본 연구는 고교학점제 실행을 위해 평가 측면에서 선결되고 개선되어야 할 과제들을 도출하고 구체적인 개선 방안을 마련함으로써 고교학점제의 안정적 정착에 기여하는 것을 목적으로 하였다. 이를 위해 첫째, 고교학점제의 목적과 취지에 대한 이론적 고찰과 선행연구를 통해 고교학점제 도입에 따른 평가 측면에서의 쟁점을 도출하였다. 둘째, 국내외 사례 조사를 통해 고교학점제 적용에 있어서의 현행 평가 제도의 문제점 및 시사점에 대해 논의하였다. 셋째, 포커스 그룹 의견 조사 및 심층 면담 등을 통해 고교학점제 실행을 위한 구체적인 평가 방안을 마련하고 이에 대한 추진 전략을 제시하였다. 본 연구의 주요 내용과결과를 정리하면 다음과 같다.
❏ 고교학점제 관련 선행 연구 분석 및 교육평가 쟁점 분석
고교학점제 관련 선행 연구 분석에서는 먼저 고교학점제 도입 배경 및 목적에 대한 이론적 탐색을 수행하였다. 고교학점제라는 용어를 도입하고 시행에 대한 것을 분명히 한 것은 최근의 일이지만, 고교학점제는 제7차 교육과정부터 시작된 국가 교육과정에서의 과목선택권 확대 지침과 2010년에 발표된 일반고의 교육 역량을 강화하고자 한 고교 교육력 제고 정책이라는 두 축에서 출발하였다. 본 연구에서는 과목 선택권 확대 지침과 고교교육력 제고 정책의 흐름에서 고교학점제 도입의 배경 및 취지를 살펴보았다. 또한 고교학점제와 관련된 여러 선행 연구들을 분석하여 고교학점제 도입 및 실행과 관련하여 제기되는 교육평가(학생평가)의 쟁점을 도출하였다. 본 연구에서 도출한 고교학점제 관련 교육평가 쟁점은 첫째, 평가 체제(내신 평가 방식)와 관련하여 절대평가인가 상대평가인가?, 둘째, 평가 단위와의 관련성에서, 수업단위 교사별 평가인가 학년단위 일제형 공통 평가인가? 이다. 세 번째 쟁점은 교과(목) 최소 이수 성취기준 설정 여부이며 네 번째 쟁점은 대학입학전형제도와의 연계성이다.
❏ 과목선택권 확대 운영 국내 사례 및 고교학점제 운영 국외 사례의 평가 방안조사
본 연구에서는 학생의 과목 선택권을 확대하여 운영하고 있는 일반고, 자율고, 영재고 등 6개 고등학교를 대상으로 각 학교의 과목 선택권 확대 운영 현황과 평가 방법 및 고교학점제 운영의 선결 요건 등을 파악하였다. 일반고의 경우는 과목 선택권 확대에도 불구하고 평가는 각 교육청 지침과 학업성적관리규정 및 연간평가계획에 따라 실시하여 다른 일반고와 차별성은 없었다. 고교학점제 도입을 위한 전제 조건으로 다양한 수업이 동시에 이루어질 수 있는 공간(교실, 실험실, 학습실, 휴게실 등) 확보, 매 학기/학년도별로 변화하는 교사 수요 변동에 대한 탄력적 보완책 마련, 유사 과목군 내에서의 평가 방식 통일, 교사별로 절대적인 평가권 부여 및 존중, 서열화 중심의 현행 대입 체제 변화 등이 제시되었다.
또한 국내 사례 연구에서 제시된 고교학점제 도입 시 평가 방안과 관련된 시사점으로는‘교사별 절대평가’ 가 가장 이상적인 평가 방안이나 학교현장의 여건이나 대입전형을 고려할 때 필수 사항보다는 권장 사항으로 도입하는 것을 고려할 필요가 있다는 점, 동일 교과의 경우는 해당 교사들이 공동으로 평가 계획을 수립하고 평가를 실시하는 것이 타당하고 객관적인 방안이라는 점, 이수 기준 미달과 재이수는 기본적인 학업성취 달성도 점검 차원에서 고교학점제와 함께 도입할 필요성이 있다는 점 등이다. 또한 고등학교 졸업이수단위를 현행 204단위(창의적 체험활동 포함)를 감축하여 교사의 업무량을 조정함으로써 정책의 실효성을 높일 필요가 있다고 제시하였다.
고교학점제를 운영하고 있는 미국(캘리포니아주, 미주리주, 위스콘신주), 독일, 일본, 프랑스, 호주의 사례를 살펴봄으로써 고교학점제에서의 평가 방안 도출을 위한 시사점을 얻었다. 각 사례별로 약간의 차이가 있었으나, 본 연구에서 설정한 평가 쟁점별로 살펴보면 거의 모든 사례에서 절대평가, 교사별 평가를 실시하고 있었다. 다만 교사의 자율성을 보장하는 만큼 신뢰로운 평가 결과 산출을 위해 평가 기준을 명확히 제시하고, 교사별 협의회 등을 통한 어느 정도 표준화되고 공정한 평가를 실시하기 위한 노력이 이루어지고 있었다.
또한 최소성취수준을 설정하여 미이수 학점을 부여하고 미이수자의 재수강을 허용하였으며 졸업 이수 학점과 필수 과목도 설정하였다.
❏ 포커스 그룹 의견 조사
고교학점제의 실행을 위한 평가 방안을 탐색하기 위해 본 연구에서는 고교학점제 연구·선도학교에서 평가 관련 업무를 담당하고 있는 핵심 교원을 대상으로 두 차례(1차 조사:2018년 6월, 26명, 2차 조사: 2018년 9월, 24명) 의견 조사를 실시하였다.
1차 포커스 그룹 의견 조사에서는 첫째, 일반계 고등학교에 적용하기에 적합한 고교학점제 방식과 그 이유, 문제점 및 한계와 이를 극복하기 위한 노력 및 지원, 둘째, 학생평가와 관련한 쟁점인 학생의 과목 및 교사 선택권 자율성의 범위, 학년 단위 평가와 수업 단위평가, 상대평가와 절대평가, 교과 및 수업별 이수 최소 성취기준 설정, 미이수자 재수강 허용 의무화에 대해 실행 가능성, 예상 문제점, 개선 방안 등에 대해 조사하였다. 2차 포커스 그룹 의견 조사는 1차 의견 조사 결과에 터하여 도출된 필수 과목과 선택 과목으로 구분한 ‘Two track’ 평가 방안에 대해 의견을 물었으며 조사 결과는 다음과 같다. 첫째,고교학점제에서의 평가는 필수 과목과 선택 과목으로 구분하여 ‘Two track’으로 접근하는 것이 적합하다는 의견이 83.33%로 높게 나타났다. 둘째, 필수 과목은 학년 단위 평가(일제형, 공통 평가)를 실시하고, 선택 과목은 수업 단위 평가(수업별, 교사별 평가)를 실시해야 한다는 데 79.17%가 동의하였다. 셋째, 필수 과목은 상대평가, 선택 과목은 절대평가를 해야 한다는 데 66.67%가 동의하였다. 넷째, 전체 응답자 중 62.50%가 절대평가 및 상대평가와 관계없이 교과(목) 및 수업별 최저 이수 기준을 설정하는 것이 타당하다고 응답하였다. 다섯째, 최종 미이수 판정을 누가 해야 할지에 대해서는 다양한 의견을 보였지만, 최저이수 기준은 교육부 및 시·도교육청 등 국가 및 지역 단위에서 마련해야 한다는 의견에 동의한 비율이 45.83%로 가장 높게 나타났다. 또한 최저 이수 기준은 해당 과목에 대한 성취수준 E 미만으로 판정하거나, 지역 또는 국가 단위의 표준화 시험을 실시하여 그 결과로 미이수를 판정하는 방안, 그리고 그 판정은 학교의 미이수 판정 위원회 및 학업성적관리위원회에서 해야 된다는 등의 의견이 제시되었다. 여섯째, 재이수 문제와 관련하여 필수과목은 미이수자의 재이수를 의무화하고, 선택 과목은 미이수자의 재이수를 선택 사항으로 두는 안에 대해 찬성과 반대 비율이 거의 유사하게 나타나 의견이 반분되는 양상을 보였다. 일곱째, 미이수자가 대거 발생하는 것을 사전에 방지하고 기초학력을 보장할 수 있도록 하는 미이수 관련 사전 예방 조치(79.19%) 및 사후 조치(91.67%)가 필요하다는데 동의하는 비율이 높았다. 여덟째, E 이상의 학점을 받아 해당 과목을 이수하였음에도 불구하고 더 높은 학점을 받기 위해 재수강을 원하는 학생의 재이수 허용에 대해서도 찬성과 반대 의견이 거의 유사하게 나타났다.
❏ 평가 방안 및 정책 제언
본 연구에서는 1차 포커스 그룹 의견 조사, 제3차 고교학점제 정책 포럼, 2차 포커스 그룹 의견 조사와 핵심 교원 및 학점제 담당 17개 시·도 장학사가 참여한 대규모 전문가협의회를 거쳐, 고교학점제의 실행을 위한 평가 방안으로 ‘Two track 접근' 방안을 정교화하였다. ‘Two track 접근’은 고교학점제에서의 평가 관련 4가지 핵심 쟁점(평가 단위, 내신 평가 방식, 교과목별 최소성취수준 설정, 재수강 허용 및 의무화) 측면에서, 필수 과목 또는 선택 과목에 따라 다양한 실행이 가능한 평가 방안이다. 본 연구에서는 이러한 접근 방식을 토대로, 평가 단위에서는 필수 과목과 선택 과목을 분리하여 적용하는 1안과 분리하지 않는 2안의 두 가지 안을, 내신 평가 방식에서는 필수 과목과 선택 과목 모두 절대평가방식을 적용하는 1안과 필수 과목에 상대평가 방식을 적용하는 2안의 두 가지 안을 제안하였다. 교과(목)별 최소성취수준 측면에서는 필수 과목과 선택 과목 모두 절대평가와 동일한 방식으로 설정하는 방안을 제안하였다. 마지막으로 재수강 선택 및 의무화 방안에서는 필수 과목과 선택 과목 모두 학생에게 재수강 선택권을 부여하는 1안과 필수 과목에서는 미이수자 재이수를 의무화하고 선택 과목에서는 재수강 및 재이수를 선택할 수 있게 하는 2안을 제안하였다. 이 안은 고교학점제의 이상적인 모습과 현재의 교육 현실을 동시에 고려하면서, 상황에 따라 세부 항목과 방안에 대한 조율과 조합이 가능하다는 점에서 정책적 실효성이 높다고 할 수 있다.
이상의 내용을 종합하여, 본 연구에서는 ‘Two track 접근’을 통한 고교학점제 평가가 학교교육에서 실행되기 위한 구체적 방안으로 다음과 같이 세부 정책과 추진 전략을 제안하였다.
첫째, 고교학점제의 안정적 시행을 위해서는 평가와 관련하여 성취기준 및 이수 조건에 따른 학생들의 학습의 질 관리 체제가 우선적으로 구축되어야 한다. 고교학점제의 핵심은 학생의 적성, 특기와 진로에 따른 과목 선택권의 확대와 성취기준에 근거한 교과(목) 학습의 질 관리라고 할 수 있다. 특히 고교학점제에 따른 학교교육의 책무성에 대한 요구가 더욱 높아질 것이기 때문에, 학생이 원하는 과목을 선택하여 최소성취수준에 도달하도록 돕는 학교교육을 제도적으로 지원하는 방안이 다각도로 마련되어야 한다. 이와 관련하여 향후 고교학점제 졸업 요건 및 이수 조건을 어떻게 설정할 것인지에 대한 정책적 명료화가 필수적으로 요청되며, 과목 이수 판정을 위한 과목별 최소성취수준 설정 및 이를 평가할 수 있는 평가 도구의 개발과 지원, 학생평가 관리 절차의 체계화에 대한 구체적 전략 등이 마련되어야 한다.
둘째, 고교학점제가 고교교육 혁신을 위해 실제적으로 기능하기 위해서는 학생들의 학습 부담을 경감하고 교사의 평가 부담을 완화할 수 있도록 기존의 교육평가 방법 및 교육과정 편성 관련 지침이 재정비되어야 한다. 가령, 현행 고교학점제 도입에 따른 절대평가(성취평가제)의 적용 범위, 시기와 방법 등이 구체적으로 제시되어야 하고, 현행 교육과정의 총 이수 단위를 현실적으로 조정할 필요가 있는데, 이를 위해 본 연구에서는 고교학점제의 실제적 적용과 밀접한 관련이 있는 법규와 지침의 개정 방향과 내용을 구체적으로 제시하였다.
셋째, 고교학점제의 원활한 시행을 위해서는 학생의 자기 학습에 대한 책임 강화와 더불어 교사의 평가 전문성 제고가 필수적이다. 학생의 성취기준 도달과 학점 이수 여부를 공정하고 신뢰롭게 평가하기 위해서는 교사 개인의 평가 역량 신장 노력과 함께 이를 뒷받침해줄 수 있는 제도적 지원 장치가 마련되어야 한다. 본 연구에서는 이를 위한 방안으로,학습 관리 시스템과 연동하여 학생의 누적적 성적 기록을 확인·통보할 수 있을 뿐만 아니라 교사의 평가 업무 경감을 가능하게 하는 성적 정보 시스템의 도입을 제안하였다.

This study aims to contribute to the stable establishment of high school credit system by drawing tasks to be predetermined and improved from the evaluation aspect and by offering specific suggestions for improvement. First, issues about the implementation of high school credit system from the evaluation aspect were drawnfrom the theoretical investigation and the examination of previous studies about the purpose and intent of high school credit system. Second, the problems as well as implications of the current evaluation system for the application of high school credit system are discussed by exploring the domestic and international cases. Third, by conducting the focus group surveys and in-depth interviews, specific suggestions for the implementation of high school credit system are prepared and the planning strategies are proposed. The results of the study can be organized as follows.
○ The analysis of previous studies about high school credit system and issues of evaluation
First, for the analysis of previous studies about high school credit system, a theoretical investigation was made on the background of the introduction of high school credit system and its purpose. While it was only recently that the term ‘high school credit system’ was introduced and its implementation has been clarified, high school credit system was established from two points: (1) the guidelines for the expansion of students’ rights to choose subjects in the national curriculum starting from the 7th curriculum and (2) the policy for improving high school education competitiveness in order to enhance education capability of general high schools, which was announced in 2010. In the present study, an investigation was made on the background of the introduction of high school credit system and its purpose from the perspectives of the guidelines for expanding rights to choose subjects and the trends of the policy for enhancing high school education competitiveness. In addition, by analyzing a variety of previous studies about high school credit system, the issues of educational evaluation(student evaluation) raised in relation to the introduction and implementation of high school credit system were drawn. The issues for educational evaluation regarding high school credit system drawn in this study are as follows. First, in relation to the evaluation system (evaluation based on school academic records), is it a norm-referenced evaluation or criterion-referenced evaluation? Second, in relation to the evaluation units, is it a teacher-specific evaluation in terms of class units or a general evaluation in terms of year-standing units? The third issue is about whether to establish the achievement standard for the credit completion requirements, and the fourth issue is the link with college admission system.
○ The domestic cases for the expansion of the subject selection rights and international cases for evaluation in high school credit system
In this study, the current situation for the management of the expansion of the rights to choose subject, the evaluation methods, and the prerequisites for the management of high school credit system were identified for six high schools being operated under the expansion of students’ rights to choose subjects, including general high schools, self-regulatory high schools, and high schools for the gifted. In case of the general high schools, despite the expansion of the rights to choose subjects, no difference from other general high schools was found since the evaluation is carried out in accordance with ‘the guidelines on academic records management regulations’ and annual evaluation plan of their respective education bureau. In case of self-regulatory high schools and high schools for the gifted, however, they have implemented the system for students falling short of the completion standards (F) or re-completion. As the precondition for the implementation of high school credit system, it was suggested that space where diverse classes can be carried out simultaneously (classroom, laboratories, study rooms, lounges, etc.) be ensured, flexible supplements for the changes in the demand for teachers for every semester/year be prepared, the evaluation method for similar subjects be unified, teachers acquire the absolute right to make evaluations and be respected, and finally a change be brought to the current college admission system which is centered on rankings. For the implications in relation to evaluation methods for the implementation of high school credit system as suggested in the research for the domestic cases, it is pointed out that (1) ‘teacher-specific criterion-referenced evaluation’, which is the most ideal evaluation method, should be introduced as a recommendation rather than a requirement, considering the situation of school sites and the college admission system, (2) for the same subjects, it is valid and objective for the teachers to develop evaluation plans and carry out evaluations together, (3) for the examination of the basic academic achievement level, shortage of completion standards(F) and re-completion should be introduced together with high school credit system, and etc. In addition, it is suggested that the practicality of the policy be enhanced by adjusting teachers’ workload with the reduction of the high school graduation requirement unit, the current 240 units (including creative experiential activities).
By examining the cases of the States (California, Missouri, Wisconsin), Germany,Japan, France, and Australia where the high school credit system is being operated, implications for drawing evaluation methods for high school credit system are obtained.
While the cases varied, based on the evaluation issues established in this study, criterion-referenced evaluation and teacher-specific evaluation were being implemented in most cases. As teachers’ autonomy is ensured, efforts were being made to clearly suggest the evaluation standards and to carry out standardized and fair evaluations to draw reliable evaluation results. In addition, the achievement standards for credit completion requirement were established to provide incomplete credits, and students who failed the subjects were allowed to re-take them. The graduation creditrequirements and compulsory subjects were also established.
○ Survey of the focus group
In order to explore an evaluation method for the implementation of high school credit system, two focus group surveys were conducted with the key school staff in charge of evaluations at research experimental schools (first survey: June 2018, 26 participants; second survey: September 2018, 24 participants).
The results of the focus group surveys are as follows. First, 83.33% of the responses showed that it is suitable to take the ‘two track’ approach which distinguishes compulsory subjects from electives for the evaluation in high school credit system.
Second, 79.17% of the responses agreed with the implementation of year-standing unit evaluation (general evaluation) for compulsory subjects and the implementation of class unit evaluation (class-specific and teacher-specific evaluation) for electives. Third,66.67% of the responses agreed with the implementation of a norm-referenced evaluation for compulsory subjects and criterion-referenced evaluation for electives.
Fourth, 62.50% of overall respondents responded that it is appropriate to establish the standards for credit completion requirements for every subject and class regardless of the implementation of a nom-referenced or criterion-referenced evaluation. Fifth, while opinions regarding who should make final decisions on incompletion varied, the highest rating of 45.83% responded that they agree with how the credit completion requirements should be established at the national and regional level such as the Ministry of Education and education bureaus of cities and provinces. In addition, the respondents made various suggestions such as (1) setting the standard for credit completion requirement to below achievement standard E, (2) conducting standardized tests in terms of regions or countries, and making judgements on incompletion based on the test result, and (3) letting the committee of judging incompletion and academic records management make such judgements. Sixth, regarding the issue of re-completion of courses, responses were divided into two groups with a similar ratio of agreement to disagreement on making it mandatory for students to re-complete the compulsive subjects they have failed and letting them decide whether or not to retake the failed elective subjects. Seventh, there was higher rate of responses agreeing with the need of taking preventive (79.19%) and follow-ups (91.67%) measures in relation to the incompletion of subjects in order to prevent students’ incompletion of subjects and to ensure the standard academic level. Eight, a similar ratio of agreement to disagreement was yielded for the issue of allowing students to retake courses for better grades even after completing the course with grades above E.
○ Proposal for evaluation methods and policy making
In the present study, the ‘two track approach’ is drawn as an evaluation method for the implementation of high school credit system after conducting the first and the second focus group surveys and the third forum of high school credit system policy as well as holding a large-scale expert conference in which the key school staff and school commissioners in charge of credit system from seventeen cities and provinces participated. The ‘two track approach’ is an evaluation method which allows diverse implementations for the compulsive or elective subjects, from the perspective of the four key evaluation issues for high school credit system (evaluation unit, evaluation method for school academic record, establishment of credit completion requirement for each subject, allowing re-completion and making it mandatory). Based on such approach, this study offers two suggestions: the first suggestion which distinguishes compulsory subjects from electives and the second suggestion which does not make such distinction. Such proposal is highly effective as making mediations and combinations in accordance with the situation is possible while taking the ideals of high school credit system and the present education system into consideration.
Based on such discussions, the following detailed policies and strategies are suggested as a specific means to implement high school credit system in school education, taking the ‘two track approach’,
First, for the stable implementation of high school credit system, the system for managing the quality of students’ learning should be first established based on the achievement standards as well as credit completion requirements in relation to evaluation. The key issues of high school credit system are the expansion of the rights to choose subjects according to students’ aptitudes, specialties, as well as career paths, and the ‘management of the quality of subject learning based on the achievement standards’. Especially, as the demand for the accountability of school education based on high school credit system would increase, the ways to systematically support school education to help students reach the achievement standards of credit completion requirement should be sought from diverse perspectives. It is mandatory that policies about how to establish the graduation requirements as well as credit completion requirements for high school credit system in future be clarified. It is also required that the achievement standards for credit completion requirement for each subject be established to make judgements on the subject completion, the evaluation tools for such evaluation be developed and supported, and specific strategies for the systemization of the management procedure for student evaluation be prepared.
Second, for the high school credit system to function practically for the innovation of high school education, the current education evaluation methods and guidelines on the curriculum organization should be reconstructed to reduce students’ workload and alleviate teachers’ burden for evaluation. For instance, as it is necessary that the range, time, and methods of the application of a criterion-referenced evaluation (based on the achievement evaluation) be specifically suggested and the total credit completion unit of the current curriculum be realistically adjusted, this study provides the specific suggestions for ways to modify the regulations and guidelines closely related to the actual application of high school credit system.
Third, for the smooth implementation of high school credit system, it is necessary that teachers’ expertise for evaluation be improved in addition to enhancing students’ responsibility for their own learning. In order to make fair and responsible evaluations for students’ attainment of achievement standards and their completion of credits, efforts should be made to enhance teachers’ evaluation competence while preparing tools to systematically support them. This study suggests the implementation of grade information system which allows the verification and notification of students’ cumulative grade records and helps reduce teachers’ workload for evaluation, in interconnection with the learning management system.
