This study examines the moderating effect of education level on the relationship between employment and fertility among married women. Based on this, this paper suggests an effective policy direction to increase fertility intention of women. The previous studies show inconsistent results with regard to directions of relationship among fertility intention, economic acitivity and education level. Therefore, this study intends to elucidate the relationship between the variables, and thus to suggest a useful data for future birth-related policies and research. This research utilized the 6th wave of "Korean Longitudinal Survey of Women and Families". The subjects were 664 married women under 39 years old. Employment status was used as an independent variable, education level as a moderator, and fertility intention as a dependent variable. To answer the research questions, the study utilized binary logistic analysis, and moderating effect analysis. The results of this study can be summarized as follows. The effect of employment status of the subjects on fertility intention was significantly different according to education level. Employment status has a positive effect on the employment of fertility intention when married women's education is higher than college graduation, whereas employment status has a negative effect on employment's fertility intention when educational status of married women is below high school graduation. In other words, the moderating effects resulting from employment status and education level had different effects on fertility intention. It is anticipated that a good job and high position in women with higher education level may have a positive effect on fertility intention. However, it is inferred that fertility intention is low in women with low education because it is difficult to plan for childbirth due to unstable working conditions. The social welfare implications of this study are as follows. Employment status and education level interaction had an effect on fertility intention. Furthermore, the educational level of married women may have a different effect on the relationship between employment status and childbirth. Therefore, a flexible government policy is needed to satisfy both. In this study, when married women participated in economic activities, the fertility intention was positive at the higher education level. However, when the education level was below high school graduation, it showed negative attitude toward childbirth. Low levels of education make it difficult to get a job with a well-equipped welfare system and show a high likelihood of working for a company where work and family are incompatible. Therefore, family-affinity at the government level should be provided for non-regular workers who are difficult to balance work and family and lack of support.
