Amongst the recent paradigm shift of the 4th Industrial Revolution, fair and transparent procedures for the recruitment of future-oriented talented people with job expertise and organizational knowledge are being established in government policies. A new and innovative recruitment system, called blind selection, is spreading from public institutions to large and private companies. It is very important to understand how far the recruitment method based on person-environment fit and organizational justice, which are the characteristics of the blind employment, has settled in our society and what impacts it has on the society. It is also very much needed to identify the possibility of efficient organizational operation through the recruitment of talented people through the blind selection. This study examines and analyzes the moderating effects of understanding "organizational justice" in the causal relationship between "person-environment fit" and "organizational effectiveness" through an empirical research on the effect of "person-environment fit" on "organizational effectiveness" in the public institutions' blind selection of new employees, which is the best example of the blind selection, and also verifies the influential relationship with various preceding factors. In order to achieve the purpose of this study, hypotheses were made based on previous studies and a survey was conducted for new employees who were hired through blind selection. Of the survey answers, 178 valid answers were analyzed using IBM SPSS 23 and AMOS 23 statistics programs. The results of this study are summarized as follows. First, Hypothesis 1 (H1): "Person-environment fit will affect organizational effectiveness." Person-job fit (H1-1) and person-organization fit (H1-2, H1-4) were adopted as the analysis results showed that they had positively (+) significant effect on job satisfaction and organizational commitment. Unlike as in previous studies, "person-job fit will have a positive effect on organizational commitment (H1-3)" was not statistically significant. A result of analyzing "the effect of person-job fit on the reduction of turnover intention (H1-5)", the hypothesis was rejected because it did not have a negatively (-) significant effect unlike as in the previous studies. It was shown that "person-organization fit had a negatively (-) significant effect on turnover intention (H1-6)", and thus it was adopted in support of the results of previous studies. Second, Hypothesis 2 (H2): "Organizational justice will affect organizational effectiveness." The analysis showed that the perception of "procedural justice (H2-1, H2-3) had positively (+) significant effect on job satisfaction and that of interactional justice (H2-2, H2-4) on organizational commitment. It was shown that "procedural justice had a negatively (-) significant effect on turnover intentions (H2-5)", and thus it was adopted. "Interaction justice (H2-6)" was rejected as it was found not to reduce "intention of turnover" unlike as in previous studies. Third, While the result of analysis of previous studies on organizational justice showed that procedural justice and interactional justice had a moderating effect on the relationship between independent and dependent variables, this study showed that the moderating effect was only partial. Hypothesis 3 (H3): "Organizational justice will moderate the relationship between person-environment fit and organizational effectiveness." This hypothesis was rejected as the analysis showed that, in terms of the relationship between person-job fit and job satisfaction (H3-1, H3-2) and the relationship between person-job fit and organizational commitment (H3-3, H3-4), the perception of procedural and interactive justice did not have a moderating effect. With respect to the relationship between person-job fit and turnover intention, both procedural justice (H3-5) and interactive justice (H3-6) were found to have a moderating effect, and thus were adopted. In addition, the mechanism of organizational justice will allow members of the organization to have a positive attitude toward their work and the organization and furthermore it can be a driving force for motivating them to lead active work performance. The significance of this study lies in that it found what to improve in blind selection as a tool for alternative recruitment equipped with person-environment fit and organizational justice to effectively create the performance of companies in the 4th Industrial Revolution era, and what potential it had in building a society where "competence", not CV, is respected.
