In the manufacturing industry, businesses with over 50 employees are required either to appoint a safety supervisor themselves or to commission the safety supervision tasks to an expert agency. From September 2018, a policy has been gradually introduced to require businesses with between 20 and 50 employees in manufacturing, forestry, sewage waste disposal, raw material recycling and environmental rehabilitation sectors to have a health and safety supervisor to assist the CEO and to advise the managers. Manufacturing businesses with fewer than 50 employees do not have an obligation to employ a safety supervisor, but some CEOs who know the need and importance of safety supervision voluntarily appoint a safety supervisor or commission the supervision tasks to an expert agency. In addition to participating in practical production activities, including ensuring smooth operations, providing required materials, checking product quality and managing supply schedule, managers have the task of preventing health and safety disasters. However, in reality, the execution of safety supervision activities is superficial and inadequate. In this research, we propose a system to understand the organization of health and safety supervision, to analyze the activities of managers and to identify the problems therein, thereby improving the standard of work in this domain. Moreover, we verify the effectiveness of the proposed system through FGI analysis and share our findings about the managers’ activities with the CEOs, safety supervisors (or safety supervision agencies) and the health and safety managers within the businesses. We hope that the CEOs can then identify the risk factors and areas in which they need to invest for the prevention of industrial disasters, while the safety supervisors can advise the on-site managers so that they can fulfill their role and responsibilities in the prevention of disasters. With the development of the above-mentioned system to improve the capacities and efficiency of managers in mind, we directly carried out a survey of managers who are participating in the production activities, to investigate and analyze the realities of manufacturing sites.
