The objective of this study was to examine the characteristic of play culture at Waldorf early childhood education, which practicing protectionist media education, thus analyzing the relationship between early childhood paly culture and media-utilized culture and then presenting the directivity of early childhood media literacy. For this, this study looked into the ‘twelve senses’ of Rudolf Steiner, the founder of Waldorf early childhood education, and the ‘media-competence’ of Dieter Baacke, German educator, as theoretical backgrounds. Study subjects were parents and teachers at Waldorf child-care centers, and data were collected through participatory observations and in-depth interviews based on the study method of ethnography. Participatory observations were carried out in 10 days from February 18 to 22, and February 25 to 28, 2019. And in-depth interviews were conducted with 16 persons (14 parents and 2 teachers) for 3 weeks from May 7 to 27, 2019. Study findings are as follows: First, the reason why they took part in Waldorf early childhood education was to realize parent’s value of education. Elements which satisfied parent’s value of education were ‘denial of cognitive education’, ‘protection of young children in digital media environment’, ‘feeding with environment-friendly organic farming food’, and ‘providing enough time to play in natural environment.’ In particular, Waldorf protectionist media education of which aim is to protect young children in digital environment is the manifestation of its negative standpoint towards media contents for young children which consist of excessive stimulations through the commercialization process of media. Since children in early childhood could not practice critical thinking, it is necessary for parents to protect children from excessively stimulating contents of commercialized media. Second, regarding positive/negative experience in the play culture and protectionist media education of Waldorf early childhood education, young children took positive experience in the course of firsthand accumulating of diverse experience through Waldorf educational sense-based free plays and rhythm activities. Families whose young children exposed to a variety of media through Waldorf early childhood education had a critical mind for various digital devices, and thought again the media they used to as the tool of child care for convenience sake, thus changing their attitudes towards them. As a negative experience, conflicts occurred between fathers and mothers in the course of practicing media rules in Waldorf early childhood education due to their discord of thoughts for media education and uncontrollable media environment. It is possible for parents to intervene in young children’s use of media at home, but outside the family young children encounter with diverse media and the familial practice of media education has limitations with the influence of peers, neighbors and grandparents. Third, the problems of Waldorf early childhood education, the plan to overcome it, and the directivity for early childhood media literacy were presented. As the problems of Waldorf early childhood education, only small number of people could choose it and therefore it cause educational inequities. In addition, when young children advance to public curriculum after finishing Waldorf early childhood education, the digital restriction and cognitive education restriction of Waldorf education make children feel a relative discrepancy with reality and difficult to adjust to realty. In order to overcome these problems, it is necessary for parents not to make only their children seek refuge in safe educational environment and safe media environment via private education and alternative education, and for families, educational agencies and communities to put joint efforts in find out solutions. In addition, in order to overcome the limitation of Waldorf protectionist early childhood education and make young children gradually develop their media ability as they grow old, the creation of environment is important and parents must play an important role in it. In this vein, the creation of early childhood media environment must reconsider young children’s developmental process and the creation of social atmosphere must be based on self-reflection. Based on above study findings, in order for early childhood media literacy to cope with environmental changes, it is necessary to avoid performance-oriented program development and compelled creativity-based media literacy education.
