본 연구는 학생부종합전형이 대학입시 정책으로 운용되는 과정에서 나타나는 쟁점에 대하여 이해관계자에 따라 어떠한 관점의 차이가 있는가를 밝히는 것이 주된 목적이다. 이러한 연구 목적을 달성하기 위하여 본 연구의 연구문제를 다음과 같이 설정하였다. 먼저, 숨겨진 이해관계자들은 학생부종합전형의 쟁점에 대해 어떤 견해를 가지고 있는가? 그 근거는 무엇인가? 다음으로, 이러한 숨겨진 이해관계자들의 견해는 교육부, 대학, 학자 등의 연구자들이 기존에 주장해 왔던 연구결과와 어떤 공통점과 차이점이 있는가? 마지막으로, 집단에 따라 관점과 논거의 차이가 나타나는 이유는 무엇인가? 이러한 연구문제를 통하여 학생부종합전형 및 대입제도 개선을 위한 시사점은 무엇인지 탐색하고자 하였다. 특히 본 연구는 학종과 깊은 관련이 있는 이해관계자들이면서도 그동안 각종 연구와 논의에서 소외되었던 계층인 사교육종사자, 정치인, 돼지엄마 등 숨겨진 이해관계자들에 대한 심층 면담을 통해 학종에 대한 새로운 목소리와 교육 현장에 대한 이해를 높이려 심층 면담에 의한 질적 연구(qualitative research) 방법을 활용하였다. 기존 연구에서 주로 다루었던 교사, 학부모, 학생, 입학사정관 등 기존 연구대상과 사교육종사자, 정치인, 돼지엄마 등 숨겨진 집단 간 견해의 차이가 있는지 살펴봄으로써 학종과 관련된 교육 현장을 종합적으로 파악하고자 하였다. 이에 학생부종합전형에 대한 선행연구 분석을 바탕으로 학종의 도입배경과 과정을 살펴보고, 숨겨진 이해관계자들의 심층면담을 통해 학종에 대한 견해와 관점을 조사하여 쟁점을 도출하였다. 학종에 대한 쟁점은 ①고교교육의 정상화 ②사교육비 경감 ③학종의 신뢰성 ④공정성 ⑤ 형평성 등 5가지로 나누어 분석하였다. 각각의 쟁점에 대한 특징은 다음과 같다. 첫째, 학종이 고교교육 정상화에 기여했는가, 즉 학종이 아이들에게 꿈을 찾도록 하고 교사와 학생이 만족하는 제도인가, 고교 현장의 변화, 특히 수업의 변화를 이끌었는가 하는 점이다. 대교협이나 정부의 연구 결과를 보면 학종의 본래 목적인 고교교육 정상화에 큰 기여를 했다고 분석했다. 하지만 숨겨진 이해관계자들의 견해는 완전히 달랐다. 꿈을 꾸고 꿈을 준비해나가고 실현하는 것까지 입시에 담겠다는 것은 아이들에게 자유롭게 꿈을 가질 기회를 박탈하거나 꿈을 가지도록 강요하는 것이라 주장한다. 둘째, 사교육비 경감 부분 역시 기존연구 결과와 숨겨진 이해관계자들의 인식과 가장 큰 차이가 나는 부분이다. 정부에서는 학종의 가장 큰 성과로서 사교육비 경감을 부각시켜 왔다. 각종 설문조사 결과를 토대로 다른 전형보다 사교육비가 가장 적게 드는 전형이라는 것이다. 하지만 숨겨진 이해관계자들은 실제 설문조사 주체와 방식 등을 제기하며 기존 연구의 문제점을 제기했다. 뿐만아니라 실제 사교육 시장의 실태를 구체적으로 밝히며, 학종이 금수저 전형으로 부모의 재력으로 모든 입시준비가 가능하며 금전적 여유가 있는 특권 계층에 절대적으로 유리한 전형이라 말한다. 셋째, 학생부와 대학평가의 신뢰성 부분에 있어서는 기존 연구와 숨겨진 이해관계자들의 인식의 커다란 차이를 느끼지 못한다. 교육 당국과 기존 연구에서도 학종의 시행과정에서의 문제점을 인식하고 부분적인 개선안을 제시해 왔다. 우선 학생부를 무조건 잘 써주거나 학생이 만들어온 것을 그대로 써 줌으로써 학생부의 신뢰성을 떨어뜨리는 경우이다. 다음으로는 교사별, 학교별 차이가 크거나 사교육의 개입, 일부 성적이 우수한 학생에 대한 편파적인 평가도 지적되었다. 또한 입학사정관의 전문적 교육과정 부재와 불안한 신분에서 오는 전문성 확보 역시 문제로 지적되었다. 이밖에 평가 기준, 과정과 결과의 공개와 투명성 확보의 필요성도 제기되었다. 넷째, 공정성 문제 역시 학교 안팎에 이해관계자들의 공통된 견해이다. 모두 학종이 이상적인 제도이지만 학교 현장에서 운영의 공정성 문제를 해결하지 못한다면 최악의 제도가 될 수 있다고 입을 모은다. 정부에서는 다면평가와 회피·제척시스템, 블라인드 면접 등 공정성 확보를 위한 노력을 하고 있다고 하나 대부분 유명무실하다는 입장이다. 특히 공정성의 가장 원인이 되고 있는 깜깜이 전형을 해소하기 위하여 평가 결과의 공개나 예측 가능한 시스템을 요구하고 있다. 다섯째, 형평성의 문제이다. 학종이 소외 계층을 위한 전형이 될 수 있는가 혹은 계층간 불평등을 해소할 수 있는가이다. 일부에서는 단지 홍보를 위한 구색 맞추기라고 주장한다. 또한 사교육과 조력자의 도움 없이 누구나가 스스로 준비가 가능한 전형인지도 쟁점이다. 계층이나 지역에 따라 입시정보에 대한 불평등한 접근성 또한 논란이 되었다. 현실적으로도 사교육의 도움을 받거나 부모님의 후원에 따라 커다란 결과의 차이가 있다는 것이다. 특히 입시정보의 불일치는 사교육비의 지출로 연결된다고 주장하기도 한다. 집단에 따라 관점과 논거의 차이가 나타나는 이유로는 정부가 학종의 확대를 추구하는 입장에서 학종을 정당화하거나 홍보성 성격을 띄도록 강하게 유도하는 것, 다른 교육정책보다 이해관계자 본인들의 이해요구나 처해 있는 환경과 직결되어 학종에 대한 장단점을 판단하는 행태, 정성적 평가를 원칙으로 하는 학종 자체의 특성, 학종 연구 주체에 따른 연구결과의 차이, 공정성의 가치를 우선시하는 사회 문화적인 요인 등으로 나타났다. 마지막으로 본 연구를 통한 대입제도 개선을 위하여 다음의 시사점을 도출하였다. 숨겨진 이해관계자들은 현 학종에 대한 가장 큰 문제점을 학종 비율의 과도한 증가에 두고 있었다. 정부의 재정지원과 입시제도의 연계정책에 대한 비판적인 것이다. 반면에 학종과 관련하여 가장 의미있는 것은 모두가 학종의 취지에는 공감하고 있다는 것이었다. 또한 학종의 비율을 줄이면 자연스럽게 사교육도 줄고 학종의 본래 취지에 맞는 전형이 될 것이라고 입을 모은다. 한 분야에 특별한 능력을 가지고 있지만 다른 분야에서는 조금 부족한 학생들도 좋은 교육을 받을 수 있고, 특권층이나 일부만을 위한 학종이 아니라 다양한 계층을 위한 학종이 되어야 한다는 것이다.

The main purpose of this study is to ascertain the different perspectives towards the conflicting issues from the use of the comprehensive evaluation system of high school records(CESSR) as university admission policies depending on the interested party. In order to achieve this goal, the research questions were set as the following. First, how do the shadow stakeholders view the issues of the comprehensive evaluation system of high school records? What are the evidence for these views? Next, what are the similarities and differences between these views of the shadow stakeholders and the preexisting research findings claimed by the Ministry of Education, universities, scholars and other researchers? Lastly, why do the perspectives and reasoning differ depending on different groups? Through these research questions, this study aimed to explore the suggestions implicated for CESSR and the improvement of the university admission system. This study specifically focused on enhancing the understandings of the educational environment and new perspectives of CESSR through indepth interviews of shadow education worker, politics, pig’s mom, and others of the shadow stakeholders whom are deeply related, yet have long been neglected in various researches and debates concerning CESSR by qualitative research through indepth interviews. By examining whether there is a difference in opinion between the main subjects of previous studies such as teachers, parents, students, admission officer etc and the shadow stakeholders as mentioned above, this study intends to comprehend the educational environment related to CESSR in overall. Therefore, the background and process of the introduction of CESSR was examined based on previous research analysis, and the issues of this topic was deducted from investigating the views and perspectives of CESSR through indepth interviews of the shadow stakeholders. The main conflicting issues of CESSR were classified and analyzed according to five different categories: 1) the normalization of high school education, 2) the reduction of private education expenses, 3) credibility of CESSR, 4) fairness, and 5) equality. The characteristics of each category are as the following. First, has CESSR contributed to the normalization of high school education? In other words, is CESSR a system in which children can find their dreams and students and teachers are satisfied with? Did it lead to a change in high school classroom environments and, especially, a change in classroom lessons? According to the results of studies conducted by the Korean Council for University Education or government, CESSR was analyzed to have greatly contributed to its original purpose of high school education normalization. However, the shadow stakeholders thought completely differently. They claimed that having university entrance examinations look at even the process of dreaming and realizing dreams meant depriving the opportunity for children to dream freely, or pressuring them into the obligation of having dreams. Second, the reduction of private education expenses is another issue in which considerable disagreement is found between the results of previous studies and the perceptions of the shadow stakeholders. The government has been highlighting the cutback in private education fees as the biggest attainment of CESSR. Based on the results of various survey questionnaires, it is said to require the least amount of private education expenses among the other admission processes. However, the shadow stakeholders addressed the problems of these previous researches through the actual subjects and method of the questionnaires. Moreover, as they reported the reality of the private education market in detail, they referred to CESSR as the “Gold spoon admission process” because parents’ financial abilities can make all university entrance preparations possible and, therefore, it is an admission process in which those of the wealthy privileged class can take complete advantage of. Third, when it comes to the credibility of high school records and university evaluation, there is actually not a big difference between previous studies and the perceptions of the shadow stakeholders. Authorities of education and previous researches acknowledged the problems in the process of implementing CESSR and have proposed partial improvement plans. These problems of failing in credibility consist of situations in which teachers write the high school records in an unconditionally positive manner, or when they write it exactly as the student has prepared beforehand. Cases where there was a great difference among schools or teachers, an intervention of private education, or biased assessments for model students with good grades were pointed out as well. In addition, the absence of a professional curriculum for admission officer and the professionalism coming from an unstable position were also criticized. Besides this, suggestions for valuation criteria, publication of the process and results, and the need to secure transparency was brought up as well. Fourth, the problem of fairness is yet another common view among the interested party in and out of school. They all agree that although CESSR may be an idealistic policy, without solving the problems concerning fair operation at school sites, it can become the worst policy as well. Despite the government claims of striving to secure fairness through methods such as multifaceted evaluation, Avoiding and Smashing System, and blind interviews, they argue that most of these are simply nominal. The shadow stakeholders particularly requests for the publication of the evaluation results and predictable systems in order to resolve the “blind admission process”, which is the main reason of fairness. Fifth, there is the problem of equality. Can CESSR actually serve as a policy for the minority groups, or can it solve the inequality between social classes? Some criticized this as mere advertisement to promote the policy. Another issue is whether it is a admission process in which anyone can prepare for alone without the help of private education and other facilitators. The unequal accessibility of information about the entrance exams depending on social class and region has also become a controversy. It is said that in reality, the results of the examinations greatly differ upon the assistance of private education or parental aid. There are opinions quoting that the inequality of exam information directly relates to the expense of private education. The reason there are such arguments and different perspectives between parties appeared to be because of 1) the government’s justification of CESSR or strong inducement of it in order to exhibit promotional characteristics from a stance of promoting the expansion of CESSR, 2) the behavior of assessing the pros and cons of CESSR directly connected to the interested parties’ request for consideration or the environment they are in, 3) the characteristics of CESSR itself which is based on the principle of qualitative assessment, 4) the difference in research results depending on the subject of the studies related to CESSR, 5) the social cultural factors that prioritize the value of fairness, etc. Finally, the following suggestions for the improvement of the university admission system were deducted through this study. The shadow stakeholders places the biggest problem of the current CESSR in the excessive increasement of its proportion. They are critical of the government’s financial support and linkage policy with the university admission system. On the other hand, the most meaningful point about CESSR is that everyone sympathizes with the intentions of it. In addition, they all agree that the reduction of the CESSR’s proportion will naturally lead to the reduction of private education, thus making it become an appropriate admission process for its intentions. Students who may have particularly extraordinary skills in certain areas while slightly lacking in others should also be able to receive quality education, and CESSR should be a system for various social classes instead of only partial or privileged classes.

However, the shadow stakeholders addressed the problems of these previous researches through the actual subjects and method of the questionnaires. Moreover, as they reported the reality of the private education market in detail, they referred to CESSR as the “Gold spoon admission process” because parents’ financial abilities can make all university entrance preparations possible and, therefore, it is an admission process in which those of the wealthy privileged class can take complete advantage of. Third, when it comes to the credibility of high school records and university evaluation, there is actually not a big difference between previous studies and the perceptions of the shadow stakeholders. Authorities of education and previous researches acknowledged the problems in the process of implementing CESSR and have proposed partial improvement plans. These problems of failing in credibility consist of situations in which teachers write the high school records in an unconditionally positive manner, or when they write it exactly as the student has prepared beforehand. Cases where there was a great difference among schools or teachers, an intervention of private education, or biased assessments for model students with good grades were pointed out as well. In addition, the absence of a professional curriculum for admission officer and the professionalism coming from an unstable position were also criticized. Some criticized this as mere advertisement to promote the policy. Another issue is whether it is a admission process in which anyone can prepare for alone without the help of private education and other facilitators. The unequal accessibility of information about the entrance exams depending on social class and region has also become a controversy. It is said that in reality, the results of the examinations greatly differ upon the assistance of private education or parental aid. There are opinions quoting that the inequality of exam information directly relates to the expense of private education. The shadow stakeholders places the biggest problem of the current CESSR in the excessive increasement of its proportion. They are critical of the government’s financial support and linkage policy with the university admission system. On the other hand, the most meaningful point about CESSR is that everyone sympathizes with the intentions of it. In addition, they all agree that the reduction of the CESSR’s proportion will naturally lead to the reduction of private education, thus making it become an appropriate admission process for its intentions. Students who may have particularly extraordinary skills in certain areas while slightly lacking in others should also be able to receive quality education, and CESSR should be a system for various social classes instead of only partial or privileged classes.
