This study is reached out that the performing arts industry in Korea needs the support by cultural policy to promote its development which is getting slow for the recent 5-6 years. To make a suitable and effective policy for the performing arts industry, the policy should be based on the concrete evidence or reasoning, and this study tried to develop an analysis model for the cultural policy. Cultural industry, upper category of Performing arts industry, is creating more jobs because of its labor intensiveness as well as producing financial benefits. It is also important to develop local economy collaborating with other industries such as tourism. Ultimately, cultural industry helps to promote brand image of country itself and as a result it strengthen the competitiveness of country in the world wide. Therefore, the developed countries tend actively to promote cultural industry by cultural policy. In 1999, Korean government made a cultural industry promotion law and started legal support for its economic development. Before then, the cultural industry was treated as an industry which needs regulation by government. However after 1999, the cultural budget was increased up to 1% of total government budget. Initially the cultural budget targeted to encourage creating arts, but from mid-2010’s, the government cultural policy has turned into infra development, cultural well-being, and cultural enjoyment. This change affects performing arts industry widely. Cultural policy should be developed by rational and detailed analysis of the real market, as using public resources like tax. It means the changes have to be based on the result of objective analysis. In America, Americans for the Arts is a non-profit organization to analyze the culture markets to empower American culture and arts. It is an interest group for the American culture and arts by speaking out to the government through its meaningful analysis and reports to vitalize the culture industry. National Arts Index is one of its strong reports annually produced. It represents the vitality of cultural industry in America through balanced score card model with 81 indicators. It shows annual changes and up and downs of cultural industry in America. In Korea, the government also tried to develop the analysis model but it wasn’t continuously developed. The model made only one time report and disappeared. Furthermore, performing arts industry is considerably unique comparing to other genres of cultural industry. Therefore, this study concludes to develop a separated analysis model for the performing arts for the policy of government. The model is based on Michael Porter’s value chain which could show vitality of each chains separately. According to Delphi method, 12 professionals got together to develop the analysis model by using a value chain. Finally, an analysis model to find the vitality of performing arts industry with 55 indicators. By using this model, this study analyzed actual data from 2013 to 2018. The analysis showed that current performing arts industry was growing little. Relatively support activities was slightly increasing but the satisfaction of service takers was decreasing. Primary activities was slightly decreasing and the one of key factors of this degradation is rapid rising of expense. Four professionals and two heavy-performing arts-goers had a deep interview about the result of analysis. Two of them were performing arts professionals, a producer and a director, and two of them were members of governmental organization. Heavy-performing arts-goers were students regularly visiting theater. They reviewed the result and confirmed the usefulness and scalability of the model.
