China-Russia relations has switched from conflict and confrontation during the Cold War period, when they even fought war due to border disputes, to ‘friendly partnership’ after the post-Cold War. The two countries has been expanding and deepening the scope of cooperation since declaring a ‘strategic partnership’ in 1996. In the early post-Cold War period, there was a eager strategic need to establish a common front to counterbalance the rising superpower, the United States of America. In the 21st century, the hegemonic competition between the US and China has intensified, therefore added an element for the China and Russia to join hands as strategic partners. If we can say strategic security was more important in the early post-Cold War period, then economic factors such as the development of the Northeast Asian border region and the construction of gas pipes and oil pipes also became important in the early 21st century. After the post-Cold War, the Sino-Russian strategic partnership has continued for over 30 years. However, there were checks even during cooperation times between the two countries, and they cooperated while competing. As shown in chapter Ⅲ, The Shanghai Cooperation Organization(SCO) was launched after the end of the Cold War on the basis of common interests between China and Russia. To cope with the three evils of terrorism, extremism, and separatism and to respond to the North Atlantic Treaty Organization(NATO)’s ‘expansion to the Eastern Europe’ were the main common objectives. However, China’s advancement deep into Eurasia, which is the traditional Russian sphere of influence, has caused competition and check from Russia in SCO operations. In particular, Russia’s vigilance has been rising as China pushed into the Central Asia with the so-called ‘One Belt One Road’ project. The Greater Tuman River Initiative(GTI), initiated by the United Nations Development Program(UNDP) in the early 1990s, was a mutually beneficial multilateral cooperation for the development of the two countries’ lagging borders. However, the population imbalances, the history of territorial conflicts in Northeast China and the Far East of Russia, and the Sino-Russian geo-political competition relationship fatality has prevented GTI from being activated. Energy cooperation, such as the construction of ‘the Power of Siber’ gas pipeline and an Eastern Siberia-Pacific Ocean(ESPO) pipeline, is regarded as a representative win-win area. The two countries negotiated for a long time not only over gas and oil prices but also over the route. Because the ‘relative gains’ related to the strategic interest was also important. The ‘absolute gain’ of economic benefits was not the sole factor. Sometimes the consideration of ‘relative gains’ was the decisive point. The logic of ‘cooperation and checks’ between the two countries was also applied to the emerging “Ice Silk Road” in the Arctic Circle. After the post-Cold War, China and Russia had many items to cooperate as strategic partner, but there were many cases where ‘relative gains’ was considered. To keep border security is one of major such ‘relative gains.’ The main focus of this thesis is to search; what was ‘relative gains’ for China and Russia; how these factors worked in various areas ; what ‘limit phenomena’ appeared because of involvement of ‘relative gains.’ The post-Cold War era was generally coded the ‘resurrection of geo-politics’ period, when the national interest was the top priority at the global and regional level altogether. In particular, in Sino-Russian relations, the ‘relative gains’ factor after the post-Cold War, has been much more critical than any other countries. Because the two countries are not, and would not far from deviating from their geo-political rivalry. However, just as the ‘US variable’ was always important in the relationship between the two countries after the post-Cold War period, it is necessary to follow and see the role of the US variable in the future. How the conflict between the United States and China would intensify also may influence the direction of Sino-Russian strategic relationship.
