Maker education is a learner-centered education in which students become active subjects, perform making activities, and solve problems through repetition, failure, and correction. However, most current maker education studies analyze cases or educational effectiveness, and there is a lack of teaching models teachers can use in actual classrooms. Also, in online and offline classes, it is difficult for teachers to apply maker education. This study tried to develop a maker education model using flip learning to overcome these practical difficulties and enable maker education can be applied actively in elementary school classrooms. This study aims to develop a teaching model that combines the flip-learning education method. Students use videos and materials at home through videos and materials prepared in advance by a teacher with maker education. This study analyzed and reviewed the prior studies on flip-learning and makers education. It derived the significant elements of maker education and flip-learning, teaching models, and teaching strategies. Teachers with more than ten years of experience applying flip learning, maker education, and class restructuring (three doctors, seven masters) reviewed the teaching model and strategy. The study reflected the teachers' responses to the initial model and strategy. The teaching model combines the TMI model elements and the TMSI model based on the main processes and flip learning steps. The teaching strategy selects teaching strategies to be used in maker education and combines flip learning strategies. The strengths of the teaching model and teaching strategy of this study are as follows. First, before class, learners learn the necessary knowledge to make activities in advance, providing opportunities for learners to participate in-class activities actively. During class, by having enough time to explore the materials required for the making activities, learners can become familiar with the materials and think for themselves about what to make and what. After class, students can expand their thinking area by looking back on problems and improvements, good points, and regrets throughout the making process.
