The nation's wiretapping policy has a considerable distrust in transparency, efficiency and reliability when implemented under the Communications Secrets Protection Act. Thus, the study provided theoretical and policy implications for wiretapping control on privacy and national security by understanding the U.S. telecommunications wiretapping policy and analyzing its effects in the process of changing control methods. The U.S. wiretapping policy is influenced by various environments and has responded simultaneously to privacy breaches and national security threats over time. The wiretapping control system has developed into a type of legal, technical and social control, seeking a balance between the two values by weighing the benefits of privacy and national security. Appropriate wiretapping controls improved transparency, efficiency and reliability in the execution of the wiretapping policy. The study divided the period of introduction, transformation and maturity from the 1930s to 2010s, when the United States began wiretapping, and analyzed the type of wiretapping control and its effects on the basis of the U.S. wiretapping policy environment and the historical facts of policy decisions. The introduction period (1930-1970s) was established until the time when the Telecommunications Act after the Olmstead event, Omnibus Crime Control and Safe Street Act(Title III) after the case of Katz, and the Foreign Information Surveillance Act (FISA) were enacted after the case of Keith and Watergate event. Legal control was largely formed during this period. Transformation period (1980-1990s) was established until the time when ECPA and CALEA were established to solve technical problems that digital communication technology was used as a secret communication or a weapon of terrorism, but the warrant issued by the court could not be executed.
