본 연구는 현재까지 50년 이상 지속되어 온 교원승진제도가 현 시점에 이르러서 어떻게 탈제도화 현상을 나타내고 있는지를 발견하고 그러한 현상의 의미를 발견하는데 목적이 있다. 또한 Oliver(1992)가 제시한 ‘탈제도화를 촉진하는 경험적 변수(Empirical predictors of deinstitutionalization)’를 학교 조직에 적합하게 내부적 요인과 외부적 요인으로 재구성하여 현재 교원승진제도의 탈제도화를 촉진하고 있는 요인들을 다각도로 분석하고자 하였다. 이를 위해서 제도의 ‘문화, 상징, 의미’ 등을 중요시 하는 사회학적 신제도주의 관점 및 탈제도화 이론을 바탕으로 하였으며, 교원의 승진에 대한 인식을 중심으로 ‘교원승진제도의 탈제도화 현상’에 대한 질적 사례연구를 실시하였다. 연구의 결과는 다음과 같이 나타났다. 첫째, 교원승진제도의 탈제도화 현상은 행위자, 조직, 제도 수준에서 나타나고 있으며 이는 다양한 의미와 상징을 내포하고 있었다. 워라밸 등 사회적 환경 변화로 인해서 행위자들은 과거와는 다른 방식으로 승진의 의미를 해석하려는 현상이 나타났다. 이는 ‘승진제도’의 탈제도화라고 하기보다는 ‘승진’이라는 사회적 행위에 대한 탈제도화라는 의미를 내포하고 있었다. 학교 조직에서는 교원승진제도의 탈제도화로 인해 조직 내 권력지형의 재구조화가 시작되었으며, 그로 인해서 조직풍토가 달라지고 업무의 양극화 현상 등이 나타났다. 이는 조직의 관행들이 과거와는 다른 방식으로 재제도화 되고 있음을 상징한다. 제도 수준에서는 제도의 취지와 공정성에 대한 재해석이 나타나고 있었으나, 교원들은 변화를 강력히 원하면서도 이를 막으려는 모순된 인식이 발견되었다. 이런 교원의 인식은 제도변화의 가능성과 한계를 동시에 담고 있다는 점에서 의미를 찾을 수 있다. 둘째, 교원승진제도의 탈제도화는 학교 조직 내부적‧외부적 요인들에 의해서 복합적으로 촉진되고 있었다. 학교 조직 내부적으로는 학교 교직원 구성의 다양성 증가, 실적 감소의 위기, 기능적 요구의 변화, 교권추락, 제도 운영의 공정성 논란 등이 배경이 되어 탈제도화를 촉진하고 있었다. 학교 조직 외부적으로는 혁신 압력의 증가, 정부 규제의 변화, 사회적 가치관의 변화, 예측불허의 외부적 사건 발생 등이 그 배경으로 작용하고 있었다. 이들은 특정 현상에 대해 독립적인 요인으로서 작용하는 것이 아니라 상호 간 영향을 미치면서 복합적으로 작용하고 있었다. 이상의 연구 결과를 통해 도출한 결론을 제시하면 다음과 같다. 첫째, 교원들의 인식 변화 및 환경적 변화는 향후 탈제도화의 확산 가능성을 증가시키고 있다. 현행 제도는 앞서 밝힌 것처럼 1964년에 제정되어 큰 틀에서 변화 없이 지속되어 왔다. 이는 현 제도의 안정성이나 탄력성을 보여주는 부분일 수도 있겠으나, 4차 산업혁명시대의 도래를 통해 미래학교로 전환을 추구하는 우리 사회의 지향점과는 간극이 크다. 학교를 바꾸기 위한 근본적 혁신 작업으로써 교장 임용 제도를 개혁하자는 목소리가 나날이 확산되고 있다. 즉 교원승진제도를 바꾸려는 혁신 압력이 꾸준히 증가하고 있다. 게다가 연구 참여자들이 밝히고 있듯이 현행 제도가 대체되거나 전환될 수 있다는 시그널이 곳곳에 나타나고 있는 요즘이다. 경기도교육청의 교장아카데미 도입 논란이나 전라북도교육청의 선출보직제 도입 시도 등이 대표적인 사례이다. 이들은 탈제도화를 유발하는 정치적 압력 요인에 해당하는데 이는 기존의 제도를 지탱하던 이해관계나 근본 세력이 변화하면서 발생하게 된다. 결국 교원들은 자신의 이익보호나 생존을 위하여 기존의 방식이 아닌 다른 형태의 수단을 통해 승진이라는 목적을 실현하고자 노력하게 될 수도 있다. 또한 제도의 정당성에 대한 이념적 논쟁을 초월하는 교원승진제도의 제도적 불확실성은 탈제도화의 확산 가능성을 증가시키고 있다. 통계청의 발표에 따르면 학령인구는 30년 내에 38%(320만명) 감소하면서, 우리나라 전체 기초지자체 중 소멸위험지역은 34%, 주의 단계지역 29% 도합 53%가 소멸화 과정에 진입하게 된다. 이런 추계에 따라 학교 간 통폐합이 진행된다면 향후 교장 직위에 오를 수 있는 확률은 더욱 희박해진다. 지금도 한계치에 다다른 교원승진 발령의 적체현상이 학령인구 감소에 따른 학교 통폐합 정책으로 연계되면서 교원승진제도의 도구적 가치는 현격하게 저하될 것으로 예상할 수 있다. 결국 제도가 부여하는 기회의 감소는 탈제도화로 귀결될 것이다. 다만 교권의 추락으로 대변되는 교원에 대한 사회적 인식의 변화는 탈제도화를 지연시키거나 방지하는 관성 압력으로 작용할 수 있다. 교원들이 자신의 직업에 대한 인식을 일종의 감정 노동자로 치부하는 교직사회의 현실에서 ‘직업정 안정성’을 추구하는 행위로써 승진을 추구할 가능성이 있다. 이는 교원승진제도의 탈제도화를 지연‧방해하는 주요 요인으로 작용할 수 있다. 둘째, 교원승진제도의 탈제도화는 학교 조직 내부적‧외부적 요인들에 의해 복합적이고 동시다발적으로 촉진되고 있으며, 그 중에서도 사회적 환경의 변화가 주요한 요인으로 작용하고 있다. Oliver(1992)는 탈제도화를 촉진하는 사회적 요인은 특정 조직이 제도화된 전통을 버리거나 거부하는데 결정적인 영향력을 미치게 된다고 그 중요성을 강조한 바 있다. 본 연구에서도 이를 확인할 수 있었는데, 일과 삶의 균형을 추구하는 이른 바 ‘워라밸’ 현상이 교원승진제도의 탈제도화를 촉진하는 데 결정적인 요인이 되고 있었다. 사실 워라밸 현상으로 인해 벌어지는 탈제도화는 학교 조직에 국한되어 나타나는 것이 아니라 현재 사회 전반에서 고르게 나타나는 양상이었다. 이와 더불어 과거에는 교원들의 보수나 복지 수준이 여타 직종에 비해 열악하고 사회적 지위 역시 높은 편이 아니었기 때문에 교장으로의 승진을 통해 사회적 욕구, 더 나아가 자아실현의 욕구 등을 실현하고자 했다. 그러나 최근에 들어서는 교원의 보수가 OECD 평균을 상회할 뿐만 아니라, 교사 1인당 학생 수 ‧ 학급당 학생 수 등 직무환경도 개선되어 교사를 직무 만족도가 높게 나타나는 실정이다. 또한 지난 10년 간 꾸준히 교사가 인기 직종 상위권에 등극하는 등 교직에 대한 사회적 인식도 높아진 편이다. 이는 승진을 바라보는 시선이나 동기부여가 과거와는 다른 맥락으로 해석될 수 있다는 것을 상징한다. 연구에서 밝히고 있는 것처럼 승진을 더 이상 개인의 능력이나 노력 여하에 따라 도전하거나 포기하는 구조로 받아들이는 것이 아니라, 단지 개인의 선택 문제로 삼는 경향 이 커지고 있다. 이 역시도 교직을 둘러싼 사회적 환경 변화가 만들어낸 결과이며, 특히 사회적 환경 변화를 가장 빠르게 받아들이는 저경력 교사들은 더 급진적인 형태의 탈제도화 양상을 보였다. 셋째, 제도변화에 대한 교원들의 인식은 변형압력(entropy pressures)과 관성압력(inertial pressures)으로 작용하여 대립하고 있기 때문에 향후 점진적인 방식으로 제도변화가 일어날 가능성이 높다. 제도를 유지하려고 하는 관성 압력과 제도를 변화시키려는 예측불허의 압력은 양자 모두가 교원의 인식으로부터 비롯된다. 즉 제도의 행위자인 교원의 인식이 곧 제도를 유지하기도 하고 바꾸기도 하는 원천적 힘이다. 사회학적 제도주의는 무엇보다도 개인행위의 단순한 합으로 설명할 수 없는 초개인적 분석단위(supraindividual units of analysis)의 중요성을 강조하기 때문이다(DiMaggio & Powell, 1991: 8). 본 연구에 나타난 제도변화에 대한 교원의 인식은 분명하게 대립했다. 제도변화를 추구하는 측과 제도를 유지하고자 하는 측이 팽팽하게 맞섰으며, 양측은 제도를 바라보는 기본적인 관점에서부터 차이가 있었다. 교원승진제도가 교원의 성장을 돕는 ‘성장수단’이라고 바라보는 관점, 교직사회의 인사행정의 운영상 부득이하게 나타나는 문제점들을 교원승진제도를 통해 해결하는 대신 승진이라는 일종의 보상을 받을 수 있게 해주는 ‘거래수단’이라고 보는 관점, 끝으로 교원을 국가 수준에서 통제하고 규격화되게 만드는 ‘통제수단’으로 바라보는 관점 등이 분명하게 나타났다. “인간이 제도를 만들 뿐만 아니라, 인간 또한 제도에 의해 만들어진다”라는 Offe(1996: 208)의 표현처럼, 일단 형성된 제도와 그것을 인식하는 관점은 사람들의 가치와 규범에 영향을 강력하게 미침으로써 구성원들의 인식과 선호 그 자체를 제약하기도 한다. 결국 구성원들이 제도를 해석하는 방식은 해당 제도를 공고히 유지시킬 수 있는 힘이 되기도 하고, 반대로 해당 제도가 탈제도화 되는데 근본적 요인으로 작동할 수 있음을 상징한다. 이런 인식의 대립과 힘의 대결로 인해 교원승진제도는 향후 교원승진제도는 단절적이고 급진적인 변화보다는 내부적이고 점진적인 제도변화가 이루어질 가능성이 높을 것으로 보인다. 넷째, 학교 조직에서 탈제도화가 보다 확산될 경우 학교 조직간 이질적인 조직 질서와 풍토가 조성될 수 있다. 본 연구에서 전형적인 사례인 A초등학교에서는 보직 기피현상과 업무 분장의 문제로 인해 학교 경영상에 어려움이 발생했다. 구성원들 대다수는 승진제도가 부여하는 각종 가산점에 대해 크게 의미부여를 하지 않았기 때문에 적절히 직무동기가 유발되지 못했다. 반면에 B초등학교에서는 보직이나 가산점을 받을 수 있는 업무를 맡기 위한 경쟁이 매년마다 치열하게 벌어졌다. 그 과정에서 전통적으로 권력자의 면모를 보였던 교장의 권력이 지속되고 있음을 확인할 수 있었다. 한편 B초등학교에서는 과거부터 대체로 학교조직에서 이어져 오던 경력 중심의 ‘선배부터 챙겨주고’, ‘선배에게 양보하는’ 풍토에 변화가 일어났는데, 이는 저경력 교사들이 승진 가산점 부여 관행에 대한 이해관계를 달리함에 따라 촉발된 것으로 보인다. 예컨대 학교 조직 내 행위자(교원) 사이의 이해관계에 불협화음이 발생하기 시작한 것이다. 빠른 시간 안에 최대한 많은 가산점을 축적하는 자가 승자가 되는 현행 승진제도의 ‘승자독식’ 구조와 계속되는 승진 TO의 적체현상이 맞물리면서 선배에게 ‘양보’하는 관행의 가치가 재평가된 것으로 분석된다. 그러나 공통적으로 드러나는 교원들의 인식도 다수 존재했다. 교원승진제도의 탈제도화로 인해 학교 조직에서 나타나고 있는 업무 양극화 현상이 대표적이었다. 이러한 현상은 교원성과급제도, 다면평가 제도 등 각종 인사제도와 연계되면서 더욱 고착화되었음을 알 수 있었다. 그리고 주요 승진 가산점의 부여되는 학교에 근무하고 있는지 여부와 상관없이 사회적 환경 변화로 인해 승진을 바라보는 관점이 급격히 변화되고 있음을 두 학교 교원들 모두 동일하게 인식하고 있었다. 끝으로 사회적, 정치적 배경으로 인해 거부할 수 없는 수준의 제도변화 움직임이 나타나고 있다고 인식한 점 등은 제도변화의 가능성을 내포하고 있다. 위와 같은 연구의 결과 및 결론을 바탕으로 교원승진제도의 탈제도화 현상과 관련된 정책적 제언 및 후속 연구를 위한 제언을 제시하였다.

The research aims to discover how the teacher promotion system, which has been around for more than 50 years, is being de-institutionalized and discover its meaning. Also, this research is intended to analyze various factors that are currently promoting the de-recognition of the teacher promotion system by reconstructing the "Empirical predictors of deinstitutionalization" presented by Oliver (1992) into internal and external factors suitable for the school organization. To this end, it was based on the sociological institutionalism and deinstitutionalization theory, which put emphasis on ‘culture, symbol, meaning’ of the system, and conducted qualitative case studies on ‘the deinstitutionalization of teacher promotion system’ with a focus on the perception in the promotion of teachers. The results of the study are as follows. First, the de-institutionalizing of teacher promotion system has been emerging at the level of actors, organizations and institutions and contained various meanings and symbols. To be specific, due to social and environmental changes represented by ‘work-life balance’ for an example, actors are trying to interpret the meaning of promotion in a different way from the past. This means that the promotion itself, not the promotion system, is being de-institutionalized. In school organizations, restructuring of power was initiated due to the deinstitutionalization of the teacher promotion system, which changed the organizational climate and led to the polarization of work. This symbolizes that organizational practices are being re-institutionalized in a different way than in the past. At the system level, a reconsideration of the purpose and fairness of the system was being made, but contradictory perceptions were found simultaneously that teachers want a change strongly but at the same time they resist it. Such teachers’ perception can be meaningful in that it contains both the possibility and limitation of the system's change. Second, the deinstitutionalization of the teacher promotion system was being promoted in combination with internal and external factors of the school organization. Inside the school, the increased diversity of school faculty members, the crisis of reduced performance, changes in functional requirements, and the decline of teachers’ authority has been facilitating the deinstitutionalization. Outside the school, the pressure on innovation, changes in government regulations, changes in social values and unpredictable external events were the factors. They were not acting as independent factors for a particular phenomenon, but as a combination of mutual influences. The conclusions drawn from the above findings are presented as follows. First, changes in teachers’ awareness and environmental changes are increasing the possible spread of de-institutionalization. The system which is currently operating was established in 1964 and has continued without a change in a big picture. This may be part of the stability or resilience of the system, but it has a gap with Korean society, which aims to transform itself into a future school with the advent of the 4th Industrial Revolution era. Therefore, there are growing calls from all parts of society, including teachers, to reform the system of appointing principals as a fundamental way of school innovation. That is, there has been a steady increase in claiming a breakthrough in teacher promotion system. Moreover, as researchers reveal, signs that the current system could be replaced or switched are being presented everywhere. The controversy over the introduction of the principal academy by Gyeonggido Office of Education, and the attempt to introduce an elective appointment system by Jeollabukdo Office of Education are a case in point. These changes are related to political pressure factors, which are affected by changes in an interest and influential forces that supported the existing system. In the end, teachers may consider a new means of promotion to survive or protect their interests. Also, systemic uncertainty in the teacher promotion system, which transcends ideological debate over the legitimacy of the system, is increasing the possibility of the spread of the de-institutionalization.
