본 연구는 발달장애 아동 부모들의 양육경험에 대한 연구를 통하여, 양육 과정의 어려움과 현재 발달장애 아동 대상 치료 교육의 현황과 문제점 그리고 가족 지원에 대한 부모들의 욕구를 알아보고자 하였다. 대구 경북 지역에 거주하는 발달장애 자녀를 둔 부모를 대상으로 설문조사와 심층면담을 실시하였다. 설문 결과 총 250부에서 결측치를 제외한 204부에 대해서 SPSS 22.0을 사용하여 빈도분석을 실시하였으며, 발달장애 아동의 부모 10명에 대해 심층면담을 실시하고 합의적 질적 연구(Consensual Qualitative Research: CQR)를 통하여 결과를 도출하였다. 종합적인 연구를 통하여 분석한 결과는 다음과 같다. 첫째, 발달장애 자녀를 양육하는 과정은 ‘산 넘어 산의 어려움’인 것으로 나타났다. 부모들은 장애 자녀와의 소통과 문제행동에 대한 통제의 어려움, 부모의 심리적 불안함과 장애 수용의 어려움, 장애 자녀의 치료 교육을 계속하고 있지만 기대와 다르게 진전이 너무 느린 현실에 대한 절망감, 사람들의 시선과 편견 등을 호소하였다. 이러한 어려움이 발달장애 자녀를 양육하는 부모들을 힘들게 하는 요인으로 작용하고 있음을 알 수 있었다. 둘째, 발달장애 자녀의 치료와 교육에 대한 부모들의 기대감에 비해, 발달장애 자녀의 치료 교육을 위한 인프라는 ‘양적으로 질적으로 모두 부족’한 것으로 나타났다. 발달장애 자녀의 치료 교육이 장기간 지속되면서 계속되는 비용 지출, 물가 상승과 내용의 다변화로 인한 비용 상승으로 인해 경제적인 부담이 가장 큰 것으로 나타났다. 그리고 치료 교육 기관의 확대와 서비스 내용의 확대, 치료사의 자질 향상 그리고 기관이나 서비스에 대한 정보 안내의 필요성을 나타내었다. 또한 자녀의 안정적인 치료 교육을 위해 전문가의 지속적인 컨설팅이 필요함을 호소하였다. 셋째, 발달장애 자녀 양육을 위한 지원으로 ‘경제적 지원’과 함께 ‘가족 심리상담’을 원하는 것으로 나타났다. 소득 수준이나 장애 정도에 상관없이 경제적 지원 확대의 요구가 가장 높았고 부모와 형제, 자매에 대한 심리상담 및 교육 프로그램의 확대를 통해 발달장애 아동을 가족의 한 구성원으로 받아들여 건강한 가족체계를 형성할 수 있기를 원하고 있는 것으로 나타났다. 넷째, 발달장애 자녀의 진로를 위해서 ‘체계적인 진로 교육과 특기 교육’을 통해서 향후 자립생활을 할 수 있기를 희망하였고 부모의 직접 돌봄이 어려워지게 되었을 때 자녀를 돌봐 줄 수 있는 안전한 시설 등에 대한 ‘국가적인 돌봄 시스템 마련’을 희망하는 것으로 나타났다. 본 연구의 결과를 바탕으로 한 제언은 다음과 같다. 첫째, 발달장애 자녀를 둔 부모들의 초기 대처 능력을 키우고 정보를 제공하는 루트를 마련하는 등의 관련 인프라 구축이 요구되어진다. 둘째, 장애전문 어린이집과 발달관련 센터 등에 전문 상담사가 배치되어 상시 상담을 할 수 있도록 시스템이 마련되어야 할 것이다. 셋째, 발달장애 아동의 안정적인 치료 교육을 위해 바우처 지원 금액의 확대와 제공인력의 교육 관리를 통한 질적인 향상이 필요하다. 넷째, 장애인 시설에 대한 안전성 확보를 위한 국가적인 노력이 있어야 할 것이다. 본 연구 결과는 발달장애 자녀를 둔 부모의 양육과 치료 교육의 경험, 부모의 가족지원에 대한 욕구에 대하여 심도 깊게 분석함으로써 이들이 양육에서 직면하는 어려움 해소에 대한 실제적 도움과 현장의 치료 교육 교사와 상담사들에게 방향을 제시해 줄 수 있을 것이다. 또한 국가적 차원의 정책적 방안을 마련하기 위한 기초자료로 활용될 수 있기를 희망한다.

This study zero in on finding out difficulties of the parenting process, current status and problems of treatment education for children with developmental disabilities, and their desire for family support through the study of parenting experience of parents with children with developmental disabilities. Surveys and interviews are conducted for parents having children with developmental disabilities in Daegu, the Gyeongbuk area. As a result of the survey, frequency analysis is implemented using SPSS 22.0 for 204 parts except for missing values of total 250 parts and interviews are conducted on 10 parents with developmental disabilities to derive results from Consensual Qualitative Research (CQR). The results of the comprehensive research are as follows. First of all, the process of raising children with developmental disabilities seems to be 'Difficulty of Mountains beyond mountains(What's even worse)'. Parents keep on communication with disabled children, control over problem behaviors, parents' psychological anxiety, difficulty in accepting disability, and education for the disabled child. However, they appeal for people's eyes, prejudice and despair of the reality that progress is too slower than expected. This difficulty is found to be a hard factor for parents raising children with developmental disabilities. Secondly, compared with parents' expectation for the treatment and education of children with developmental disabilities, the infrastructure for the treatment education of children with developmental disabilities seems to be ‘insufficient both in quantity and quality.' The long-term treatment education for children with developmental disabilities has the greatest economic burden due to continued expenditures, inflation and higher prices due to diversification of contents. It also showed the need for expansion of therapeutic education institutions, expansion of service contents, improvement of the therapist's quality, and guidance of information on institutions and services. In addition, they urge the need for continuous consulting with experts for stable treatment education for their children. Third, it was found that they want 'family psychological counseling' along with 'economic support' as support for raising children with developmental disabilities. Regardless of income level or disability degree, there is the highest demand for expanding economic support. Through psychological counseling and expansion of educational programs for parents, siblings and sisters, they want to be able to accept children with developmental disabilities as members of their families to form a healthy family system. Fourth, they hope to be able to live independently in the future through 'Systemic Career Education and Special Education' for the career of children with developmental disabilities. When it became difficult for parents to take care of their children, it is found that they hope to establish a national care system for safety facilities that can look after their children. The suggestions based on the results of this study are as follows. First, relevant infrastructure needs to be structured, such as improving the initial coping ability of parents with children with developmental disabilities and establishing a route for providing information. Second, a professional counselor should be arranged in a daycare center and a development-related center for the disabled. Third, it's necessary to improve quality through the expansion of the voucher aid amount and the education management of the manpower provided for stable therapeutic education of children with developmental disabilities. Fourth, national efforts should be made to secure safety for facilities with disabilities. The results of this study can provide practical help to solve the difficulties they face in parenting and direction to therapists and counselors in the field through in-depth analysis on the parenting and treatment education experiences and parents' need for family support of parents having children with developmental disabilities. It is also hoped that it can be used as a basis for preparing policy measures at the national level.
