Recently, social economy has become important due to serious social problems such as youth unemployment and polarization in Korea. Social economy refers to the economic activities of private organizations in accordance with the four principles; goal and management autonomy for members and the public, democratic decision-making process, and profit-distribution process with emphasis on people and labor rather than capital. In order to solve these social problems, social enterprises have emerged as an alternative to solving social problems with the help of government to pursue a social innovation. Social enterprises are emerging as a new economic activity body for solving a social problem and pursuing a social achievements based on community. According to concerns about social enterprises and increases of young people’s influx, the support policies of government are spreading. However, by dint of the increasing dependence on government subsidies, the possibility of sustainability is seriously caused by lack of economic self-sustenance and discontinuity of profit generation. Especially, the Social Enterprise in the Culture and Arts need policy consideration of local infrastructure condition and specificity, but the abandonment after the start of business is increasing. Based on this background, this study aims to complement the above problems and to develop and propose a self-diagnostic toolkit for prep-entrepreneurs’ start-up competence of Social Enterprise in the Culture and Arts to grow as a sustainability company .
The research methods for this study are as follows. First, through the case study, we set up the development process of a self-diagnostic toolkit for prep-entrepreneurs’ start-up competence of Social Enterprise in the Culture and Arts, and derive its components. Second, we develop a self-diagnostic toolkit for prep-entrepreneurs’ start-up competence of Social Enterprise in the Culture and Arts. Third, we derive the Application - Evaluation - Verification - Feedback Improvement plan from the self-diagnostic toolkit for prep-entrepreneurs’ start-up competence of Social Enterprise in the Culture and Arts. Fourth, derive the secondary toolkit based on the evaluation results from the draft toolkit. We also want to add additional explanations to both the primary toolkit evaluation and the secondary toolkit evaluation, and draw up alternatives to make up for that.
The results of this study are as follows. First, the process of developing “self-diagnostic toolkit” - prep-entrepreneurs’ start-up competence of Social Enterprise in the Culture and Arts - was set as ‘core issues, special matters, and achievements’, The components were derived from ‘social entrepreneurship' in core issues, ‘artistic and local characteristics' in special matters only in the fields of culture and arts, and ‘public benefit and economic feasibility' in achievements. Second, the social entrepreneurship in the core issues has 15 questions, and the artistic characteristics in the special matters 6 questions and the locality 9 questions, and the public benefit in the achievements 14 questions and the economic feasibility 6 questions. In all, there were 50 questions. Third, in the first evaluation result, I felt the difficulty because there was no explanation about the questions and a lot of time required by the large number of questions. Also, the scope of ‘sustainability' is so wide that the scope of ’social entrepreneurship’ is focused on. Fourth, the result of the second evaluation is somewhat similar to the result of the first, and the manual of the self-diagnostic toolkit for prep-entrepreneurs’ start-up competence of Social Enterprise in the Culture and Arts is suggested. The manual of the toolkit is derived from the paradigm of cultural arts, the understanding of the Social Enterprise in the Culture and Arts, the introduction, purpose, use and components of the self-diagnostic toolkit for prep-entrepreneurs’ start-up competence of Social Enterprise in the Culture and Arts.
In conclusion, this study develops the self-diagnostic toolkit for prep-entrepreneurs’ start-up competence of Social Enterprise in the Culture and Arts through case studies, In the process of preparation and establishment of prep-entrepreneurs of the Social Enterprise in the Culture and Arts, 'social entrepreneurship, securing of economic self-sufficiency, local culture and arts content' was analyzed as a key factor. Therefore, it is possible to present a toolkit that can provide substantial assistance to prep-entrepreneurs of the Social Enterprise in the Culture and Arts. On the results of this study, I hope that further research on toolkits and guidelines will continue.
