accidents caused by human errors in information processing and decision making has relatively increased. This paper aims to propose an alternative method of preventing human errors of urban railway operators among various human errors of urban railway workers. A questionnaire was conducted on urban railway operators working for three railway agencies in order to find out the relevance among accidents, near misses, environmental factors, organizational factors, factors causing work stress, human factors and hands-on work factors. The responses were analyzed. This paper carried out a study on reducing human errors by comparatively analyzing the correlation between six causes of accidents and railway accidents. The results can be summarized as follows. First, to improve human factors, there needs to be a method of ensuring adequacy of work through communication, enough rest and mental stability to remove the burden of urban railway operators. Second, to improve railway operation factors, realistic standards are established in relation to operating regulations and manuals. Additional systems should be prepared according to the reality of the operation work by combining and revising manuals. The crew aptitude test and attendance check sheet must be reorganized and simplified. Third, to improve environmental factors, ergonomic standards must be determined for various instruments and operating facilities in the operating room from the concept to finished products. Standards for a safety management system must be established to maintain proper functioning of the operator support system. There must be strict control measures to prohibit railway operators from using electronic devices and engaging in other tasks during operation. Fourth, to improve organizational factors, the job and on-site training system for urban railway operators must be improved by increasing efficiency of training. Organizational management of urban railway operators is also necessary. Concentration and attention are required to prevent urban railway accidents. As human errors are known as primary causes of urban railway accidents, the urban railway business must be conducted with consideration of important factors found during the SPSS analysis. Fifth, to improve stress factors, managers must communicate periodically about personal family affairs and association with the organizational culture according to the length of service and age. If change of job or treatment becomes necessary, they shall consult a professional counselor to relieve stress from anxiety. Sixth, as a means to prevent accidents by improving near misses, actual operating velocity of trains and other data related to speed limit are to be analyzed. Unskilled operators and individuals with accident experience must be managed by providing practical and safety education programs about personal habits and emergency response theories. Individuals with inadequate or insufficient aptitude test results should undergo personalized education and be accompanied by instructors in the operating room for guidance, practice and correction. Such guided operation can prevent near misses. The purpose of this study is to minimize human errors of urban railway operators, to improve work competency of operators by improving various systems, instruments, facilities, operating room environment and education, and to reduce human errors by preventing railway accidents and troubles caused by human errors.
