1970년대 우리나라는 서구사회가 겪었듯이 일자리와 높은 소득을 위해 농촌에서 도시로, 비수도권에서 수도권으로 이동하면서 이촌향도(離村向都) 현상이 발생하였다. 하지만 국민의 정부부터 국가균형발전정책이 본격적으로 시행되면서 수도권과 비수도권과의 경제적, 사회적 격차가 점차 완화되자 수도권에서 비수도권으로, 대도시에서 대도시 인근 중소도시로 인구이동이 많아졌다. 2010년대 초에는 수도권에서 비수도권으로 전출자의 수가 전입자 수보다 많은 역전 현상도 나타났지만, 다시 수도권으로 인구가 집중하기 시작하였고, 특히 20대, 30대 청년층의 수도권 집중화는 더욱 두드러졌다. 최근 발생한 수도권 집중화의 원인은 무엇이며, 과거와 비교하여 이동 원인이 변화하였는지에 대한 의문으로 본 연구는 시작되었다. 인구이동과 관련된 대표적인 가설로는 토다로(Todaro)의 기대소득 가설과 티부(Tiebout)의 지역 어메니티 소비이론이 있다. 전자는 높은 소득이 이동의 목적이며, 후자는 지역 공공재에 의한 개인 효용 극대화를 위해 지역 간 이동을 선택하게 된다는 것이다. 하지만 기존 이론으로는 최근 우리나라 인구이동 현상을 설명하는 데 한계가 있다. 가령, 경제적 효과 지역 어메니티 요인의 효용이 우위인 지역으로 이동한다면, 2000년대 들어 수도권으로의 이동 규모가 감소하였다가 증가하는 현상을이해할 수 없다. 이에 본 연구는 밀레니얼 세대 청년층을 중심으로 지역 간 인구이동 원인을 ‘삶에 대한 자기결정권’으로 보고, 사회적 여건 변화와 세대 특징에 따른 인구이동 현상을 설명하였다. 이를 위해 본 연구에서는 사회적 여건 변화를 지역 경제 침체, 1인당 국민총소득 3만 달러 달성, 제4차 산업혁명 도래 등 세 가지로 구분하였으며, 20대와 30대를 구성하는 밀레니얼 세대에 대한 특징을 살펴보았다. 그리고 기술혁신과 일자리, 사회적 여건 변화로 인한 인간의 욕구 변화, 밀레니얼 세대의 라이프스타일과 관련된 이론적 고찰과 지역 현황분석을 토대로 ‘삶에 대한 자기결정권’으로 인한 수도권 인구 집중화 현상에 대해 세 가지 가설을 설정하였다. 첫째, 지역 경제 하강은 지역의 새로운 일자리를 감소시켜 상대적으로 지역경제와 일자리가 증가하는 지역으로 이동한다. 둘째, 밀레니얼 세대는 원하는 일자리에 대한 선택과 여가 시간 선택에 대한 자기결정권을 확보하기 위해 이동한다. 즉, 1인당 국민총소득 증가로 인해 일자리 포기에 대한 기회비용이 감소하여 일자리 선택 시 안정성보다는 직업 유연성(job flexibility)을 추구하는 밀레니얼 세대 청년층은 수도권으로 이동하였다. 기존 이론에서는 수도권으로의 이동 현상을 경제적 효과 또는 지역 어메니티로 인한 효용 증가로 설명한 것과 달리 본 연구는 삶에 대한 자기결정권이 원인이 되며, 이를 얻을 수 있는 확률이 높은 지역 또는 발휘할 수 있는 여건이 조성된 지역으로 이동한 것으로 설명하였다. 셋째, 밀레니얼 세대 청년층의 수도권 인구이동 현상 중 일부는 불안정한 고용 형태에서 고용 안정성을 높이기 위한 이른바, “불안정 속의 안정”을 찾기 위한 결과이다. 즉, 기술혁신으로 인한 비숙련(low-skilled) 일자리 감소는 청년층 중 낮은 인적자본을 가진 그룹이 일자리를 구하기 위해 수도권으로 이동하는 결과를 초래하였다. 이상의 가설을 검증하기 위해 지역경제 성장과 지역 간 인구이동의 동태적 특징 분석과 청년층 인구이동에서 일자리 특성 중요도 분석, 지역 간 인구이동요인 분석 등을 실증분석하였다. 첫째, 지역경제 성장과 지역 간 인구이동의 동태적 특징 분석을 통해 지역(시‧도)의 GRDP 증가율과 취업자증가율은 순이동률과 정(+)의 관계를 나타내고 있음을 확인하였다. 즉, 지역경제가 성장할수록 고용에 양(+)의 외부효과를 가져와 지역 일자리가 늘어나고, 일자리를 찾기 위해 타 지역에서 인구가 유입된다는 것을 의미한다. 따라서 최근 비수도권의 경제 하강이 배출요인으로 작용하여 상대적으로 경제성장률이 나은 수도권으로 이동하는 것으로 해석할 수 있다. 둘째, 청년층 인구이동에서 일자리 특성 중요도 분석에서는 밀레니얼 세대 청년층들이 일자리를 선택할 때, 근로시간과 적성을 중요하게 생각할수록 지역 간 이동, 특히 수도권으로의 이동을 선택할 확률이 높은 것으로 나타났다. 그리고, 인적자본이 높고, 창의 일자리에 종사하는 청년들이 지역 간 이동을 선택하는 확률이 높았다. 수도권으로 이동하는 청년층의 경우에는 비수도권으로 이동하는 청년층에 비해 직업 안정성에 대해서는 중요하지 않게 생각하는 것으로 나타나 직업의 종류, 근로시간, 적성 등을 더 중요하게 생각하여 지역 간 이동을 선택한 것이다. 즉, 밀레니얼 세대 청년들은 원하는 일자리, 근로 형태, 충분한 여가생활 등에 대한 자기결정권을 중요하게 생각하는 사람들일수록 지역 간 이동을 선택할 확률이 높았다. 셋째, 밀레니얼 세대 청년층의 인구이동요인 분석에서는 종속변수는 순이동률과 전입률‧전출률, 전출률‧전입률로 하고, 설명변수를 상용직 비중, 일용직 비중, 창의일자리 밀도, 기대임금, 고용률, 평균 전세가격, 재정자립도, 청년문화시설, 커피숍, 편의‧소매업체 등으로 구성한 다중회귀모형을 활용하였다. 그리고 시대별‧세대별로 차이를 살펴보기 위해 전체 연령층, 25세~29세, 30세~34세, 40세~64세 연령층별 구분하고, 2008년과 2018년 분석 결과를 비교하였다. 분석 결과, 밀레니얼 세대 청년층은 기대임금은 낮지만, 상용직과 일용직 비중이 높고, 창의 일자리가 집적한 지역으로 많이 이동하는 것으로 나타났다. 그리고 재정자립도가 높고, 커피숍에 대한 공간적 접근도가 높은 지역일수록 순이동률이 높았다. 이를 선행연구 결과와 가설을 토대로 해석하면, 밀레니얼 세대 청년층 중 20대 중후반은 양질의 일자리로 분류할 수 있는 상용직 비중이 높은 지역으로 이동할 확률이 높다. 하지만 일용직 비중이 높은 지역으로 이동할 확률도 높은데 이는 상용직으로 취업이 어렵거나, 자유로운 생활을 추구하여 일용직 일자리를 전략적으로 선택하는 경우로 볼 수 있다. 즉 불안정한 일자리 형태에서 직업을 바꿔가며 지속적으로 노동을 영위하여 안정감을 찾는다고 할 수 있다. 상용직 비중과 일용직 비중 모두 높고, 고용률이 높은 지역으로 20대 중후반의 밀레니얼 세대가 이동하는 것은 자신이 원하는 근로 형태를 선택할 수 있는 자기결정권이 높기 때문이다. 그리고 밀레니얼 청년층은 자신들이 선호하는 일자리를 얻기 위해 창의 일자리가 집적화된 지역으로 인구이동을 선택하게 된다. 공공재 혜택을 의미하는 재정자립도가 높은 지역으로의 이동은 티부(Tiebout)의 가설을 일부 입증하였다. 커피숍은 단순히 음료를 판매하는 곳이 아닌 공간을 소비하는 곳으로 발전하여 학업·업무·교류·여가 등을 위한 복합적 문화공간의 역할을 하면서 밀레니얼 청년층에게는 중요한 어메니티가 된 것이다. 2008년과 2018년 분석 결과의 차이는 2018년 청년층이 인구이동에 영향을 주는 변수가 많다는 특징이 있다. 즉, 밀레니얼 세대 청년층과 과거 세대 청년층의 인구이동 요인은 차별적이며, 현재의 사회적 여건, 세대 특징을 반영한 변수에 의해 밀레니얼 세대의 인구이동을 설명할 수 있다. 본 연구의 성과는 수도권으로의 인구이동 현상 원인을 ‘삶에 대한 자기결정권’으로 보고, 이에 영향을 주는 사회적 변화와 이동 주체의 세대 특징을 고려하여 지역 간 이동을 설명한 것이다. 기존 이론에서는 소득, 일자리, 지역 어메니티 요인 등이 상대적으로 우위에 있는 지역으로 이동해야 개인의 효용 극대화를 이룬다고 보았지만, 밀레니얼 세대 청년층의 경우, 직업 종류, 근로 형태 등 일자리에 대한 자기결정권과 일과 여가생활의 균형에 대한 자기결정권을 최대한 확보할 수 있는 지역으로 이동하는 것이 개인의 효용 극대화를 이룬다고 보았다. 연구 결과를 기반으로 세 가지 정책적 시사점을 제시하였다. 첫째, 일자리 안정성에 대한 관점을 다양하게 살펴볼 필요가 있다. 안정된 일자리는 상용직과 같은 고용기간이 보장된 경우뿐만 아니라 고용기간은 불안정하지만 지속적으로 일할 수 있는 경우도 포함될 수 있다. 긱 종사자와 같이 자발적으로 일자리 시장에서 진입과 퇴출이 자유롭고, 상용직의 과중한 책임과 업무강도에서 자유롭고, 충분한 여가활동을 할 수 있는 일용직 일자리를 선택하는 경우도 있다. 따라서 청년고용정책에서도 획일적인 일자리보다는 다양하고 청년들이 선호하는 일자리와 고용 형태를 제공할 필요가 있다. 둘째, 청년층 인구 유입을 위해서는 지역 어메니티를 개선하는 노력의 필요성이다. 밀레니얼 세대의 특징과 라이프스타일의 변화를 볼 때, 여가 공간에서 상업시설의 중요성과 문화‧예술‧체육 분야의 질적인 중요성은 지역 간 이동에서 직접적인 영향을 미친다. 따라서 청년층을 유인하기 위해서는 여가생활과 심미적‧편의적 만족감을 충족하기 위한 어메니티 조성이 필요하다. 셋째, 비수도권 광역시나 권역별 대도시를 중심으로 청년층을 유인하기 위한 일자리와 도시 어메니티 등에 대한 투자가 필요하다. 이상의 연구내용을 통해 밀레니얼 세대 청년층을 중심으로 지역 간 인구이동을 설명하였다.

As the western society experienced in the 1970s, the phenomenon of Ichon-hyangdo, which refers to the movement of leaving the countryside for the city, occurred in Korean when the population moved from rural to urban and non-metropolitan to metropolitan areas searching for jobs and high incomes. However, as the government's balanced national development policy was fully implemented, the economic and social disparity between the metropolitan area and the non-metropolitan area gradually narrowed. As a result, the population moved from the metropolitan area to the non-metropolitan area and from large cities to small and medium cities near large cities. In the early 2010s, the reversal phenomenon of the number of people moving out from the metropolitan area to the non-metropolitan area was greater than the number of people moving in. However, the population began to concentrate again in the metropolitan area, especially the trend was strongly shown at the age of 20s and 30s. This study examines the research question on what causes the recent centralization of the metropolitan area and whether the causes of migration have changed compared to the past. The representative hypothesis related to population movement are Todaro's expected income hypothesis and Tiebout's theory of consumption of local amenities. The former illustrates that high income is the purpose of the movement, and the latter indicates that people choose the move between regions to maximize one's utility by local public goods. However, the existing theory has limitations in explaining the recent phenomenon of population movement in Korea. For example, if the population move to the regions where the utility of regional amenity factors is superior due to economic effect, it doesn't explain the phenomenon that the scale of movement to the metropolitan area decreased and then increased in the 2000s. Therefore, this study investigates the causes of population migration among regions as “self-determination rights for life” focusing on the millennial youth and explains the phenomenon of population migration according to changes in social conditions and generation characteristics. To this end, this study analyzed the characteristics of the millennials in their 20s and 30s and social conditions were divided into three categories: the economic downturn in the region, the GNI per capita of $30,000, and the advent of the 4th industrial revolution. Moreover, three hypotheses were set based on the theoretical considerations and the concentration of population in the metropolitan area due to the self-determination of life using the analysis of the current status of the region. The theoretical considerations include the issues related to lifestyles of the millennials and changes in human needs due to technological innovation, changes in jobs and social conditions, First, the regional economic downturn decreases the creation of new jobs in the region and as a result, millennials tend to move to regions where the regional economy and jobs increase. Second, the millennials move to secure the choice of jobs they want and secure self-determination of leisure time choices. In other words, due to the increase in the GNI per capita, the opportunity cost of job abandonment decreased, so millennial youth move to the metropolitan area seeking job flexibility rather than stability in job selection. Unlike the existing theory that explained the phenomenon of movement to the metropolitan area as an increase in utility due to economic effect or regional amenity, this study focuses on self-determination of life as a major cause of movement. The study further highlights the causes of millennials' migration as moving to an area with a high probability of obtaining the self-determination of life or an area with an exercisable condition exists. Third, some of the millennial youth movements in the metropolitan area are the result of finding so-called stability in an unstable economy to increase employment stability in the form of unstable employment. In other words, the reduction of low-skilled jobs due to technological innovation has resulted in groups of young people with low human capital being moved to the metropolitan area to find jobs. To test hypotheses, we first examined the dynamic characteristics of regional economic growth and population migration between regions. Furthermore, we conduct an empirical analysis to investigate the importance of job characteristics in the migration of young people, and the factors of population movement between regions. As a result, the growth rate of GRDP and employment in regions show a positive relationship with net mobility. In other words, it implies that the growth of the local economy has a positive external effect on employment by increasing local jobs and increasing influx of population seeking jobs from other regions. Therefore, it can be interpreted that the movement of population to the metropolitan area, which has a relatively high economic growth rate, was due to the recent economic downturn in the non-metropolitan area. Second, in the analysis of the importance of job characteristics in young people's population mobility, it was found that the more millennial youth consider working time and aptitude when choosing a job, the higher the probability of choosing to move to the metropolitan area exist. In addition, there was a high probability that young people working in creative jobs with high human capital would choose to move between regions. In the case of young people moving to the metropolitan area, it appears that they do not think about job security as important as compared to the young people moving to the non-metropolitan area. The explanatory variables are the ratio of temporary workers and daily workers, creative job density, expected wage, employment rate, average housing rent price, financial independence, cultural facilities for youth, coffee shops, convenience and retailers and etc. In addition, in order to examine the differences by age and generation, four age groups were classified which are the entire age group, 25 to 29 years old group, 30 to 34 years old group, and 40 to 64 years old group, respectively, and the analysis results of 2008 and 2018 were compared. As a result, it is found that the millennials have low expected wages, a high ratio of temporary and daily workers, and move to areas where creative jobs are concentrated. In addition, the net mobility rate is higher in areas with high financial independence and high spatial access to coffee shops. Interpreting the results based on the results of previous studies and hypotheses, it is highly likely that the middle and late 20s millennials will move to areas with a high ratio of temporary jobs that can be classified as quality jobs. Given the characteristics and lifestyle changes of the millennials, the importance of commercial facilities in the leisure space and the qualitative importance of culture, art, and sports have a direct effect on regional movement. Therefore, to attract young people, it is necessary to create an amenity to satisfy leisure life and aesthetic and convenience satisfaction. Third, it is necessary to invest in jobs and urban amenities to attract young people, mainly in non-capital metropolitan cities and metropolitan cities by region. The result of this study can be used as preliminary research to further investigate the effectiveness of government policies regarding population migration among regions.
As the western society experienced in the 1970s, the phenomenon of Ichon-hyangdo, which refers to the movement of leaving the countryside for the city, occurred in Korean when the population moved from rural to urban and non-metropolitan to metropolitan areas searching for jobs and high incomes.
