ABSTRACT Efficient Emergency Relief Management System - Focused on Designated Earthquake Evacuation Shelter and Operation System of Emergency Relief Supplies-
In recent years, the nation's largest 5.8 Gyeongju earthquake happened on September 12, 2016. After the eathquake, Pohang earthquake with a magnitude of 5.4 occurred on November 15, 2017. Since instrumental recording for earthquake ground motions started in Korea, this earthquake caused the largest economic and life losses. When two earthquakes occurred, the residents were not be able to evacuate or stay unsafe space for earthquake.
In contrast, Disaster-developed countries such as Japan, the United States, and China minimize damages to their citizens through systematic disaster management and preparation. This paper also aims to establish a system for optimizing emergency relief materials management in developed countries by focusing on efficient management of Earthquake Evacuation Shelter and emergency relief supplies. In the case of the selection of Earthquake Evacuation Shelter, the most optimized location is selected in consideration of safety, accessibility, capacity and operating cost in the currently designated shelters. Emergency relief supplies case that a method of storing directly stock management and operating safety inventory in designated Earthquake Evacuation Shelter are proposed rather than a current management structure managed and delivered by outsourcing organizations. It leads to five results. First of all, clear roles and responsibilities can help to build organization relationships in times of disaster. Second, emergency relief supplies to the suffered people in appropriate laces through improved inventory visibility. Third, job standardization. Regular training can provide standardized knowledge and processes for disaster occurrences. Fourth, Residents can know the first earthquake shelters to evacuate in case of earthquake disaster. lastly, Inventory lead time can be reduced. Safety inventory is stored in designated facilities, allowing lead times to be "0" by saving time in and out.
