This study investigates the process of how cafes have become social spaces, and aims to identify the close relationship between cafes, which have rapidly increased in number since 2000, and neoliberalism in Korea. As a result, this study will be able to demonstrate that the neoliberal governmentality applies to not only youths in the metropolitan area, but also Jibang Youths. The transition to neoliberalism has made polarization in multiple dimensions of society even more serious, and greatly decreased job security. Consequently, the competition to enter conglomerates or to be employed as civil servants is becoming more and more intense. This is because being employed at “Decent workplaces” such as conglomerates, public enterprises, or the government is considered an “ordinary life”. However, it is true that many youths do not have such ordinary life in neoliberal Korea. This is why the government is highly encouraging young people to start up their own companies with little capital.
The concept of “Jibang Youth” should be interpreted to represent the social, economic, and cultural differences that they have with those in the metropolitan area, rather than simply indicate geographical difference. The Jibang Youths work part-time while looking for employment. Their part-time jobs are normally simple repetitive work, rather than “premium part-time jobs” such as tutoring. However, part-time jobs in cafes are not considered that simple repetitive work, but moreover, contribute to their self-improvement. They spend years of effort to get hired at Decent Workplaces while studying and working part-time. However, it is the truth that many of these youths do not get hired in such workplaces. Under such circumstances, the start-up support policies of the government attract youths to start their own companies with little capital. Jibang Youths hope to easily turn their unstable socioeconomic status around with opening their own cafes.
