The purpose of this thesis is to understand the elements that affect public-private partnerships such as the Reaching-out Community Service Center. Also, ultimately provides suggestions to safely establish the program as an integral part of a local welfare system. To do so, the study asks the following three questions: How does group management element affect the perceived performance of the Reaching-out Community Service Center? How does mutual trust between public and private actors mediate the relationship between the dependent and independent variables? How does mediating effects of mutual trust between the public and private actors apply differently based on the position of the respondent? The independent variable of the study is a group management element. It is comprised of variables such as sharing of clear goals as, perception of risk management, and stability of governance system. The dependent variable is the perceived performance of the program. It is comprised of variables such as perceived improvement of results, active participation, and innovative behaviors. Also, the study checks for mediating effects of mutual trust of private and public participants. The subjects of study are social welfare government employees and social workers at social welfare centers who are public and private partners of the Reaching-out Community Service Center. The thesis collected survey results from 10 public actors and 10 private actors from each of the 25 administrative districts of Seoul. Of the 500 surveys, 493 were collected. The results of the study are as follows: (1) Among public actors, independent variables, sharing of clear goals and stability of governance system directly and positively affected independent variable, change in the perceived improvement of the result. (2) Among public actors, mutual trust between public and private actors had partial mediation effects between dependent variable stability of governance system and independent variable change in perceived results. (3) Among public actors, mutual trust between public and private actors had full mediation effects between independent variables stability of governance system and dependent variables active participation and innovative behavior. (4) Among private actors, independent variables did not have statistically significant effects on any of the three dependent variables. However, in all three models, mediating variable mutual trust between public and private actors had full mediation effects between the dependent variable perception of risk management and stability of governance system and independent variables. The results demonstrated that group management measures, directly and indirectly, affected the behaviors of public actors. It is because public actors in the Reaching-out Community Service Centers have autonomy, agency, and responsibility. On the other hand, to private actors, they are taking an assistive and supporter role in the Reaching-out Community Service Centers. The results are in line with what social workers in private organizations experience in the field. Public actors, with resource and superintendency, and private actors, without much authority, are in a hierarchical structure. Therefore, it is difficult for them to form a public-private partnership based on horizontal specialization. To mediate these limits, this thesis suggests the following measures: First, The government needs to strengthen the mechanism to further attract private actors into the Reaching-out Community Center program. Secondly, the government needs to comprehensively revisit the overall functions of social welfare institutions who are private partners in PPP. Third, the government needs to incorporate areas related to PPPs into social welfare institute evaluation rubric to attract private partners to have more interest in PPPs. Fourth, in relation to the Reaching-out Community Service Centers, public and private actors need to be trained together through the same curriculum to ensure an equal level of expertise while outlining level and method of partnership to increase the program’s efficiency. Fifth, to reinforce partnerships as private actors’ right and to guide private actors to take an active role, municipal ordinances need to be amended to clearly outline private actors’ roles and partnership structure. Lastly, public and private partners need an innovative way of collaborating human resources. Actors need to be able to work together in the same office through a worker exchange or a dispatch program. This will allow actors to increase understanding and establish an environment for an equal and fair partnership.
